 Based on the data provided by international and further review of the alleged fires, a safety related defect trend has not been identified at this time. a review of the warranty data provided no additional claims that describe step-well heater blower thermal events.no warranty claims indicate fires or additional property damage to the bus.similarly, a review of 64 applicable dealer reports found no reference to smoke, fire, or burned components.other than the three fire claims mentioned in this pe, international has not identifiedany other reports of fire relating to the alleged defect for the 23,000 subject buses.with regard to the three fires identified, international was only able to determine that the origin of the two elgin fleet fires occurred in the area of the step-well heater around the blower motor area.the origin of the st. paul fire was not in the area of the step-well heater, rather,based on the burn patterns of this unit, the fire originated to the left of the step-well heater.international plans to continue to monitor field reports and warranty claims related to the step-well heater and the front electrical system. no field action of any kind is planned at this time.however international is continuing the investigation with regard to the elgin buses to try to understand the root cause of those two incidents.a safety related defect trendhas not been identified at this time and further use of agency resources is not currently warranted. the closing of this investigation does not constitute a finding by nhtsa that no safety-related defect exists. the agency will continue to monitor reports and take the appropriate action ifwarranted by the circumstances.

 This pe was opened after odi became aware of 7 events on school buses where the fuse for the ecmoverheated and burned the fuse holder and/or fuse holder terminals.once overheating of the fuse holder occurs, the fuse blades would no longerbe secured in the plastic holder, thus interrupting the electrical flow.the complaints centered aroundeither a no-start, hard start, erratic engine performance or engine stalling. odi was also aware of reported battery box fires. thepe was opened to examine the safety significance and gain a technical understanding of this problem.after discussions with odi and further review of field incidents, ic decided the proper way to handle this issue was to conduct a safety recall during which they willreplace the fuse holders and the power electrical connector on the affected vehicles.this recall action resolves the issues raised by this investigation. therefore, this investigation is closed.

 Odi opened this investigation in september 2008, based on 18 warranty claims of fractured front leaf springs. at 2008 year-end, international truck and engine (ite) has advised odi that an additional 11 warranty claims have been reported to date (total 29).odi 's investigation has determined that a manufacturing flaw exists in an indeterminate number of the 1600 front leaf springs manufactured between july and august, 2007 by its supplier, hendrickson, usa, llc.investigation has determined that fractured springs have been detected solely by visual or audible indications such as vehicle sag or tilt and/or front end vehicle noise.evidence indicates that there is no significant effect on vehicle control if and when the lower leaf of the two leaf front spring assembly fractures in the suspect vehicles since the intact upper leaf spring continues to provide adequate load bearing support and front axle alignment for the vehicle. there are no reports of loss of control and no crashes.therefore, this investigation is closed.a safety related defect trend has not been identified at this time and further use of agency resources is not currently warranted.the closing of this investigation does not constitute a finding by nhtsa that no safety-related defect exists.the agency reserves the right to take further action on the vehicles if warranted by the circumstances. odi will continue to monitor field reports and take appropriate action if indicated.

 2007 international ce school bus #19: meritor/wabco brake systems. the driver of this bus was approaching a stop sign. according to the driver's estimates, he was going 15 mph when the brakes suddenly locked up tight. the driver then called in stating the brakes were locked up and that he was unable to release the parking brake. the first thing we did was transfer those kids onto another bus that happened to be driving by. assuming this was the same problem the other ce busses have had with the parking brakes, we went out and cut the short cable to get the vehicle out of the busy intersection. i cut the cable while my assistant mechanic jumped in the bus to pull it away. while attempting to pull away, he was about halfway into the intersection when the brakes again locked up without him touching the brake pedal. the short cable was cut, so this meant the service brake system was causing this to happen. we slowly drove the bus about 500 feet to get it off the road and parked it. in that 500 or so feet, the brakes locked up 5-6 more times. i called up a tow truck company and had them haul it to the dealership. they were unable to duplicate the problem. to make a very long story short, meritor said the lack of a trouble code in the service brake or park brake system indicates that the problem was probably (they're not sure) due to a corroded tone ring on a rear rotor. due to the corrosion, the computer did not pick up a wheel speed reading. this activated the traction control system which applied brake pressure to the opposite wheel (which is what locked up the brakes) in an attempt to apply torque to the wheel that wasn't getting a wheel speed reading. their suggestion was to replace the rotors (at my cost) to the performance friction brand with the anti-corrosion tone ring. we have dealt with corroded rotors before. it's a very common problem. the question is, what happens to the next bus when the brakes apply unexpectedly with vehicles behind it? *tr
