Defect SummaryNavistar is recalling certain model year 2003 through 2010 international trucks and ic commercial buses manufactured from december 4, 2001 through december 14, 2009 equipped with international vt365 engines having engine calibration pan2pvr0, pan2pvr1, or pan2pwr. the engine normally responds to a failed open accelerator position sensor circuit fault by returning the engine to low idle speed of 800 rpm and disabling the driver's ability to increase the engine speed. however if the open circuit corrects itself within 30 seconds of initiation, engine speed could suddenly increase to a high idle speed of 1200 rpm.
Consequence SummaryThis increase to high idle speed may occur without warning causing a sudden and unexpected shift in vehicle position possibly resulting in property damage, personal injury, or death.

 Based on the data provided by international and further review of the alleged fires, a safety related defect trend has not been identified at this time. a review of the warranty data provided no additional claims that describe step-well heater blower thermal events.no warranty claims indicate fires or additional property damage to the bus.similarly, a review of 64 applicable dealer reports found no reference to smoke, fire, or burned components.other than the three fire claims mentioned in this pe, international has not identifiedany other reports of fire relating to the alleged defect for the 23,000 subject buses.with regard to the three fires identified, international was only able to determine that the origin of the two elgin fleet fires occurred in the area of the step-well heater around the blower motor area.the origin of the st. paul fire was not in the area of the step-well heater, rather,based on the burn patterns of this unit, the fire originated to the left of the step-well heater.international plans to continue to monitor field reports and warranty claims related to the step-well heater and the front electrical system. no field action of any kind is planned at this time.however international is continuing the investigation with regard to the elgin buses to try to understand the root cause of those two incidents.a safety related defect trendhas not been identified at this time and further use of agency resources is not currently warranted. the closing of this investigation does not constitute a finding by nhtsa that no safety-related defect exists. the agency will continue to monitor reports and take the appropriate action ifwarranted by the circumstances.

 This pe was opened after odi became aware of 7 events on school buses where the fuse for the ecmoverheated and burned the fuse holder and/or fuse holder terminals.once overheating of the fuse holder occurs, the fuse blades would no longerbe secured in the plastic holder, thus interrupting the electrical flow.the complaints centered aroundeither a no-start, hard start, erratic engine performance or engine stalling. odi was also aware of reported battery box fires. thepe was opened to examine the safety significance and gain a technical understanding of this problem.after discussions with odi and further review of field incidents, ic decided the proper way to handle this issue was to conduct a safety recall during which they willreplace the fuse holders and the power electrical connector on the affected vehicles.this recall action resolves the issues raised by this investigation. therefore, this investigation is closed.

 12/21/04 emergency brake would not release. 12/30/04 bus towed to nutmeg international to be fixed 1/31/05 buss fixed/ replaced computer part in system returned to service 2/10/05 brake service light came on and then off/ called dattco inc. they told us to check fluids and look for fluid leaks. there were none light went off. 3/9/05 emergency brake would not release at park out. brake eventually released 3/11/05 bus was sent to dattco inc. in ct for repair 5/5/05 bus returned to me. dattco replaced full wiring harness in bus 6/10/05 emergency brake locked up while bus was on route with school children doing 30 mph wit no warning. luckily no one was hurt. my mechanic and myself managed to limp bus back to garage were we called dattco inc. 6/13/05 bus towed to dattco inc. in ct 7/5/05 bus returned to us. dattco replaced more computer parts 7/29/05 emergency brake locked up doing between 25-30 mph with students on board again with out any warning nearly avoiding a major collision as there are no brake lights that come on. luckily again no one was hurt. 8/1/05 bus towed to dattco inc. in ct i think that all incidents are related and as you can see this is a very serious safety issue and i am hearing that this is not the only bus they are having issues with this new emergency brake system. *nm
