Defect SummaryCertain passenger vehicles do not conform to the requirements of federal motor vehicle safety standard no. 108, lamps, reflective devices, and associated equipment. some of these vehicles do not meet the overhead sign illumination requirements.
Consequence SummaryLess illumination may reduce the ability of the driver to read overhead signs when driving at night.
Corrective SummaryDealers will install new low beam headlamp bulbs in both of the headlamp assemblies. the recall began on september 8, 2004. owners should contact buick at 1-866-608-8080. note: if the bulb needs replacement in the future, gm bulb number 89024715 is available from a dealer, or the equivalent sylvania bulb is 9006hp, with orange lettering on the bulb.

 1) while driving at night with the brights on my headlights go out (fail) at random. the headlights come back on when the dimmer switch is hit ~or~ by themselves if i wait it out. 2) this headlight failure has caused several near accidents. it's a definite safety issue. 3) i have taken my vehicle in to be looked at twice and no correction has yet to be made to the problem. my mechanic now believes that it's due to a malfunction in the dimmer switch. *** this failure started in mid november '07 and has been ongoing ever since with several random incidents weekly. *tr

 1999 buick regal front turn signals keep burning out, i believe it is from the housing that holds the bulbs. it seem like the plastic at the bottom of the bulb that snaps in to the housing sparks and burns it causing the bulbs to fail. *tr

 Repeated failures of the plastic bulb socket (gm part #12456483) on front turn signal -parking light on 1999 buick regal. the bulb, a standard 3157na, burns out in exactly the same fashion as bulbs that burn out on other gm models covered by the nhtsa safety recall is # 04v524. apparently the bulb is not securely held in place and the arcing that results burns away the plastic of the bulb and the bulb socket. the absence of a visible left turn signal is a safety issue. *jb
