Defect SummaryFord is recalling model years 1995-2003 windstar, 2000-2003 excursion diesel, 1993-1997 and 1999-2003 f-250 sd through f-550 sd diesel, 1992-2003 e-150 through e-550, 1995-2002 explorer, 1997 and 2002 mercury mountaineer, 1995-1997 and 2001-2003 ranger, and 1994 f53 vehicles equipped with the texas instruments speed control deactivation switch (scds). the scds may leak internally and then overheat, smoke, or burn.
Consequence SummaryA vehicle fire could occur with or without the engine running.
Corrective SummaryFord will notify owners that dealers will install a fused wiring harness in line with the scds. on 1999-2003 windstar vehicles with a leaking scds, dealers will also inspect the abs control module connector and repair as necessary. repairs will be completed free of charge. the safety recall began on october 27, 2009. owners may contact ford at 1-888-222-2751.

 The subject vehicles for this investigation include model year 2002 and 2003 excursion and f super duty trucks equipped with 7.3l diesel engines and an optional power adjustable pedal (pap) feature.the subject vehicles utilize an electronic throttle control (etc) system to control engine speed and power.the accelerator pedal position sensor of the etc system was replaced under ford's field service action (fsa) 03b03 (announced in february 2003) due to concerns that it may not operate as designed and as a result, may cause the vehicle to continue to idle or unexpectedly slow when the accelerator is applied.certain complaint and warranty information related to the vehicles involved in fsa 03b03 has not been provided by ford, as discussed in detail in ford's response letter (dated december 2, 2003) to odi's preliminary evaluation information request.this additional information, which is required to adequately assess the safety implications of the alleged defect, will be obtained and analyzed during the engineering analysis phase of the investigation.the manufacturer failure report counts will be determined at that time.

 Tl* the contact owns a 2002 ford excursion. while driving approximately 65 mph, the vehicle began to decelerate while the contact was depressing the accelerator pedal. the contact released the accelerator but was able to regain acceleration once depressed again. the failure recurred intermittently at various speeds traveled. the vehicle was taken to the dealer twice for diagnostic testing. the technicians were able to duplicate the failure but could not diagnose the cause of the failure. the vehicle was not repaired. the approximate failure mileage was 160,000.

 Tl-the contact owns a 2002 ford excursion. the vehicle was parked in the driveway when it caught on fire. the vehicle was towed to the dealer where they replaced the vehicle speed control switch but they will not cover the power distribution junction box where the fire started. the fire started in the wiring fuse box where it melted the entire fuse box. to replace the parts it will cost $1,600. the manufacturer was not notified. no one was injured. the failure mileage was 110,000....mw

 Tl*the contact owns a 2002 ford excursion. while driving approximately 45 mph, the contact noticed smoke coming from the steering column. the consumer pulled over to the side of the road.the vehicle was taken to an authorized dealer for inspection. the technician observed that the control box and electrical wiring burned without warning. the failure was related to the cruise control switch. the vin was included in nhtsa campaign id number 07v553000 (engine and engine cooling:engine:diesel); however, the manufacturer refused to assume financially responsibility for the $4,500 repair cost. the vehicle is currently inoperable and has not been repaired. the failure and current mileages were 92,000. updated 8/10/09 *cn updated 08/13/09.*jb

 My 2002 ford excursion caught on fire on june 10, 2008. ford said it was the speed control switch. they have refused to pay for repairs because they claim that they sent letters, which i never received. *tr

 Cruise control would not engage. icon on dash just flashed when set was depressed. i tried all cruise switches to verify if it was a stuck switch. pressing cruise on and coast switches on steering wheel causes horn to sound. dealer said the brake switch was the cause due to a missing ground buss. the vehicle uses ground switching so the horn should be on all the time. the horn still sounds when switches are depressed. i feel cause is in the steering wheel hub and am concerned this can effect the air bag deployment. *tr

 Tl*the contact owns a 2002 ford excursion. while parked, the vehicle accelerated without warning and crashed into the front of another vehicle. the dealer was unable to diagnose the cause of failure. the vehicle was taken to a second dealer who replaced the throttle cable. the failure has not occurred since the replacement was made. the current mileage is 95,000 and failure mileage was 94,300. the consumer provided an eyewitness statement, freeport police repor, various articles pertaining to the defect, and the repair invoice. the dealer stated there is a strong smell of fuel, passenger door does not lock with remote, and customer overhead door is broken. updated 08/27/07 *tr

 Vehicle stopped at intersection with engine idling normally. accelerator depressed but engine did not increase speed. vehicle moved into intersection at idle before brakes could be applied. no accident resulted dealer replaced pedal assembly under warranty. dt

 Vehicle was backed into driveway, parked with engine off. driver intended to relocate vehicle about 6 feet forward, never enter street. driver started engine, and with right foot on brake pedal placed transmission in drive. driver released brake pedal and allowed vehicle to move forward to intended parking spot where he applied the brakes with the right foot. the vehicle did not stop, driver placed both feet on the brake pedal but vehicle still would not stop, rolled into the street and struck a passing vehicle. vehicle was towed to dealer, but dealer could not find anything wrong. ford consumer appeals board was contacted, but agreed with the dealer. vehicle owner contacted a private mechanic and was told that the most likely failure that could cause the symptoms experienced was the power booster unit. vehicle was towed to insurance company lot where it will be examined for possible subrogation with the manufacturer. owner has pictures of the driveway and sidewalk showing tire marks leading right to the crash site.*ak

 When applying accelerator pedal it will go to the floor intermittently, engine will not revv, and vehicle will not move forward. vehicle was rearended after consumer was at a stop. then, started to accelerate, and vehicle did not respond. damage to vehicle unknown at this time.*ak there were 6 injuries in accident. *jg

 The vehicle has a front suspension problem which causes the vehicle to vibrate, the vehicle has been to the dealer 3 times but the problem still exist, both driver side doors are misaligned with respect to the fender trim, the differential was originally misaligned with respect to the rear fender trims, now the differential is properly aligned and the consumer questioned the technicians who stated that they did nothing to correct the misalignment, the consumer feels this is a definite safety problem if the differential goes in and out of alignment on is own, the a/c was not cooling and needed to be recharged, the consumer can hear static in radio when turning on the rear tv switch, a/c and turn signal, steering gear and hydro boost line replaced, tire out of balanced causing vibration at 75-70 mph, steering out of adjustment (off center), calipers replaced, transmission experiencing a delay when shifting, both wiper blades off center, drain plug leaking oil, weather stripping on right rear door failed, headliner is coming loose on the left side, windshield washers inoperative, fuel gauge read incorrectly, faulty accelerator pedal caused the vehicle to stall when coming to a stop. nlm

 Dt: 2002 ford excursion. there is a speed control deactivation switch that has been recalled on every ford truck except the ford excursion ,and the recall number is 05s28. the identical switch is in the contact's ford excursion which caught on fire on september 29, 2005. had contacted my dealership, and they said it was not covered by the recall. contacted manufacturer, and they said it would be turned over to the legal department, and they would render the opinion today. contacted ford again , and they said they would reescalate the problem. was not aware of the problem until too vehicle to the dealership to be repaired. the speed control deactivation switch was on vehicle when purchased in november 2001. the fire was small, and the vehiclewas not drivable, and there was no property damage. there were two people in vehicle when it caught on fir,e but they were not injured. had not reported the incident to insurance agency.*ak
