Defect SummaryFord is recalling model years 1995-2003 windstar, 2000-2003 excursion diesel, 1993-1997 and 1999-2003 f-250 sd through f-550 sd diesel, 1992-2003 e-150 through e-550, 1995-2002 explorer, 1997 and 2002 mercury mountaineer, 1995-1997 and 2001-2003 ranger, and 1994 f53 vehicles equipped with the texas instruments speed control deactivation switch (scds). the scds may leak internally and then overheat, smoke, or burn.
Consequence SummaryA vehicle fire could occur with or without the engine running.
Corrective SummaryFord will notify owners that dealers will install a fused wiring harness in line with the scds. on 1999-2003 windstar vehicles with a leaking scds, dealers will also inspect the abs control module connector and repair as necessary. repairs will be completed free of charge. the safety recall began on october 27, 2009. owners may contact ford at 1-888-222-2751.

 Odi has received 134 consumer complaints, 285 manufacturer complaints, and 137 manufacturer warranty claims alleging incidents of engine compartment fire in model year (my) 1995 thru 2003 ford windstar vehicles.two of the odi complaints allege the fires caused structural damage to the complainant's home.of the 134 odi complaints, 36 allege the fire occurred while the vehicle was parked, 72 allege the fire occurred while the vehicle was running and 26 of the complaints do not specify if the vehicle was running or not.further review of the odi complaints shows that 72 allege that the speed control deactivation switch (scds) caused the fire and 10 allege that the scds leaked brake fluid on to the abs module resulting in the fire.there were 52 that did not identify a cause or that identified miscellaneous other causes.odi has also received 89 complaints ( not counted in this resume) alleging that the scds developed a brake fluid leak.thirteen of these complaints say that the leak at the scds resulted in braked fluid reaching the abs module.this pe has been upgraded to an engineering analysis (ea) to further evaluate the cause of the fires and assess the scope, frequency, and safety consequences of the alleged defect.

 Dt: the contact owned a 1995 ford windstar. the contact purchased the vehicle on june 3, 2005 and the odometer read 59,000 miles. contact ran a car fax report, and in the year 2000 the report was showing 100,300 miles on the vehicle. also, the vehicle was not drivable because the transmission, head gasket, and fuel injection broke. she spoke with the dealership, and stated when they sold the van for someone else they would try to get contact money back. *ak

 At higher speeds and colder weather the electronic speed sensor will boost the speedometer's mph reading to 15 mph over actual. the result is that i no longer know my actual speed. in warmer weather when the sensor is functioning i may actually be going over the speed limit as i have learner to discount a 80 mph reading as 65 mph. the sensor is getting worse with age. at about 60,000 mph it was a minor nuiasance. since it costs some $400 to replace ford suggested i just live with the inconvience.*ak

 Transmission being replaced for the second time. started reporting problems at 10,000 miles. dealer could not identify. (slugish, bucking, rough acceleration.) at 60,000 miles would not move out of park. dealer replaced head gasket and made other adjustments (don't know what because they are all in code on repair slip) at 90,000 miles the transmission went. motor mounts also had to be fixed. problems with acceleration and bucking came less that 7,000 miles later. second transmission went less than 20,000 miles later! also have had numerous problems with the ignition switch (replaced 3 times and still does not work right) and warning lights for the brakes and airbags. (no problems ever found) ford dealer says transmission is not a recall item and there is nothing that they can do. i find this shocking in light of the nearly 4,000 complaints that the nhsta has logged for the 95 windstar, (669 for transmissions!!!). ford should be ashamed!*ak

 At 90,000 miles while driving i came to a stop on a hill. when i removed my foot from the brake to give the van gas it began to roll backwards!! almost hit the car behind me. i revved the engine with my foot on the brake and eventually the transmission engaged with a thud. it was if the engine had gone into neutral. went to aamco to have the transmission check and was informed that it was the aluminum forward clutch piston that was cracked and that ford was replacing them with new steel forward clutch piston. apparently this a common problem with ford windstar minivans. i asked ford if this was a recall issue and they told me that it was only a service bulletin. i would consider this a safety problem if you are on a hill with other vehicle behind you.*ak

 Vehicle lurches forward at 25mph. dealer service dept identified the problem on the first upshift the transmission. he informed me that the two transmission specialists at the dealership have probably seen this problem 50 times. i was informed that an aluminum forward piston needed to be replaced at an estimed cost of $1200-2300. i further learned that ford knew of this defective forward piston as early as 1993, but continued to use them on new assemblies. where is the justice? is there a class action suit pending?*ak
 When putting foot on the brake pedal, the van would speed up. also, when accelerating the van would go faster than it was supposed to. van was brought to the dealership for testing of engine and transmission. the testing did not show any problems. new engine is needed and will only be replaced at owner's cost. *ak *ml

 After bringing the vehicle to a complete stop transmission seemed to shift into neutral because when i take my feet off the brake and pressed on the accelerator, engine just revved and the van did not move. then suddenly the transmission engaged, and the van jumped forward dangerously and accelerated. this vehicle was bought from di blasi ford, 112-21 northern blvd., corona, ny 11368 (tel: 718-898-6100). montclair-bloomfield motors is the dealer closest to me and has inspected the vehicle. both dealer & the manufacturer claimed that this was an unusual problem, and that i had to pay $2,000 for the repair because i am past the 3 year standard warranty (although i am under 36,000 miles). again ford claimed this was an unusual occurrence and not a defect. but if anyone should research the various internet sites, it would become apparent that windstar 1995-6 owners have been complaiming about this transmission problem for sometime. owners had their transmission replaced as many as three times for vehicle with less than 60,000 miles. also majority of these owners felt that ford was aware of this problem, but refused to advise the public, and was putting profits ahead of their customers life. after being subject to this life threatening situation, i felt compelled to report this miscarriage of justice, hoping it could save life and property. in closing, i beg your involvement to cure this problem for the sake for public safety. i have three kids 7,5 & 2 and practically all other windstar owners have little kids, so please help us save lives. thank in anticipation for your help. *ak

 Premature failure of the head gasket caused the car to start lurching severely while driving up an extended grade on highway 101. the sudden lurching caused the driver to temporarily lose control on this already hazardous section of freeway. upon investigation i have found that this problem is widespread with this particular engine. ford is aware that this is a design/manufacturing defect, and because of this ford has issued an extended warranty to cover this specific problem. however, this warranty is only valid after a problem occurs. by then it is too late. ford should be recalling these vehicles proactively and correcting the problem before the failure occurs. the service people at my dealer agreed with me, but wasn't willing to take a stand with the manufacturer on my behalf. i was amazed when this small town dealer told me that they had 5 other '95 windstars in the shop at this same time with the same failure. there are hundreds of websites with people having this same problem and unable to get any satisfaction from ford. *ak

 Speedometer replaced at my cost of about$400 for part and labor at dealer. at the same time we requested the transmission be checked because, after being warmed up, at stops the van would not go when gas was applied, then would lurch forward after a second or two. the transmission guy was out, and we were told there might be an internal transmission problem. someone advised us to change the transmission fluid and filter, as this can sometimes do the trick in what appears to be a serious problem, we did. the problem got worse while we waited for the dealer's tranmission man to return. we sought a private transmission repairman. this very reputable repair company told us there were quite a few problems with this model van and transmissions and that it was a cracked aluminium front clutch piston. we were given a repair estimate of $1200 to $1400. we began investigating and found hundreds of similar complaints on the internet. we returned to our dealer, information in hand. at this time the van is at the dealer, being repaired because ford has agreed to pay half the cost of parts and labor to repair the transmission, and will waranty the repair for 1 year, 12000 miles. i am unable to send my vin because the van isn't here. *ak

 There is an ongoing accerlation failure and reverse failure. when put into drive the vehicle doesnot always proceed forward, but acts as if it is in neutral. this occurs about 20% of the time. when put into reverse about 70% of the time it acts as if it is in neutral and will not reverse. 100% of the time the transmission clunks into gear if it will go into gear at all. *ak

 Dt: while driving a month ago the consumer noticed a large amount of white smoke coming from under the front left side of the hood. the consumer pulled vehicle over, shut off the engine, and inspected under the hood. the consumer smelled plastic and electrical burning. the consumer restarted the engine and noticed there was a plug near the master cylinder, and the smoke was coming from that plug along the brake master cylinder. the consumer called his brother and consulted an automobile repair manual and discovered this was part of the cruise control system. determined that the cruise control could be disconnected and they did so. the consumer left the vehicle sitting about seven to eight hours before disconnecting the switch and driving home. the consumer noted that cruise control switch quit working a few months prior. since disconnecting the cruise control switch the vehicle lost a lot of brake fluid. the consumer heard about the ford recall, but this vehicle was not included in the recall because it was a 1995 ford windstar. he took the vehicle to a ford dealer, and they informed him that the vehicle was not involved in the recall although they have the same cruise control switch. the consumer has not contacted ford at this time. there was no visible body damage, there were no flames, but only smoke, and no fire.*ak

 Dt: consumer has 1995 windstar. consumer says that the brake light was coming on. this happened frequently. it was maybe six months before brake fluid had to be added the second time. then it got to where the fluid had to be added about once a week. when consumer added brake fluid the light would go off. also cruise control did not work. consumer took vehicle to daughter's auto mechanics class, where she found that the speed control deceleration switch burned off of the master cylinder. consumer had problem repaired with what the ford dealer called a replacement part. consumer wanted to know if the replacement part was safe.*ak

 It's us again!!! on our vacation to ga, about 250 miles or less, our engine check light came on. we went to the nearest ford dealer in lumbngton, nc and had an engine diagnostic done. the ford dealer was said they fixed the problem. codes p1150, p1151, and another code. however the engine check light came on again while in ga and then went off. i called the ford dealership back in nc and he stated that we should be okay and should make it back home safely. on our way back home the check engine came on again aroound nc-va and s no warning lights came on, nor did the engine overheat and it was driving okay. we decided to pull over at a rest stop and thats when the car hesitated to move and then smoke came out from the tailpipe and underneath the hood and leaked out all the transmission fluid including all over the back door and windows was greasy from the leak. . this is the second time something like this has happened to us while driving long distance. thee vans are very unsafe to drive and ford needs to do a recall on these vans. we have put more money into this van then i can imagine in a lifetime. these incidents has also cause us unneccesary strain. in addition, our door ajar lights comes on, cruise control don't work, our gears do not shift correctly and gets stuck between gears, overdrive light starts blinking when we try to use it, the air conditioner makes strange noises when using it and driving,etc. it just does not work. i am very unsatisfied with this van and would appreciate a remedy and prompt solution. this is our only means of transportation and we still owe more than what the vehicle is worht. please help us and contact me when you have receive this. thanks and i look forward to something being done to take care of us ford windstars owners. we would also like reimbursement for our emergency expenses,tow charges to freedom ford from emporia, virginia. we also had our oil changed by freedom ford before we left and a 15 point multi inspection done. *ak

 On 1/18/99, vehicle was serviced after check engine light stayed on. engine had been idling and running rough--lurching as noted in service invoice. vehicle had 59363 miles. had vehicle serviced at nearest equipped service center--merit inc, a goodyear service center. they performed most of a 60,000 mi service. check engine light returned to normal operation and engine operation improved, but still ran rougher than normal. we returned the vehicle to merit on 1/20, but they were unable to offer further insights on problem. problem remained unchanged for the next few weeks, then got noticeably worse the weekend of 2/20. on 2/22 or 23, we called crossroads ford in raleigh, nc, describing the problem and recent history. the first available appointment they offered was later the following week, so an appointment was made for 3/5. on the evening of 2/26, the vehicle overheated at 61,054 miles. the car was stopped and engine turned off before the temperature gauge needle reached red. vehicle was towed to crossroads ford the following monday. they attributed the problem to the head gasket defect noted in service program 98m01, and advised replacing the engine at an estimated cost of just over $3400. dealer and ford refused to cover under the warranty described in the service program, even though the problem began within the 5-yr, 60,000 mi period covered. *ak

 Ford admits defect in gasket, but will only replace if under 60,000 miles or 5 years, whichever comes first. since it is known defect and barley over 60,000, i would expect at the very least they would make good on a percentage of the repaires. i bought the car at gene evans ford, but it is currently at boomershine ford 770-476-2090 3230 satellite blvd. duluth ga 30136. i first noticed a problem in late november- early december of '98 (poor idle / running a little hot). took to boomershine when problem got worse (closer than gene evans). car now idles rough and runs hot to cold (mostly hot). *ak
