Defect SummaryOn certain minivans, the driver's air bag may become disabled due to a failure of the clockspring, which is located in the hub of the steering wheel.
Consequence SummaryThis condition will manifest itself through illumination of the air bag warning lamp, and could eventually result in a driver's air bag open circuit, if the part is not replaced in a reasonable amount of time.
Corrective SummaryDealers will replace the clockspring assembly on all covered vehicles with 70,000 miles or less. for those vehicles with more than 70,000 miles, daimlerchrysler will offer an extended lifetime warranty under which it will replace the clockspring at no charge if it fails. daimlerchrysler will also reimburse owners who have paid to have the clockspring replaced on their vehicles. the recall began on october 12, 2004. owners should contact daimlerchrysler at 1-800-853-1403.

The driver air bag clockspring can develop an open-circuit condition resulting in nonfunctional driver-side frontal air bag, horn, cruise control (if equipped), and/or steering wheel radio control (if equipped).in its october 5, 2004 letter to nhtsa, daimlerchrysler stated that it will conduct a safety recall and replace the clockspring assembly on all my 1998.5-2000 daimlerchrysler minivans, built between march 1998 and august 2000, with 70,000 miles or less.it will also provide a lifetime warranty for this component on my 1998.5-2000 minivans, regardless of mileage.the details of the corrective action are described in daimlerchrysler's letter (see recall no. 04v-480).the agency believes that further expenditure of agency resources does not appear to be warranted.the closing of this investigation does not constitute a finding by nhtsa that no safety-related defect exists with respect to those vehicles covered only by the lifetime warranty.the agency will take further action if warranted by the circumstances.see page 2 for additional information.

Complaints report air bag warning light illuminates, and this may be accompanied with a non-functioning horn and/or cruise control (if equipped).this is indicative of an open-circuit clockspring failure (results in non-functioning driver's air bag), similar to the failure condition that was the subject of daimlerchrysler's recall of model year 1996-1998.5 minivans (recall no. 02v-293).this recall query has been upgraded to an engineering analysis (ea04-013).

We received a recall notice (d17) on a 1999 dodge caravan, for the clock spring. the airbag light was not on. we took it to the dealership, martin dodge in bowling green, ky, to be replaced. they replaced it, and the airbag light came on so they replaced it with another. everything was replaced except for the last bolt. when they replaced the last bolt the air bag light came on. so they told us it was ok to leave the bolt out or we would have to pay $500.00 to fix it. the repair they did, evidently, caused a short in the air bag module, and they said it would be okay to leave the bolt out or we would have to pay for the repair. we refused to pay considering the van was okay when we brought it in there. i called the service manager, and he said we would have to pay for the repair. then, i called the crysler manufacturer. next the service manager called me back, after the servic e manager was contacted by his zone representative and told me they would pay for half of the repair. since my last time speaking with him we tried to blow the horn only to find out now the horn doesn't work either. when you try to blow the horn the airbag light comes on for about 10 seconds and then goes off. why on earth should we have to pay for this damage, evidently they have caused. i tried to call the chrysler manufacturer back and customer service would not transfer me to the people in detroit i was transferred to originally. she said the representative had made his decision. the recall was not completed, in my opinion, when the last bolt was not installed. isn't this governed by the federal government??? we never had trouble with this before.*ak

I was viewing your website for complaints regarding 99 dodge caravans. i just had to have my van in the shop due to a problem which seems to have been a dodge problem for several years now.. the clockspring in my van has gone out, which causes my airbag no longer to work, my horn does not work, and my cruise control no longer works. they want to charge me 260.00 to replace this part. under my own investigation, i have found that from 96-98 minivans have all had this part recalled because of all the problems i suppose they are having on this part. and now from 2000 - 2001 dodge trucks are now having a recall done on this same clockspring part! my question is why is there not a recall on this part for 99 vehicles especially considering all the previous and current problems that keep occuring.. you would think an airbag problem, would be a huge safety concern for any vehicle. and especially on dodge/chrysler products given their history with problems concerning this part!

In our 1999 caravan, several months ago, the cruise control and horn began to intermittently not work. then the airbag light intermittently would come on while driving and while parked. at this time neither the horn, the cruise control and sometimes the windshield wipers will not work at all. the airbag light will still come on and off intermittently. we called the dealer's repair service and they told us that they thought it sounded like the clock spring mechanism. upon taking the vehicle in for physical inspection/ diagnostics, an open circuit was detected and we were informed that the clockspring indeed needs to be replaced. however, at this time the necessary part is backordered (on a national basis) and is not immediately available. the technician told us that if we were in an accident the airbags would not deploy. since we drive our minivan primarily with our entire family on board (ie, myself, my spouse, and 4 young children) i am greatly concerned that we are not able to have this problem immediatly fixed. upon viewing your website i have discovered that an investigation into this has been started but did not find out the status of this investigation. if these parts are nationally backordered, that should tell you that there is a big problem out there. if even one of those vehicles is in an accident and the airbags will not deploy, there is severe risk of phyical injury to the driver/passenger and possibly additional passengers in this vehicle. please continue your investigation and request a recall. isn't saving a life that important? we also are being asked to pay close to $300 for the diagnostics and installation of this clockspring (if we can get one), for something that appears even to an amateur detective to be a design flaw and a very serious one! please help!*ak
