Defect SummaryFord is recalling model years 1995-2003 windstar, 2000-2003 excursion diesel, 1993-1997 and 1999-2003 f-250 sd through f-550 sd diesel, 1992-2003 e-150 through e-550, 1995-2002 explorer, 1997 and 2002 mercury mountaineer, 1995-1997 and 2001-2003 ranger, and 1994 f53 vehicles equipped with the texas instruments speed control deactivation switch (scds). the scds may leak internally and then overheat, smoke, or burn.
Consequence SummaryA vehicle fire could occur with or without the engine running.
Corrective SummaryFord will notify owners that dealers will install a fused wiring harness in line with the scds. on 1999-2003 windstar vehicles with a leaking scds, dealers will also inspect the abs control module connector and repair as necessary. repairs will be completed free of charge. the safety recall began on october 27, 2009. owners may contact ford at 1-888-222-2751.

 Odi has received 134 consumer complaints, 285 manufacturer complaints, and 137 manufacturer warranty claims alleging incidents of engine compartment fire in model year (my) 1995 thru 2003 ford windstar vehicles.two of the odi complaints allege the fires caused structural damage to the complainant's home.of the 134 odi complaints, 36 allege the fire occurred while the vehicle was parked, 72 allege the fire occurred while the vehicle was running and 26 of the complaints do not specify if the vehicle was running or not.further review of the odi complaints shows that 72 allege that the speed control deactivation switch (scds) caused the fire and 10 allege that the scds leaked brake fluid on to the abs module resulting in the fire.there were 52 that did not identify a cause or that identified miscellaneous other causes.odi has also received 89 complaints ( not counted in this resume) alleging that the scds developed a brake fluid leak.thirteen of these complaints say that the leak at the scds resulted in braked fluid reaching the abs module.this pe has been upgraded to an engineering analysis (ea) to further evaluate the cause of the fires and assess the scope, frequency, and safety consequences of the alleged defect.

 Abs light stays on. car idles high all the time, speedometer and all other dashboard control go haywire for no reason. i have to pound on the dashboard to make it stop. this had been going on for a long time. carmd device states abs sensor need and various other thing. i have spend a lot of money to no avail. seat belt attached to sliding door on the right side which is to cross over to the passenger on the second row never worked. i purchased this as a used vehicle six years ago i do like this mini van but with all of the major problems i really don't think i will be able to afford this vehicle much longer. please help me it you can. i live in an area where a vehicle is mandatory and i am on a fixed income. i just want to be safe on the road. please help.

 My instrument panel keeps going crazy. the rpm needle is now pointing down into the dash. the speedometer usually is not working correctly, it will say that i am doing 20 mph, when i am doing more like 45-50. the gas guage sometimes says that it is on empty, when i have a full tank of gas. sometimes the needles work, sometimes they don't (with the exception of the rpm needle...it hasn't moved from that buried in the dash spot for a couple of months now), sometimes the speedometer needle goes all the way to the right and then gets buried in the dash also, so far though, each time, it has came back...even though it rarely registers even close to the correct speed. the repair for this is going to be about $700 is what i was told. i do not have that kind of money, and i am constantly praying that my 17 year old daughter who has to drive it sometimes, does not get into an accident because she is going too fast, and has no clue how fast she is actually going, or one of us may get a speeding ticket. i have looked at websites and seen that a lot of people are having these problems, so ford should do the right thing and make a recall, before someone is seriously injured or even killed!!! also, not sure if it is related or not, but the abs light stays on.

 Abs and brake dashboard lights warning that abs system is inoperative, speed control system also inoperative. break pressure deactivation switch leaking oil. this leaking oil has traveled down abs wiring harness all the way to the abs controller. unsafe condition. ford dealership has refused to repair this dangerous condition as a manufacturing/design defect and stated there currently is no recall issued for this very serious problem!!

 My 2003 ford windstar has several problems. the abs light and the brake light on is lit on the dashboard. the cruise control is inoperable and the power windows do not work except for the front passenger side. i am concerned because i take my 3 kids to school and back everyday.

 As i was driving from portsmouth nh to somersworth nh i noticed that the speedometer stopped working,the odometer had nothing but lines, no numbers, the overdrive light started blinking and the abs and brake lights came on. i also noted that smoke has been coming from under the hood when i stop at a light or stop sign. these symptoms match what has been recorded on line as follows, the brake pressure differential deactivation switch (scds) (2b264) located under the master cylinder (behind the air filter) over time develops a leak. this causes a short and a fuse trip, fuse #10 if the engine is on. this leak also causes brake fluid to wick down two wires to the abs brake module (2c219). the fluid accumulates on the (always on) power connectors for the abs brake system which are powered by fuses 101 and 102 and are both 40 amp. the fluid attacts moisture, road salt and leads to a fire when the fluid and moisture act as conductor between the hot leads and ground. this switch has been the subject of other ford recalls, just not the windstar van yet. below is a picture of the switch in question. notice the fluid that leaked on the part below it. this switch will cause cruise control problems, speedometer, odometer and abs brake system problems. i will not allow other family members to operate this vehicle and it appears that the ford motor company will not fix this issue even though there was a recall for this exact issue, recall #09s09 because they indicate that my vehicle is not covered under this recall. the recall states clearly that this issue can cause a vehicle fire with or without the vehicle running.

 Saftey recalls concerns: 09v399000, 10v38500, 11v030000. recall on # 10v385000 was repaired but still having a problem with the repair have taken bak three times they couldnt find anything, but there is still a problem it makes a popping noise when vehicle shifts. recall on #11v030000 was not reparied, took in for inspection to ford they said as long as i was in alabama i nothing to be concern about, the recall notice stated if the vehicle passed inspection the dealer is authorized to complete reinforcment, my vehicle passed inspection but no repair was made.recall on 09v399000 i have talk with them several times they informed me there was no recall for this vehicle for that recall .

 I took my car in to ford due to a failure in the instrument panel. my speedometer was spinning and stuck in an approximate 5:00 o'clock postion...in addition, my prndl needle stuck in the park position and would not move. on top of this, my abs/brake lights were coming on and off sporatically and occasionally smelled like something burning. the ford dealer replaced my instrument cluster and attempted to fix the abs/brake light problem. the fix didn't last more than two weeks...the abs/brake light is back to going on and off. according to the information that they gave me, the parts are no longer available for the abs/brake light repair...they assured me that my service brakes still worked. in the process, i have been told about recalls to the 2003 ford windstar for similar problems in other vehicles, however, i was told that these recalls didn't pertain to me. if i am experiencing the same problems that others are having and they are getting their repairs fixed at no charge to themselves, why am i paying for repairs for the same problem items??????? the sway bar links on my windstar were also repaired along with the bushings...again...another recall that seems to have been issued but i was told that it didn't apply to me. now i have my windstar in the shop, again, because the transmission pump exploded and damaged the transmission. no warning, no check engine light, nothing. how much of an additional expense is this going to be???? oh, i did receive the recall notice for the rear axle...that will be checked right after i get my car back from having the transmission repaired. why are some vehicles covered and others aren't??? if it affects a 2003 ford windstar, it should be all of them, not just some of them.

 System failure, speed control, speedometer, odometer, heater/airconditioner after looking up online what caused my systems to fail, i went to sinclair to purchase the part. i was told by parts mngr that it was on re-call for that and i would have to have it fixed by their service dept. they confirmed this was on re-call and had me return later that afternoon. after four and a half hours i was asked to come back that they were having difficulty fixing the problem. i attempted to make an appt later the next day and was told it was too late that i did not bring my vehicle in in a timely manner and they will no longer fix my vehicle. their are no expiration dates on this re-call. i have received a customer service receipt explaining what they did and stating that they strive to give the best customer service. what a joke, they left me with a vehicle that is not safe to drive in this condition, after taking up my whole afternoon. i responded with a very disheartened lack of satisfaction and was referred to ford headquarter. i was told that this was never a re-call item by ford. if this was handled acurately the first time, my car would already be fixed. dave would never have let this happen, he built this dealership on the concept of good customer service. if his team made an error, he would fix it on principal even if it meant he ate the cost. i guess his reputation was buried with him. i will be looking to purchase a vehicle in january and i will purchase from someplace else. dave sinclair ford 7466 s. lindbergh blvd st. louis, mo 63125 phone: (888) 746-2524 please help us get our van fixed

 Tl-the contact owns a 2003 ford windstar. while driving approximately 55 mph the vehicle stalled. he stated he coasted to the side of the road. the vehicle was then towed to a local mechanic shop. the local mechanic advised him to take the vehicle to an authorized dealer. the contact stated it was some time before the vehicle was taken to an authorized dealer because he notice that if the vehicle stalled if he waited a few minutes the vehicle would start as normal. the vehicle was taken to an authorized dealer and they dealer advised him that the intake manifold casket needed replaced. the dealer replaced the intake manifold casket, installed a throttle body spacer, and throttle air valve assembly, re-flashed the pcm to the computer and the iac valve. the contact stated the failure happen again on the way home from the dealer. the vehicle was taken back to dealer and they keep the vehicle for two weeks. the dealer then installed a crank shaft sensor,and a wire assembly. the contact stated he picked his vehicle up from the dealer because the cost was getting to much. the vehicle has not been reapired. the failure mileage was 90,252 and the current mileage was 91,000. vwb

 This incident has happened several times with our 2003 ford windstar which we bought used approximately 3 months ago. it has happened both to me and my wife. you can stop for traffic and when you start to go again, you can barely touch the accelerator and the car lurches forward and the engine races really fast and when you try to step on the brake it doesn't stop right away. it kind of flys through the air and although my wife and i keep a big space behind the car in front of us, we've both narrowly missed striking the vehicles ahead of us. it kind of of sounds like the toyota thing. i've called several ford dealers to ask them about this problem we're having and they just brush me off. we're afraid to drive the van. have there been any recalls on this make and model. what should we do?

 Cruise control automatically engages and slowly accelerates the vehicle. when not using cruise control and i remove my foot from the gas pedal (not yet applying the brakes), the vehicle does not slow down, but actually accelerates at a slow rate and continues to do so until i apply the brakes.

 Tl* the contact owns a 2003 ford windstar. the contact was pulling into a parking spot when suddenly, smoke began emitting from the hood. the contact opened the hood and saw that the engine compartment was on fire. the fire department extinguished the fire and the police took a report shortly after. the vehicle was then towed to an authorized dealershi.p, where the contact was informed that the fire was caused by the speed control deactivation switch (recall 09v399000). the dealer told the contact to call the insurance company so the repair costs would be covered but the insurance company refused as the failure was caused by vehicle malfunction and not an accident. the dealer contacted the manufacturer who requested pictures of the damage to determine whether they would assume responsibility for the vehicle. the current and failure mileages were approximately 80,450.

 Tl*the contact owns a 2003 ford windstar. the vehicle accelerated without warning immediately after he approached a traffic light. the front coil springs on the drivers side also broke which caused the coil springs to pierce the tire and the front end of the vehicle fell on the ground. the vehicle was towed to a local repair facility and the mechanic replaced the tires and the coil springs for over $800. the contact suspects that the failure was caused by the cruise control. the dealer didn't agree that the cruise control caused the failure. the manufacturer was notified; however, they have not responded. the failure mileage was 74,000.

 While driving the red brake and yellow abs light appeared on the dash. a mechanic looked at the problem and noticed that the cruise control knock off switch was leaking brake fluid. there was also a service bulletin and recalls concerning this particular switch on multiple ford vehicles except on my 2003 windstar. apparently, fires have been caused by this faulty switch. i paid for ford to replace the switch which cost $145.00 (parts and labor) but that did not solve the problem of the brake light and abs light. they indicated that the electronic control unit has failed due to the faulty switch. *jb

 My wife was parked and started our 2003 ford windstar on 6 aug 2007 when she noticed a large amount of white smoke coming from the engine compartment, she had already driven the vehicle for approximately 40 miles that morning. thinking the engine was on fire she opened the hood, she saw the smoke coming from the electrical connection leading to the speed control pressure switch. the vehicle was immediately off and she notice the speed control pressure switch and electrical connection wire was badly charred. she attempted to restart the vehicle several times with the same result, large amounts of white smoke and strong odor of burning wire. we where lucky that it did not ignite into a fire. we are passing this information along so that everyone who needs to know will get the message. i checked and did not find a recall for this particular problem on this make and year. *jb

 We own a 2003 ford windstar van. ever since we have had the van after running at cruising speed the engine will not idle down. we have taken it to the dealer several times but they could not fix it. being a former ford tech. i tried to fix it my self and replaced the tps sensor with no luck. no matter where you set the idle speed the problem will come back. we have been dealing with problem for three years now and are growing very tired. not only is this dangerous it is wearing out brakes faster. it seems to be an electronic problem where the computer will not lower the idle. i have checked the throttle cable and throttle valve and nothing is binding. i can't blame the mechanic at the dealership, i blame ford. i hope this can be corrected before someone gets hurt. i bought this van so i would not have to worry about my wife and kids. *jb

 Dt: 2003 ford windstar. when driving for approximately 15 minutes if he pulls up to a stop sign and puts the vehicle in neutral the vehicle will idle at 2,000 rpms. the vehicle has been inspected four times at the dealership. it is going back to the service department this week. the vehicle has been reprogrammed once, and the idle air control sensor has been replaced. also, found there was a gasket bulging out, holding the cruise control cable. the last time the vehicle was at dealer, they replaced throttle control sensor on july 5, 2005. *ak

 Merging onto highway pressed on gas pedal to around 45-50mph. stepped on break pedal and car would not slow down. took foot off brake pedal twice and car accelerated without touching gas pedal. had to keep applying pressure to brake pedal, slowed down somewhat, pulled off highway into parking lot. trying to avoid crashing into frozen snow bank and building, put car into neutral. car went into reverse back onto highway in the slow lane into oncoming traffic. was able to avoid accident due to oncoming car switching lanes. put car back into drive and was able to pull into the same parking lot. was afraid to put into another gear, so shut the car off while in drive to stop car. this was the most terrifying experience my family and i ever experienced. had the car towed to the dealership. the dealership tried to reproduce the problem for 2 days without any success. will be trading car in with another car maker. *ak

 On 5-10-04 i was driving home in heavy traffic traveling at about 55 mph,then suddenly the car surged on it's own to 80 mph. i attempted to stop the car, and the brakes locked and would not move at all. i shifted the car down to low gear and slowed the car down to 60mph, . i was only able to stop the car by shifting it into park. the dealership (charile hilliard stated that they could not see what would have caused that problem. they stated that there was leakage in my brake line that they repaired. this incident was repeated again on 9-23-04. i t was told this this time it was a spring in my accelerator that was broken, and that there was a floor mat pushed under my gas. i told them that this is not true. i was driving mycar all day, i konw for a fact there was not anything under my foot, and that if it was it was from my having to shift my car into park while traveling so fast! i have not driven the car since this second incident. i am a mother of 3 and i can no longer put my husband and children at risk . *ak

 My wife was driving the windstar on the highway when all of a sudden the car accelerated up to 80 mph by itself. by applying the brakes, she got it to a low enough speed to slam the transmission into park.*ak the dealership said that the problem was fixed, but about 3 or 4 months later, it happened again. the dealership says that they fixed it again. but we refuse to ride in this death trap, and demand that they give us a new car among other things.

 I have a 2003 windstar se. the gas pedal has a pivot in the arm and over the last 8 months that i have owned the vehicle this pedal has caused me to almost get into several accidents. the pedal flips almost horizontal towards the drivers seat when i take my foot off of it, therefore when i go to leave a stop light or something of that nature it is almost like slamming the gas pedal. in order to get the pedal back in the position it was orginally in i have to flip it back up with my foot. this is a very bad problem and needs to be fixed. i believe there should be a recall on this van to fix the problem.*ak

 The accelerator pedal and brake pedal are too close. when pushing the brake pedal somehow the accelerator is pushed, causing the vehicle to accelerate. once, caused a collision, where consumer's vehicle hit a parked vehicle in a parking lot. *ak
