Defect SummaryFord is recalling model years 1995-2003 windstar, 2000-2003 excursion diesel, 1993-1997 and 1999-2003 f-250 sd through f-550 sd diesel, 1992-2003 e-150 through e-550, 1995-2002 explorer, 1997 and 2002 mercury mountaineer, 1995-1997 and 2001-2003 ranger, and 1994 f53 vehicles equipped with the texas instruments speed control deactivation switch (scds). the scds may leak internally and then overheat, smoke, or burn.
Consequence SummaryA vehicle fire could occur with or without the engine running.
Corrective SummaryFord will notify owners that dealers will install a fused wiring harness in line with the scds. on 1999-2003 windstar vehicles with a leaking scds, dealers will also inspect the abs control module connector and repair as necessary. repairs will be completed free of charge. the safety recall began on october 27, 2009. owners may contact ford at 1-888-222-2751.

 Odi has received 134 consumer complaints, 285 manufacturer complaints, and 137 manufacturer warranty claims alleging incidents of engine compartment fire in model year (my) 1995 thru 2003 ford windstar vehicles.two of the odi complaints allege the fires caused structural damage to the complainant's home.of the 134 odi complaints, 36 allege the fire occurred while the vehicle was parked, 72 allege the fire occurred while the vehicle was running and 26 of the complaints do not specify if the vehicle was running or not.further review of the odi complaints shows that 72 allege that the speed control deactivation switch (scds) caused the fire and 10 allege that the scds leaked brake fluid on to the abs module resulting in the fire.there were 52 that did not identify a cause or that identified miscellaneous other causes.odi has also received 89 complaints ( not counted in this resume) alleging that the scds developed a brake fluid leak.thirteen of these complaints say that the leak at the scds resulted in braked fluid reaching the abs module.this pe has been upgraded to an engineering analysis (ea) to further evaluate the cause of the fires and assess the scope, frequency, and safety consequences of the alleged defect.

 Tl- the contact owns a 2000 ford windstar. the contact stated that while sitting at a stop light, the vehicle accelerated independently. the contact had to apply pressure to the brakes using both and turned off the ignition. the vehicle was taken to an independent mechanic for diagnosis where a vacuum line was disconnected however, did not solve the problem. the vehicle was taken to a dealer for diagnosis where the fuel system was serviced and the throttle body was decarbonized. the vehicle was repaired. the failure and current mileages were 128,000. kmj

 Van would/runs for over an hour, shut off for 15 minutes and try to restart, and it won't. after multiples issues with this, and being able to temporarily repair, speedometer and rpm meters are now sticking permanently and are not showing speed or rpm's accuratelty at all! more issues too...

 On sunday 5/20/12, upon starting our 2000 ford windstar van, i noticed that the speedometer was not working and the abs (yellow) light was presistently on. (however the red brake light that had been shining on the dashboard persistently for many, many months, even after recall servicing, was now off.) driving for a few minutes, we realized that the air conditioning was not putting out cool air, only warm, and that the odometer was displaying only dashes. i should also mention, now that i have read up on these problems, which had seemed unreleated, but are apparantly all traceable to a defective/leaking sdcd, that the cruise control on this vehicle has not worked for many months.

 As is typical with the windstar, the deactivation switch is leaking brake fluid. thus, causing problems with the abs and cruise. unfortunately, ford already honored the recall (09s09) on this vehicle. at that time the deactivation switch was not leaking so they installed a wire harness to avoid a fire when it did start leaking. (why put on a wire harness? because they knew the switch was going to fail. why not just replace the switch in the first place?) now ford will not re-open the recall to replace the switch and fix the other related problems.

 For a year now we be noticing odometer failure, brake light and abs light coming on. recently we found out the brakes weren't working at all. luckily no accidents. i inspected the brake fluid container which was empty. i refilled it and checked around to see for any leaks. i noticed it was leaking at the scds switch. i went online and found a website where they described this to be a common problem and that there was a recall for this. lucky it hasn't caused any fire like it did by some other owners.

 Hi, we have a 2000 ford windstar that was recalled. last year why driving, the rear axle broke on us with our kids in the car. but before then; we had odometer going out and all the dashboard going out. upon then fixing the rear axle we have brake fluid lost and the cruise control don't work and the dashboard have a mind of it own and we keep have the door locks going on and off while driving. it's like a ghost in the machine. please help! thanks!!

 We have been experiencing various electrical problems with our windstar and upon research through the internet found that others have had the same problems. the cruise control has stopped working for the last two years. the abs and brake lights have periodically come on and then went off. the speedometer will be working fine and then drop to only 20 mph even though we are exceeding that speed. it will then jump back to the proper speed and this process will continue for a period of time.

 Tl- the contact owns a 2000 ford windstar. the contact stated the brakes on the vehicle started to get soft and the was very little power going to the brakes and then the cruise control started to fail. the contact stated the abs light came on when these failures started to occur. the contacts mechanic said the failure was from the brake pressure switch, which is also the speed control deactivation switch. the mechanic stated there was a recall on this switch, but when the contact spoke with the manufacturer, they were told their vehicle was not included. the nhtsa campaign id number is 09v399000 (vehicle speed control). the failure mileage and current mileages was 119520.rl

 I own a 2000 ford windstar. i have recently had my abs brake light go on and stay on, along with my traction control light also staying on and finally, my speedometer no longer works above 40 km per hour. all of these happened exactly the same time. i took it into ford and they are saying i need a new abs module but after reading about their abs recall issues and much written about how this problem is very common, i am inclined to think ford should fix this problem. hence my complaint to you guys.

 I had my mothers' 2000 ford windstar in to be repaired for two recalls, one dealing with the abs system and fluid leaking that could cause a fire, and one dealing with electrical issues in the trailer wiring. after four days without a vehicle, i picked up the van (second recall still not completed due to lack of parts). i left the dealership and within 5 miles the abs light came back on. when the light came on, i noticed the van started running rough and braking was more difficult and felt very soft. when i returned home, the dealership told us to bring the vehicle back in on monday. they did not offer to give my mother a loaner during the first repair and said nothing for the second either. i am very displeased with the service regarding these recalls, and it seems like the problem still is not fixed. i am worried about my mother driving this van while the braking system is not functioning properly.

 Tl-the contact owns a 2000 ford windstar. the vehicle continued to drive at the speed it was cruising at when the cruise control was turned off. in order to stop the vehicle from cruising he had to step on the brake pedal. the failure recurred whenever the cruise control was engaged and then turned off. the vehicle was not taken to have the failure diagnosed and was not repaired. the front and rear coil springs have also been broken in the past. the vehicle was taken to an independent mechanic where it was repaired. he also mentioned the locks on the rear sliding doors intermittently do not function. the failure mileage was 110,000 and the current mileage was 130,000. sm.

 Ford windstar 2000 car safety problem was reported on september 9 2010, had a problem with the vehicle suddenly accelerating. my wife had backed our 2000 windstar sel out of the garage so we could sweep out the garage. the car had sat for about five hours in the driveway when she was going to drive it back into the garage. while releasing the brakes the vehicle accelerated suddenly and unexpectedly. resulting in a collision with the garage cabinets at the rear of the garage, forcing the sides of the cabinet through the rear of the garage. the impact destroyed two full seven foot cabinets and a tree drawer cabinet. the front bumper cover was torn and pushed back about

 Ford windstar recall, nhtsa campaign id number: 09v399000, for abs ecm module that can cause a fire. ford only installed a fusible link as a solution and i am still having troubles. the addressed the initial cause, but problem had already started. power steering out, odometer, speedometer do not work, all documented issues for the recall that can lead to fire.

 On july 5, 2007 my 2000 ford windstar caught fire with my wife and 3 year old daughter in the car. upon inspection, it was overwhelmingly obvious that the fire originated in the engine compartment.

 I own a 200 ford windstar and recently took it to a ford dealer to have the speed control modual replaced due to recall. i did so after having problems with my brake system (not having any brake). i originally brought it to a regualr garage and they could not figure out why i had no brake cuz my brakes were good so they told me to get to ford and have recall situation taken care of. after doing so i still have hardly any brake and the abs light still comes on. every week i seem to be putting in brake fluid because the red brake light comes on. on a few occasions i have had problems getting out of park and have no idea why. i am due to have an inspection and dont know what im gonna do if it does not pass due to not having much of a brake. is there some other problem we should be looking at involving the abs system?

 Brake fluid leaking around the brake pressure differential deactivation switch (scds) (2b264) located under the master cylinder (behind the air filter) over time develops a leak. this causes a short and a fuse trip, fuse #10 if the engine is on. this leak also causes brake fluid to wick down two wires to the abs brake module (2c219). the fluid accumulates on the (always on) power connectors for the abs brake system which are powered by fuses 101 and 102 and are both 40 amp. the fluid attacts moisture, road salt and leads to a fire when the fluid and moisture act as conductor between the hot leads and ground.

 Tl*the contact owns a 2000 ford windstar. the contact was driving approximately 25 mph on normal road conditions when the brake pedal traveled to the floor without resistance while engaging the brake pedal. the vehicle failed to slow down and crashed into the proceeding vehicle on the rear passenger side. there were no injuries. the police were notified. the contact sustained damages to the front driver side and hood area of the vehicle. in addition, there was an excessive leakage of brake fluid. the contact stated that the failure was related to the recall under the nhtsa campaign id number 09v399000 (vehicle speed control); however, the vehicle was not repaired due to the consequence that may occur with the remedy repair. the failure mileage and vin were unknown. updated 2/26/10 *cn

 There is an existing recall (ford) on many cars and trucks - involving the speed control deactivation system. well, mine quit working a year ago. since then - i've had to put brakes on the vehicle (more than once). i now have to fill the brake fluid reservoir with fluid every 2 - 3 days. if i don't, the brakes quit working. the pedal goes all the way to the floor. this brake system (and loss of fluid symptoms) are the same ones as the voluntary recall (leaking brake fluid - could cause a fire). i called ford and they will not honor a free fix, because the vehicle (a 2000 windstar) does not qualify (not sure of the reason). they also said that there is nothing they can do to help me. i have to pay for the repair (bad switch / leaking fluid) myself. my question to you is: why is the windstar line of vehicles not part of the recall? ford could not answer that for me. *tr

 I purchased this vehicle about 2 years ago and began having problems right away. the abs light comes on and goes off quite often. at about 125,000 miles i had problems with the brakes and could not drive the car. my o/d light also began to flash and my speedometer jumped up and down while i was driving. i took it to a shop and had to have a speed sensor replaced. a day later the problem happened again and i had to have the sensor replaced again. the abs light began to come on again a few days later. now i have a light on the panel (the master lighting switch). when i turn off the headlights and parking lights, the parking lights come back on. i used to be able to turn them off and sometimes they would stay off, but now i have to disconnect the battery every time i park and reconnect it to drive the car. also, one by one, all of the power locks are going out. the only one that works correctly is the one for the rear door (trunk). the rear windows can open, but sometimes it takes days of trying before i can get them to close again. *tr

 I was pulling into a parking space, when the van lurched and surged over an enbankment. since i had my foot on the brake i feel the problem was mechanical.even though i cannot swear my foot did not slip off the brake i do not think it did. it is my opinion that something caused the windstar to surge and even with my foot on the brake it would not stop. the vehicle hit the edge of the pavement at tht edge of the embankment, hit the ground 8-10 feet down the embankment, slid 3/4 sideways down the hill, hit a concrete water run off gulley and rolled onto the bottom of the left side then rolled back upright. the impact at the bottom of the hill was hard enough to break the front wheel, and crack the rear wheel. the vehicle had to be towed away. at no time during this wild ride did my seat belt tighten,or secure me in the seat. i found myself with my back over the right arm rest on the driver seat. i feel very lucky to be only battered and bruised by this crash. i believe had i been a frail person serious injuries would have occured. i am still having a problem with my lower back, it is sore and painful to touch. i also am having some muscle spasms in my lower back and upper legs, which i blame on the seat belt not securing me in place.*ak

 I experienced brake problems on three separate occasions within a 12 hour period with my 22,000 mile 2000 windstar. i smelled a burning plastic smell for approx 10 seconds and thought nothing of it. i then had difficulty during a normal stop when the disc brakes seemed to be experiencing abs activity. the brake pedal wasn't fluttering like a normal abs stop nor was their any moisture on the road. this happened again 10 minutes later. the next day as i was taking it to the shop i made a complete stop and a couple of seconds later the car started moving forward. my full pressure was on brakes and it wouldn't stop. i used the emergency brake to stop. there was no fluid missing from the brake master cylinder. the brake pedal didn't move deeper as i pressed the brake. the tach didn't increase rpm. the shop checked the abs system and found nothing. there were no computer diagnostic codes found. they drove it 200 miles and couldn't replicate it. *ak

 My wife was driving our 2000 ford windstar van home when she noticed smoke coming from under the hood. soon after seeing the smoke, she saw fire. she quickly pulled the vehicle into a parking lot, got our 2 kids ( age 5 and 7 ) out of the vehicle. she then asked for assistance from a business . they proceeded to put the fire out. i had the car towed to a local ford dealer. it was there that the service manager informed us that the fire was caused by the same faulty part that is currently under recall in the f-150's and other ford products. i was told it is the same replacement part and the repair procedure for the burnt wiring is a ford authorized repair. i have contacted ford and they informed me there is not cause for alarm or concern with the windstar. they also informed me that only the nhtsa can issue a recall. ford did not offer any help with our expenses that we incurred due to this faulty cruise control cutoff switch located on the master cylinder. we are very lucky that no one was hurt in this incident. i just hope and pray that no one else has to go through this terrifying ordeal. *jb

 Bought a 2000 ford windstar my wife was going to work and lost her brakes i check it out and the speed control switch had caught fire and burnt the wiring and switch and brake fluid was leaking from the switch took it back to the dealer and he had to take it back to ford to replace the switch and wiring

 Dt: nhtsa recall campaign 05v017000, consumer owns a 2000 ford windstar. cruise control switch failed. there has been a recall for the same switch on the ford f150, and cruise control switch shorted out just like the recall stated. he felt that if the same switch failed on one it should be recalled for all. *ak

 2000 ford windstar caught on fire underneath the hood.*mr the consumer smelled smoke after ignition was turned and drove to the nearest service station. when the hood was opened the consumer saw a ball of fire near the engine on the left side of car. ford replaced cruise control switch leading to the master cylinder harness. *bf *nm

 Cruise control deactivation switch mounted on master brake cylinder was covered in brake fluid. removed the connector and found it was filled with brake fluid. this had caused #10 fuse to blow until connector was left disconnected. cruise control had become inoperative in 2004.*ak
 Idle is idling way too fast, and taking too long to go down to normal position.*ak

 While at a complete stop vehicle accelerated suddenly and unexpectedly, resulting in a minor collosion. dealer has inspected the vehicle.*ak
