Defect SummaryVehicle description: minivans which were originally sold or currently registered in the following hot weather states: alabama, arizona, arkansas, california (10 southern counties), florida, georgia, hawaii, louisiana, mississippi, nevada (clark county only), oklahoma, south carolina and texas, can develop cracks in the fuel tank in the forward strap area of the standard 20 gallon tank due to a combination of factors that are present in certain very hot areas of the country.
Consequence SummaryThese cracks could result in fuel leakage if they propagate through the wall of the tank.
Corrective SummaryDealers will install a brace assembly at the strap bolt hole location and replace the tank strap with a revised, longer strap. dealers will also inspect the tanks for leaks. if a leak exists and is the result of a crack in the fuel tank, the tank will be replaced in addition to the installation of a spacer and longer strap.

 After filling the vehicle fuel tank at the fullerton md bj's warehouse store, gasoline began spilling from the underside of the vehicle onto the pavement. the baltimore county fire department (bcfd) was called to the scene and responded with three pieces of equipment. bcfd applied absorbent to the spilled fuel and contained it until they could transfer the fuel (approx. 25 gals) from my vehicle's tank into a safe storage container. after they completed that service, the vehicle was towed to the local ford dealership, bob davidson ford, for diagnosis and repair. the vehicle tank had developed a structural crack in its wall approx. 3 inches long (hairline) in the same location already designated the documentation described by nhtsa recall number 99v309 / ford recall no. 99s33, immediately above the center left tank support strap. i can produce clear photos of the crack. i require assistance from the nhtsa in recovering the $1,660.01 i paid the ford dealer on 10/9/12 for the repair of the tank (they could only find a used tank to install) for what is obviously a manufacturer's defect. as of this date, 8 days later, the used new tank has also begun to leak. many thanks.

 1995 ford windstar fuel tank crack - replaced fuel tank assembly at my expense on august 08, 2008. when the local ford dealership was contacted about possible recalls on this item, their reply was no recalls exist. upon further investigation, their was indeed a recall, ford recall no. 99r33, and an nhtsa campaign id no. 99v309000. according to the report, owner notification began december 22, 1999. i am the sole owner of this vehicle and have had this vehicle in for maintenance and service at ford dealerships since that date, and have never been notified. recall search from the ford website yields zero results. affected owners are not being notified on possible recalls to their vehicles. any assistance in recovering my expenses and proper replacement of the affected recalled parts from this defective fuel tank, which should have been provided at no cost by the dealer, would be greatly appreciated. *tr

 Tl*the contact owns a 1995 ford windstar. after the vehicle had been parked for five days, the contact noticed a large puddle underneath her vehicle near the fuel tank. she confirmed that the puddle was gasoline. the vehicle continued to leak fuel. the contact realized that she was experiencing the same failure mentioned in nhtsa campaign id number 99v309000 (fuel system, gasoline:storage:tank assembly). she took the vehicle to the dealer and they stated that her vin was not included in the recall because her vehicle was not registered in the states listed in the recall. although the vehicle was not registered, the contact travels frequently in one of the designated states. the dealer advised her to have the vehicle repaired in the designated state. the vehicle has not been repaired. the failure and current mileages were 100,000.

 Fuel tank began leaking and had to be replaced. the ford website shows that my car is subject to recall 99r33, faulty fuel tank mounting. this is a regional recall for southern states with high temperature. i am in tennessee and was not included in the recall notification system, although tennessee has high temperaturtes like alabama that is included and i have vacationed each summer in alabama.

 Fuel was leaking from the gas tank and a service station detected a stress crack near the middle strap of the tank similar to what is described in recall 99r33. i contacted ford customer support to have the tank replaced according to recall 99r33. i was told to go to a ford dealership. the service department called ford recall hotline and they denied the repair on the ground that the vehicle was not bought in one of the hot states decribed in recall 99s33. i explained to them that i was planning to drive to mississippi and as such i have met the recall condition but i was still turned down. i believe that the crack occured because of poor assembly by ford and that ford shoul repair any windstar that has this problem not just those in the hot states.

 I have owned this van since 1999. since i have owned it we have had nothing but problems with it. i have had the rotors turned, and replaced at least 3 times, and they need it again. i have had the head gasket replaced 3 times and one of them times was at 99,000 miles when it was under the warrenty. it had been replaced at least one time before that. my sliding door won't stay closed, even though i just spent $300 getting a new latched put on. my windows won't work. i had larson motors fix a head gasket and my electronic windows, cost me over $250 for the window, that only worked 2 times. i called, and since they put "may not be the problem" on the invoice, they think that clears them, and they wanted me to spend more money on another part. my speedometor has been replaced once and is broke again. the alternator has been replaced. i could go on and on. i am getting no where with anyone. i have spent around 5,000.00 in repairs, and can't trade the thing off, since i still owe too much on it, due to a tornado that hit our home, and what the insurance didn't cover, the balance was put on our car loan. we don't have the best credit do to having to spend anywhere from $100-300+ a month on repairs to this lemon car. i have a family and need to know that i have a reliable car to drive. i have been stranded with my 3 children a minimum of 4 times this past year.

 Recall on sliding door - problem ever since repaired. rear wiper motor died three times and was replaced. recall on head gaskets. since ford dealer replaced them, the intake manifold gaskets blew, replaced those at our expense (approx. $1000), then the front water pump gasket blew and replaced those at our expense (approx. another $500), then the engine blew and we were informed that the cause was water and antifreeze got into the engine and spun the bearings.... told by the parts manager that it all started back with the head gaskets. ford is not backing their engine due to this problem. also, was not told the first time we came in that the replacement of the head gasket would cause more gaskets to break until after our second return to the service center. since then, we authorized them to replace the engine. ford does not have any on the shelf because they have gone thru so many of them and it would be another four weeks waiting period! meanwhile, we will be wihtout a vehicle for two months and it will cost us another $1,000.! as far as the anti-lock brakes, the rear passenger side would make a loud thumping sound when brakes were applied....however, dealership said they could not find any problem. therefore, we had to put up with the loud sound, which frightened my passengers and myself.

 In august of 1999, with about 67000 miles, the intake manifold gasket failed and oil ended up in the coolant. this was repaired at a cost of approximately $450. in november, my dealership informed me that the ehad gaskets were leaking. this was at about 74000 miles. cost, $1600. i contacted ford, submitting the bills. they told me, no way, out of warranty. i then sent back a second letter in late december, 1999. still waiting for a reply from that letter. a major component such as this should not fail before 100,000 miles. ford has acknowledged the problem, but they will only stand behind it for an incredibily low mileage of 60,000. *ak

 While driving down the road there were fumes in the van. couldn't continue driving and pulled vehicle over. contact dealership, and had vehicle towed. was told that there was a leak in intake manifold which was getting into the vent system. toxic coolant fumes were a result of manufacturers defective engine gaskets; ford made no recall notices, but would correct gasket problems if they occurred before 60,000 miles. *ak

 The brake lines in this vehicle were rotted and when i had to stop short in traffic, the brakes lines burst in two places. i had slowed from about 40 to about 10 mph when the brake pedal fell to the floor as all the brake fluid was lost. i struck a car stuck in front of me, and pushed it into a third car in front of it. total body damage to all three cars was more than $6000, wuth one oif the drivers also putting in medical bills for about $400(whiplash). my insurance comp[any believed me, as they had spoken to the mechanic working on ther car the next morning. unfortuneately they discarded the brake lines before i could get them for my insurance co., amica. ford turned down amica's request that they subrogate the costs (surprise!). in retrospect, i guess my family and i got off lucky, but it could easily have been a lot worse.*ak

 This ford vehicle has had an extreme number of failures. starting with the head gasket that the dealer wanted us to pay for after they made the mistake of saying it was under warranty. at a previous repair the dealer had replced the dash because of the speedometer cable and the dealer service person had forgot to add in the previous mileage. later ford recalled the head gaskets. the transmission has not been replaced yet but continues to shift poorly. i do not want to put any more money into this vehicle. i believe ford should have some responsibility for the amounts spent on poor quality parts separate than normal maintenance. so far all that ford has offered is $1000.00 cash. this is not a responsible offer. we have spent almost $8000.00. it is fortunate no one was hurt when these parts failed. these six defects were not the only problems but are probably the most expensive defects.

 The transmission on our 1995 windstar van failed after 78000 miles, 3000 miles after our extended warranty period had expired. this vehicle has been a lemon from the start. we have had the hood bonding problem fixed under the recall on that problem, had the head gaskets replaced on the extended warranty before that recall came out, replaced the fuel pump inside the gas tank at my own expense, and now i am presently having problems with the power windows, the air bag system, and the power door locks. if this is read by anyone contemplating a mini-van purchase, i would think long and hard before buying a windstar. from the number of complaints from people from all over the country on the internet, i'd say this wasn't just an isolated thing, but should be looked into by the government regulatory people. none of our failures have resulted in accidents or injuries, but could have easily done so, had we not lived in a more rural area. i definitely would not want to have one of these vehicles in a more high-speed metropolitan area. *ak

 This is in reference to,ford recall no. 99s3, or nhtsa recall no. 99v309.recently our 1995 windstar developed the identical problem described in the aforementioned recall, fuel did leak out all over our garage, driveway, and my wife drove it with our two children for days without realizing the gas was leaking, over the exhaust, tires, & brakes.we went to our local ford dealer (heritage ford, modesto, ca.) & were told there was no recall on this problem.i had to pay $550.00 to repair it.i think a failure with this much danger should be covered by ford, especially when there is already a recall for the exact problem, but my vin number is not included.*ak

 My concern is primarily aimed at engine head gasket problem identified by ford motor company for the 1995 ford winstar. in march of 1999, my wife and two children were driving in the car when the head gasget blew! the ensuing repairs ran over $2,486.00. believing that my warranty had expired i had a private mechanic fix the car. upon realizing that ford had manufactured a faulty part i requested a refund for my repair bills. ford has refused to recognize my claim, indicating that my warranty had expired. i belive this unsafe situation was directly a result of ford motor company and the faulty head gasket placed into my car by ford. the other components had to be replaced as a direct result of the failing head gasket. i wish to be included in the growing number of consumers lodging complaints and concerns about this dangerous situation. your assistance with dealing with ford motor company would be appreciated, however i have little trust that they will fully acknowledge their responsibility in this matter. i would be happy to forward copies of my correspondance with ford to your office if this might be of assistance. with sincere thanks for your interest and support in this matter, robert a. martinez. *ak

 Head gasket failed on nov. 16, 1999. i picked up the vehicle from the dealer on nov. 19 and drove it home (~15 miles). i immediately called the dealer and told them the engine was running hot. i was told to go ahead and drive the car. on dec. 6 (after more phone conversations), i took the car back and was told the no.2 fuel injector had failed. on dec. 97 i picked the car up and before i could get it home again, the engine check light came on, and the car ran very roughly. i immediately called the dealer and they told me to drive it for a feew days to see what happened. on dec 22, i returned the car to the dealer , and again the n0. 2 cylinder has a problem that the dealer can't diagnose. ford is offering no assistance. *ak

 After filling up with gasoline at a gas station, i went to a nearby grocery store. after about a half hour in the store, upon returning to my vehicle i noticed a very strong gasoline odor. to my horror i noticed that the gasoline was all over the parking lot coming from under my van. i immediately called my husband, we had the vehicle taken to an independant repair facility. they determined that there was a crack in my fuel tank and they replaced the tank. i began to look into whether there was a recall for the fuel tanks, because it seems to me that this could have possibly been a very dangerous situation which could easily have led to someone being injured or possibly led to fatality. when i learned that there was a recall but it only applied to vehicles in certain locations, i notified ford that i had a problem with my fuel tank outside of the recall regions. when i felt that i was not satisfied with what was going on i wrote a letter to the ford company. i have not heard a reply from them regarding a possible update to the recall #99r33 *ak.

 We smelled a strong odor coming from the bottom of the 1995 ford windstar lx van. i thought it was the muffler, so in oct 16,2002 i took my van into al packer ford and had it checked. at the time we were having trouble with the transmission also,the van would jump out of gear at stop lights. the service manager said , to save money it would be cheaper to have the muffler done at a muffler shop, but they could check the transmission. they said i needed a overhaul on my transmission which would run between 800.00 to 2100.00. i didn't have the money so i declined. the van had only 70,076 miles on it at the time. it was now nov. 2003 with only 72000 miles on the van and had save the money to fix the van. so i shopped around for a price for my transmission and muffler. i went to brake world in royal palm beach ,so they could give me a estimate. they told me the transmission would be between 2100.00 to 2500.00, but the smell was not coming from the muffler. they said the smell was coming from the gas tank and i should take it to the dealer. i took it to al packer ford and told them about the recall. they said it doesn't show on their computer. i told them i had a document at home of a fuel tank recall 99s33c. they said to bring it in. on july,2000 a fuel tank bracket was put on, but i don't believe they checked for cracks in the gas tank. i had my van in for regular service intervals at 59000 miles, at 66325, at 70076 and now at 72000 miles. not once did they find a cracked gas tank, but thank god, brake world did ! isn't ford suppose to check your vehicle once in while for a know defect? could leak in the gas tank caught fire? *la

 I bought this vehicle used in july 1997 with 32,000 miles. since that time, i have had the brakes repaired three times and they still squeak. the airbag module had to be replaced four months after purchase, luckily under federal warranty. then in june 1999, i had to replace the fuel tank because the straps caused it to crack. ford would not do anything to help because there was no recall. in january there was a recall for the exact same problem, but only in certain counties in certain states, not nj, ford would not bend, despite my letters and phone calls. in late march 2000, my airbag light came on again as did my abs light. my brakes needed to be fixed again. since my airbag was fixed over 12 months ago, it was not covered. my engine check light came on april 11 and stayed on for two days, then turned off. we were planning a trip to wash, dc, so i brought it to fullerton ford for service on 4/25. they informed me that it needs head gaskets (which it was recalled for) and $1,400 worth of other work, not affiliated with the airbag light, or the engine check light. the engine check light was for a camshaft positioning sensor that is a $50 part, with $150 worth of labor, also want me to have a timing cover gasket replaced at $815, a temp gauge at $82, an engine flush for $99.95, a water pump at $140 parts only, $40 for drive belt, and misc. labor at $111.00. my complaint is this. i dropped the car off on 4/24 for a 4/25 appt., they hadn't looked at it at 4:00 on 4/25 and wanted me to pick it up and bring it back the next day. when i protested, they looked at it and said it would need head gaskets. they said the ford rep would be out the next day and that he would also consider my gas tank complaints. on thursday, 4/27, they said the work would be done hopefully by 5/5. today, 5/2, one week after dropping off the van, they are telling me i won't have it back until 5/12 or 5/19 at the earliest!!!! because they are too backlogged with vehicles.???

 I had been smelling gas fumes for several months, usually after i filled the tank. on the morning of 9/3/99 there was a puddle of gas under the van in the driveway and the fumes were extremely strong inside the vehicle as well. i took the vehicle to precision automotive service in katy, tx. they discovered that the tank had a crack in it under the center strap where the tank is secured to the vehicle. their assessment determined that the tank cracked because the strap had caused the tank to bulge at that spot and eventually crack. when they tried to get a replacement tank from texan ford they were informed that there would be no tanks available for resale until 9/14 or 9/15/99. ford was apparently releasing a new tank at this time. when the new tank arrived on 9/16, the midsection had clearly been redesigned to eliminate the bulge that had caused the crack in the original design. i have requested that ford reimburse me for the cost of the replacement tank since it was clearly a design problem and posed a tremendous safety hazard to myself and my family. texan ford is denying any knowledge of a problem with this gas tank and so far has refused to reimburse me for any of the cost. any help you could give me or any information would be greatly appreciated. thank you. *ak

 Fuel tank was found to have a crack under the center metal binding that secured the fuel tank to the vehicle. from all indications the crack had been there for a long period. the mechanics described the crack as having resulted from a bulge in the tank itself where the binding was tightened into place. the crack was found directly underneath the binding. there had been strong gas fumes inside the vehicle from time to time over several months and very strong fuel odor outside the vehicle, usually immediately after filling the tank. the leak did not become apparent until 9/3/99, however, when i found a puddle of gasoline under the vehicle after it had been parked overnight.

 On may 19,1999 a fuel odor was observed in the garage where the vehicle was parked. upon inspection, a puddle of gasoline was observed under the vehicle and a stream of gasoline flowing from an area on the top surface of the fuel tank was visible. the rate of flow was high, maybe 1 pint/minute, representing a large fire hazard. the vehicle was immediately driven to the dealer noted above and admitted to the service dept. the time was 5:39pm. while there, another customer told me he had just replaced a fuel tank on the same model, same year. since a failure of this type in a relatively new vehicle that had not been damaged seemed unusual, i requested that the old fuel tank be returned to me. when i returned to pick up the vehicle after the repair had been made, i was told that the fuel tank had been 'returned to the factory for investigation.' i have heard nothing since.

 On the cylinder head gasket issue, i received a letter from ford last may 1998 and took the vehicle to the dealer to have it inspected. i was told that they check the vehicle and there was no problem with the gasket. now i am face with major repairs on the engine. the fuel tank is extremely slow filling. i fear a potential fire or explosion related to the fuel filler issue. the transmission groans mostly in the morning and at times does not engage in drive or reverse. also the form wheel bearings failed early in the vehicles life , another expensive repair was necessary. there is no temperature control to modify the rear heater temperature.

 Recall 99s33 says windstar may be exposed to very high ambient temperatures in my area and they have determined that the rmined that the fuel tank in my vehicle may crack as a result of temperatures. fuel leakage in the presence of an ignition source could potentially cause a fire. dealer will installed a revised fuel tank strap and a specifically designed fuel tank brace designed to eliminate the potential for fuel tank stress cracks on the windstar. in the care where the fuel tank is already leaking from a stress crack, a replacement tank will be installed at no charge. my question is - if the cracks are caused from very high temperatures, how can a fuel tank strap and a fuel tank brace eliminate potential fuel tank stress cracks on this vehicle. seems this procedure may stabilize the fuel tank but has nothing to do with stress cracks caused by high temperatures. my automobile is in shop as i previously wrote today for blown head gaskets, and ford and dealership are refusing to honor their extended warranty. i do not wish to jeopardize myself or my passengers under the false pretenses that a strap is going to make a difference to a defective fuel tank that is susceptible to cracks under excessive temperatures which are the conditions that normal in the gulf coast area. please let me know how this strap and brace will prevent future leakage from temperatures and potential fire. *ak

 Regional recall 99r33 - gas tank straps installed. concern about failure of tank due to high temperature flexing, as described in the regional recall. it appears to me the potential of failure and a fire is just as likely as in the listed states. also, this vehicle may in fact end up in one of the listed states. this is a foire hazzard that should be fixed in all winstar vehicles. it appears ford recognized the problem and fixed it in the 1996 models; thus showing there is a defective system in 1995 models. ford should be required to fix all affected medels, or show the reatraining brackets di in fact fix the problem.a

 My 1995 ford windstar, vin # 2fmda5146sbb82703, bought in november 2000 from koon's sterling, va, has a leaking fuel tank. the leak is in the vicinity of the middle strap and fuel leakage occurs when the tank is half filled. however, there is a fuel odor all the time and this odor has been there since i purchased the vehicle. i believe that my vehicle has the same defective fuel tank which was the subject of a regional recall 99r33 by ford in 1999 and it should, therefore, be replaced free of charge by ford. however, when i took the vehicle to the ford dealer they got in touch with a ford representative who told them that my vehicle was not purchased in the regions where the recall was directed and ford would not repair it free of charge. i'd like the nhtsa to give me an opinion on the matter. thanks.*ak
