 Tl* the contact owns a 2011 chrysler town and country. the contact stated that the rear seat belts did not restrain the passengers due to the position of the shoulder strap. the contact noticed that the shoulder strap for the seat belts would lie on the passenger's arms and was low across the chest area. the shoulder strap was too far forward and could not be used to restrain children in the vehicle. in addition, the seat belt would not lock. the vehicle was taken to the dealer who stated that the seat belts were design in that manner and could not be changed. the manufacturer was not made aware of the issue. the failure and current mileage was 20,000.
