 Low beams do not have a heating system to keep snow off, causing poor visibility.

 When driving in snowy weather using high beams, snow covers low beams, because low beams are not in use there's no heat to melt snow, therefore when driver switches from high beam to low beam, driver cannot see through the snow covered lenses.
