PE10010GENERAL MOTORS CORP.03/30/201001/05/2011Brake line corrosion failure
The office of defects investigation (odi) received defect petition dp10-003 on march 2, 2010, requesting the investigation of model year (my) 2003 chevrolet silverado 2500hd 4wd pickup trucks for corrosion failures of the vehicle brake lines.dp10-003 was granted and on march 30, 2010, preliminary evaluation pe10-010 was opened on more than six million model year 1999 through 2003 light trucks and sport utility vehicles manufactured and sold by general motors corporation (gm).on july 2, 2010, odi received gm's response to an information request, which included gm's assessment of the frequency and safety consequences of the alleged defect. gm stated that:(1) the brake system of the subject vehicles is split front/rear and should a brake pipe suddenly fail for any reason, the affected vehicle would be capable of stopping with the pressure supplied by the remaining circuit; (2) the subject vehicles were designed to meet the hydraulic circuit partial failure requirements of federal motor vehicle safety standards 105 and 135, light vehicle brake systems; and (3) should a brake fluid leak occur for any reason, the brake system malfunction indicator lamp (mil) would illuminate and warn the driver before the brake fluid level was low enough to cause a loss of line pressure.odi's and gm's analysis indicates that 85 percent of the complaints occurred on vehicles used primarily in states that use salt on the roads during winter months (connecticut, delaware, district of columbia, illinois, indiana, iowa, maine, maryland, massachusetts, michigan, minnesota, missouri, new hampshire, new jersey, new york, ohio, pennsylvania, rhode island, vermont, west virginia and wisconsin).overall the complaint rates per 100,000 vehicles for salt belt states is 43.0 and non-salt belt is 3.0.in approximately 25 percent of the complaints the brake pipe failure occurred suddenly, with no warning (i.e., no mil, brake fluid loss warning), and resulted in extended stopping distances.in 30 of these the increase in stopping distance that resulted was a factor in the crash and in 10 others the vehicle was intentionally steered off the road or into another lane of travel in order to avoid a crash.this investigation has been upgraded to an engineering analysis (ea11-001) for subject vehicles sold or currently registered in salt belt states to further assess the scope, frequency and safety risks associated with sudden failures of corroded brake pipes that can result in decreased brake effectiveness. odi will continue to gather information on subject vehicles outside the salt belt as well.

While driving straight at 25 mph on residential street. the steering wheel locked and brakes were then applied. speed reduced. brake pedal would not depress on 2nd pump of brake pedal and experienced loss of brakes. used emergency brake pedal to bring vehicle to complete stop. engine is still running. check gage lamp is on. steering wheel is still locked. had to turn off engine and restart engine to unlock steering wheel and regain use of brakes. this system lock up would have resulted in a major accident if this occured at highway speed or if a turn was needed or while a turn was been executed. dt

I see online that the 1999 suburban's anti lock brakes activate unexpectedly and are under investigation. i also had this problem and have repaired it in accordance with gm's technincal service bulletin on the subject. i removed the antilock sensors and cleaned the rust off of mounting surface on the front brakes and the problem subsided. the problem occurred when under 10 mph and was frequent and unexpected. on one occasion i nearly hit the fire station i work in's apparatus door and on another occasion i nearly hit a fence on the backside of my driveway.

When putting my foot on the brake pedal after starting the car and before shifting into reverse, the pedal went to the floor suddenly. i pumped the brakes and no improvement was felt, i then checked under the hood and found that the steel brake line between the left front rubber brake line and the abs unit had rusted out and was squirting brake fluid when the pedal was depressed.

When i was moving my suburban in my driveway, i noticed that i had no brakes, and i looked under my front bumper and saw a large brake fluid leak, i would not like to think what would have happen if this would accured when i needed my brakes. because of this leak and the result of losing my breaks i almost hit my little kid who was outside because our driveway was on a slight grade. and i had no breaks.

I believe the 1999 chevrolet suburban should be included in the nhtsa campaign # 05v379000 and the gm recall # 05068 even though general motors tells me that my vin# is not part of there recall. my vehicle experiences the exact symptoms as those described in the above campaign and recall numbers ( antilock brakes unexpectedly activating at low speeds of about 3-10 mph ). the antilock brakes on my vehicle would occasionally activate at low speeds and at first i did not think it was much of a problem. now every time i brake and the vehicle slows to a speed of about 6 mph, the antilock brakes start to activate. i now know this is a safty issue because once the antilock brakes start to activate, the vehicle takes longer to stop no mater how hard i press on the brakes. i will probably take the vehicle to the dealer for repair and hope g.m. will reimburse me if and when they realize this year suburban should be part of the original recall. *tr

I was driving my 99 suburban on a snowy morning on a residential street in northern utah. i was slowly approaching a stop sign and there was a car in front of me already stopped. i was going about 5-7 miles per hour. i applied my brakes, the anti-lock brake system was immediately activated, and we began to slide toward the vehicle in front of me. we stopped within an inch of hitting the car in front of me. because the abs was undesirably activated without any notice, it almost caused a collision. our roads in northern utah are frequently salted every winter and i suspect rust was a cause. i intend to have it fixed at a local dealership. this should be a recall item in utah. my wife is the primary driver of this suburban and she said it has happened to her too. *nm

Unwanted abs activation at slow speed on my 1999 chevrolet suburban. this is exactly what is decribed in nhtsa campaign id number : 05v379000 (gm #05068) on 2000 model year suburbans. i called chevy and asked if they would fix my 1999 and they refused, i took it to the dealer and paid to have the exact same procedure done on my car as described in the recall for newer models. this is a definite safety issue as stopping is almost impossible when this happens. my concern is twofold, 1. why isn't there a recall on any model that this happens to and 2. even with the cleaning that they did, this problem will resurface again on my vehicle since it is due to corrosion so i will be in danger in the future. *nm

I have experienced numerous abs brake failures while driving at a low rate of speed. my car is unable to stop under this condition. i brought my car in for service yesterday. the front wheel sensor was diagnosed as a failed part. it was replaced at my cost. i brought to the attention to the dealer directly and to general motors on their phone hotline, the gm recall # 05068 and the nhts campaign#05v379000. i was told my vin # has not been included in the recall, therefore i would have to pay for the repair which i did. obviously my car should fall within the recall, per the data that is available paired with the problem/defect and repair that was performed on my car. does one need to crash or be killed to be included in a recall?! i am requesting immediate reimbursement of the repair bill for this item from general motors or from the dealership. i am very unhappy how i was treated at the dealership, where i have been servicing my car for many years. i am equally unhappy with gm's failure to take accountability for this problem. *nm

Dt: the contact owns 1999 chevrolet suburban. the abs system was not working well. when starting to come to a stop the brakes surged , and had a hard time stopping. also, heard a groaning noise as he was coming to a stop. the contact stated the pedal pulsated. this occurred at low speeds only. the contact noticed this in march, and it became progressively worse. he cited recall #05v379000. the contact lived in minnesota, and his state was not listed in the recall. he felt like this recall should be expanded to include minnesota because this vehicle was definitely having the same problems as cited in the recall.*ak

We bought the used vehicle jan.04 from dealer, day we picked it up battery dead next morning, not known at time was because dome lights were flicking on off in the middle of the night. first electrical problem was when driving at night as soon as turn on headlights, all interior lights would blow, no dash lights, no tail lights etc. we paid over 200 to have that fixed(shortage in park light behind grill replaced) still having numerous problems with interior dome light flickering on and off whenever to the point we have to take out the fuse when parked so they don't come on and drain battery. dealers service dept. can't find problem, taken in numerous times and pay for labor to find nothing.. abs brakes are kicking in when you try to stop at the stop sign, numerous times i have almost rear ended someone due to not being able to stop. i can not believe with so many people having problems with electrical and abs brakes, that chevy does not do a recall.. i am very disappointed with chevrolet and will never buy another chevy again if this is there quality.*ak

While pulling out on to the main street from a residential housing area, both lanes clear of on coming traffic..dry/sunny day.....12 noon saturday....as i pulled out i saw 60 yards ahead traffic in my lane was stopped for a vehicle 3-4 cars ahead of me making a left hand turn. my speed was under 25 mph and when i went to apply the brakes my 1999 suburban 2wd would not stop. i applied my brakes well in advance of the stopped vehicles, but my suburban continued to move forward with little or not stoppage. i tried to ditch the vehicle to the right but could not due to a telephone pole, road side cemetery and trees. at the time i saw the on coming left lane did not have vehicles coming so i pulled out into that lane. i passed 2 or 3 of the vehicle in my lane before a vehicle traveling in the left lane towards me came. i tried to steer the suburban to the left into the ditch. i was unsuccessful and collided head on with the other vehicle. i had my seat belt on but the seat belt did not stop me from hitting my head on the wind shield causing a star burst crack in the glass. both air bags deployed....cw *jb

We have had problems with three systems. at about 30,000 miles, a front and rear brake repair was done which cost over 600.00, claimed to be normal wear and tear and not warranty. we have had to replace tail light circuit boards twice. we are on our third battery. the initial battery leaked acid on itself and other car parts and my garage floor. the second battery would not stay hooked up to the wiring harness and caused numerous failure to start problems(when the car was only two years old). the most distressing problem was the recent replacement of transmission at only 70,000 miles. the car jerked between second and third gears, made noises and rattles. red liquid was leaking onto my garage floor. the car was towed to capitol chevrolet dealership in austin. i reviewed my problem and told them i thought i had a transmission problem. they decided it was an engine coolant seal problem and performed a 600.00 repair. i picked the car up and drove one block and the same problem occurred. the car was driven back to the dealership, and we were then told our transmission was burned up. i think it is ridiculous that a car would need a new transmission after 70,000 miles. the car is in top condition, stored in a garage and serviced as required. after reading customer complaints about this year model, in particular battery acid leaking onto brake lines and transmission problems, i felt i should report my problems.

I was in the process of putting this together before when the computer punted me out! so if i repeat, i am sorry. since the start of my ownership of the 1999 3/4 ton chevy suburban, i have not been happy with the braking system. when i am applying the brakes coming over train tracks or rough road the brakes make a graoning noise. it only seems to happen going over rough road and tracks and if i have to come to a sudden stop. i believe the brakes are drum brakes, which seems to be old technology. i think the newest technology for sport utility vehicles is seen in the ford expedition...disk brakes. i think these would be beneficial in a vehicle weighing 3/4 ton, because it would give more stopping power to the driver, as is illustrated in most of the cars on the road today. i don't know what can be done about all the brake problems people have experienced with the gm suburbans (chevy and gmc), but something must be done, before someone gets seriously hurt! i also have another great suggestion....i had a 1993 chevy suburban and a 1981 vw rabbit convertible, and both had car fires...ergo the suggestion to have the manufacturers of all vehicles, include a fire extinguisher as standard equipment on a car. thank you for your help, and i hope this type of notification gets some attention!

The service brakes have serious issues. being in the auto service business for years i think i can safely say this problem stems from the proportioning valve in the brake system. too much proportioned to the front brakes causes warpage and sudden vehicle jerk. a problem occurring in the brake system is as serious as it gets. a recall is in order! the slight cost of replacing above mentioned component is nominal compared to just 1 life (i.e. 1 consumer). i sincerely hope gm takes a hard look at this problem that has existed for nearly half a decade. *nlm

Consumer has several problems with vehicle: front end pulls to the right and left while driving, there are front end alignment problems, it has been aligned, however still pulls to the right and left. engine is burning antifreeze, when checked shortly after vehicle was serviced the oil was down 2 quarts, vapor recovery tank was empty, antifreeze/water level in antifreeze in radiator was down 1 quart, head gaskets leaking antifreeze into the combustion chamber and burning the antifreeze, check engine light illuminated, coolant level in radiator dropped once the engine was started, there was a minute amount of exhaust gases coming out of the filler neck of the radiator and the water level slowly dropped in the radiator. vehicle pulls drastically to the left while braking, dealer has replaced brake pads and rear shoes and has refaced rotors and drums, pulling still exists, dealer also replaced the proportioning valve. transmission makes a ticking noise. a specialist looked at vehicle and observed that when the engine was started, it charges at 15.1 volts direct current which is overhcarging the batter, even after vehicle ran for 15 minutes, the vehicle was still charging at 14.71 volts, the battery has failed 4 times, it has leaked and corroded, check gauges light came on and all gauges went crazy. vehicle idles high, dealer replaced idler air control valve. driver side mirror will not turn side to side, dealer replaced faulty mirror switch. *slc

Rear brake drums were replaced by andy lewis chevrolet , union city at mileage 8070. on 9/24/1999 again the front brake rotors left and right had to be turned due to steering wheel vibration when brakes applied at any speed and more noticeable when coming to stop. bill heard chevrolet in union city who bought andy lewis dealership refused to repair brakes under warranty when vehicle had only 22000 miles. at 25000 miles meadows motors agreed to repair again by turning brake disc. the warranty expires at 3 years/36000 whichever comes first. it appears chevrolet has a latent defect in the brake system of suburbans with the temper of the brakes. by turning the discs they only reduce the life of the metal and set up further warping. i would recommend with all the previous brake problems noted that nhtsa take a aggressive look at the brake system on the suburban and require the manufacturer to replace the discs on repeat problems instead of adding to the problem by turning the rotors. i am a qualifed car/aircraft mechanic of 37 years experience with a background in new manufacturing of aircraft and have a extensive knowledge of metal heat treating and hardiness. thank you for your time.

Vehicle has had several major component failures since time of purchase, the electrical system failed whereas it left us stranded twice with a no start condition, then the brakes started to excessively squeek and pull, then the brake wore out prematurely, then the vehicle started to pull to the right excessively and drift, eventually pulling to the right when brakes applied, then the power steering system had gone out while driving, it has been outrageous that these problems are occurring on a new vehicle.

The brakes pulled to left while stopping when vehicle purchased. i took it back to dealer and they said to wait for it to seat in because it was a new vehicle. at 2400 miles i felt that was more than enough time and the problem still existed. the dealer lubricated the slide rails and returned the vehicle to me. not long after i returned it back to the dealer again. they said that the pads were worn unevenly and this was the cause.they rotated the pads from left to right!! once again the problem returned, especially after the brakes were used frequently or at higher speeds (heating up). eventually, while on vacation in florida, i had to take it to a dealer there because when another car pulled out in fron of me, the brakes pulled so hard to the left i went into the other lane. the dealer in florida stated that the rotors were warped and replaced the rotors and pads. i am now experiencing the same problem again. i have not taken it back to the dealer for the fourth (4th) time yet due to a transmission failure and having to take it back for a fourth (4th) time for that.

Brake rotors warped but dealer insists they are fine at 5000 miles. now at 6500 miles and they are worse. air conditioner pump seals blown out. entire suspension has been disassembled by dealer due to excessive creaking, 3 times, to no avail, still excessive creaking. looking for lemon law procedure, dealer has been no help. *ak

When applying brakes at highway speed, the front brakes will create a violent vibration due to defective rotors that cannot withstand heat generated by brakes, causing rotors to warp. manufacturer has issued tsb. *ak *yc

The braking system in this car is totally inadequate to provide safe braking. far too much pressure is required to reach maximum braking. chevrolet service techinicans say the problem is that the rear brakes often lose tension and hte vehicle becomes totally reliant on only the front brakes to stop. this is exceptionally dangerous. the car has been in for service on the brakes at least a half dozen times, with temporary results. chevrolet technicians say the brakes are the most commonly complained about feature of this car. the 2000 model year has a totally redesigned and more effective rear disc system. the models equipped with ineffective rear drums should have a required rear disc retrofit or other permanent solution. *ak

Moisture develops in brake drums which causes one of the brakes to grab extremely hard . *ak while raining or in very damp conditions, brakes grab and in one case it caused 2 people to bump their heads together, dealer stated this was normal braking and suggested that the consumer drag the brake each morning for 125 feet, after many calls and an incident where a horse was injured with a ruptured stomach, it could not be determined as to what caused the rupture, but consumer states the abrupt jerking from the brakes was not pleasant for the horse, dealer is supposed to be ordering a new 2001 suburban for consumer because these have different braking systems. *slc

Abs malfunctions, especially in wet conditions, brakes perform in a very irregular manner, they are not predictable or offer reliable performance throughout use. brakes pull hard right, even after several time to fix. i have reported abs problems, and took 4 attempts before dealer tried to repair becuase they could not replicate abs failure occurrence. steeering chatter when braking from time to time, rear drums have been replaced and turned. rear drums chattered until turned. warping occurred to rear drums. this vehcile is unsafe and i have lost confidence in my purchase, and am pursuing the responsible purchase of vehicle underneath the lemon laws of washington state. *ak

1999 chevrolet suburban. as of 4/28/04 with only 47k miles, a/c compressor defective & dealer will not replace in spite of several attempts to repair before warranty expired, as soon as 3 months after purchase in october of 2002. replaced brakes 3 times at our expense. dealer (bob neill pontiac in winston-salem, nc refused to repair under warranty), steering problems, attempted repair, again at our expense. replaced door locks and window mechanism's at our cost. total piece of junk. will never buy from bob neill pontiac in winston-salem, nc again & will never buy another gm product. just bought entire fleet (6 trucks) from chevy. dealer n kernersville, nc). waiting with baited breath for the entire lot to break down. completely disgusted with gm.

Windshield wiper faulty and the brake booster system failed. the wipers will work but than all the sudden stop. the brakes completely went out and the vehicle had very little brake capablility to it. i talked to gm manager jack cunningham on 082903 and he said that a recall has been issued for faulty wipers on years 1994-1997. he did not address the brake problem. jack said that under the special policy that if my vehicle had the same problem as the recall, gm would honor the recall. i called ed bozarth service and chris needed to verify from jack that this repair would be covered. chris as well as myself has not yet received a call back from jack at 866 942 4368 x 48470. i called the gm customer service 800# and they said this year is not covered under the recall. i explained to them that i talked to jack and what he said. they commented that they did not want to go over his head and transfered me back to his audix.this needs to be recalled for the faulty wipers and the brake system needs to be investiagated, because these are safety issues and need to be corrected. thank you

Brakes are very dangerous. the pedal is way too high, and the mechanics say it can't be adjusted. have to lift my foot way up to get on top of the pedal, and several times shoestrings have caught on the corner of the pedal and i had to pull my foot away to have another go at it. then when i push the brake pedal down quickly, there is some kind of back pressure; the harder/faster i push the pedal, the more it resists, just like a hydraulic exercise machine. i've heard that the rotors are too small for this weight of vehicle, and that would explain why it takes so very long to stop. i didn't see a stop sign one time, hit the brake pedal, and between the back-pressure on the pedal and the too-small brakes, i was halfway through the 4-lane intersection before the truck ever started slowing down. just lucky there was no one else coming through. i am terrified that i'm going to kill somebody because of these brakes. the mechanics say they feel like normal chevy brakes. i wonder how many people have died from these normal chevy brakes.
