Defect SummaryOn certain mini vans, the clockspring assembly may have been wound incorrectly during the vehicle assembly process.
Consequence SummaryThis condition will manifest itself through illumination of the air bag warning lamp, and could eventually result in a driver's air bag open circuit, if the part is not replaced in a reasonable amount of time.
Corrective SummaryDealers will replace the clockspring assembly on all vehicles with 70,000 miles or less. an extended lifetime warranty will also be placed on this component for all affected vehicles, regardless of mileage. daimlerchrysler will also reimburse owners who have paid to have the clockspring replaced on their vehicles. owner notification began november 18, 2002. owners who take their vehicles to an authorized dealer on an agreed upon service date and do not receive the free remedy within a reasonable time should contact daimlerchrysler at 1-800-853-1403.
NotesAlso, customers can contact the national highway traffic safety administration's auto safety hotline at 1-888-dash-2-dot (1-888-327-4236).

My specific on the problem is with our 1996 chrysler town & country minivan and specifically airbag light on, horn/cruise not working. in searching the internet, i see that this is indicative of the clockspring being faulty. while i find the chrysler has a program in place to repair minivans with this problem, the information leads me to understand that this is only for cars with less than 70,000 mile on them - as our vehicle is now 9 years old, it is unreasonable to expect the odometer be at under 70,000 miles. i feel that this is unreasonable, in that the defect renders the airbag useless. i will be contacting the local dealer, however, if this 70,000 miles restriction is in place, and purse remedy of the situation. if the nhtsa has knowledge of this restriction, i would ask that the nhtsa direct chrysler to cover any vehicle having this defect, regardless of mileage. *jb

I have a 1996 chrysler town and country minivan and for over a month the air bag light began to stay on. i didn't worry about it as i believed that it was likely that my air bag still worked, but i was certainly wrong about that. my cruise control was and still is operating erratically. yesterday i discovered that the horn did not work. i also was told that all three problems were likely caused by a broken or damaged clock spring. i believe that chrysler should definitely b e required to issue a recall regarding these serious safety defects (the air bag and the horn are safety equipment) and repair it completely for the owners at no charge. *nlm **dimsii ivoq entry posted after 12/12/02 cut-over to artemis*763081

The clock spring in the steering wheel failed. this in turn controls the horn, cruise control and above all, the airbag. when i went to the dealership, the service advisor knew exactly what the problem was, without performing a diagnostic. this was one of several he knew of and was rumored to be a recall. i contacted customer service at chrysler, but received the expected brushoff, and was told that as the steering wheel was turned it causes the part to wear. this seems unacceptable, especially with a safety component. you may as well tell me that the seatbelt latch will fail after so many connections.*ak

In january 2001, my 1996 chrysler town & country minivan's airbag warning light came on and has stayed on continuosly since that time. at the same time ... my horn and cruise control stopped working as well. i have checked the fuses and they are all in proper working order. today, i learned from your web site that cnn.com reported on this very problem on 3-19-01. this article prompted me to file this report. with all three failures, airbag warning light, no horn and no cruise control, i'm assuming the airbag is defective and will not deploy in the event of a frontal crash. *ak
03/01/200104/01/1996
It seems there is a problem with the chrysler mini-vans, the clock spring in the steering wheel that connects the speed control, horn and air bags to the electrical system in the van. the air bag warning light keeps coming at all times when turning the steering wheel. the speed control, and horn also do not work when the air bag light is on. this concerns me that the air bags will not work because of this defective connection in the steering wheel. according to a recent article in the press, chrysler has sold over 124,000 of these parts. i recently was involved in a collision in which the air bags should have deployed and didn't.*ak

The airbag light on dash came on. took to dealer for estimated repair cost. expected it to be repaired free, since this is a non-maintenance item. the van is less than four years old, but is out of manufacture's warranty due to mileage. expected this to be covered. dealer said that the cost would be $75 dollars to find the problem which we agreed. then said it would cost $300 to repair, but the $75 would be credited to the repair & we would only need to pay an additional $225 if we repaired it within a reasonable time. the dealer was fitzgerald dodge in frederick, md, which is the same family of dealerships i bought it from (fitzgerald's lakeforest chrysler/plymouth in gaithersburg, md). my question shouldn't they repair this free since the van is less than four years old, never in an accident and the air bag has never been deployed? please contact me as soon as possible. i want this corrected because my wife and family are on the road daily in this van and i fear for their safety without the air bag(s) working.

Clockspring ribbon wire broke disabling both front air bags, the horn and the cruise control. clockspring ribbon conductors both severed and shorted to each other. disassembly of mechanism found that ribbon wire was stuck together and not able to flex and rotate with steel wheel rotation. it appears that the lubricant used in the clockspring assembly degraded and glued the ribbon together. free end of ribbon flexed back and forth during steering wheel movement until it folded over on itself (180 degree fold) and eventually failed. vehicle operated in phoenix, arizona for the past four years. extreme summer heat may have caused lubricant breakdown.
