 The agency has closed this investigation based on its review of complaint reports, field and technical data provided by ford and complainant interviews. ford found that some lighting control modules (lcm) in the subject vehicles contained defective solder joints on the printed circuit board.this condition can lead to poor headlight performance ranging from intermittent outage and dimming to eventual headlights failure.the failure does not affect other lighting functions (park, emergency flasher, brake and flash to pass lights).the agency is aware of a total of 306 consumers complaints and no report of crash, injury or fatality.ford reports 2,074 warranty claims related to headlight failure linked to the lcm during the first three years of operation.about 12% (247) of these claims are specific to headlight failure while driving.the average warranty rate for headlight failing while driving is low (0.05%).ford reports a slightly higher warranty rate experienced for the crown victoria police interceptor vehicles and this is attributed to the higher duty cycle of these vehicles (headlights on for longer periods).a safety-related defect has not been identified at this time and further use of agency resources does not appear to be warranted.accordingly, this investigation is closed.the closing of this investigation does not constitute a finding by nhtsa that a safety-related defect does not exist.the agency will monitor this issue and reserves the right to take further action if warranted by the circumstances.

 We had just left a funeral home and driving back home on a 4 lane road. we turned to avoid getting on the highway immediately and decided to take another route. as we were heading up this 2 lane road that was dark all of a sudden our headlights and instrument panel lights went out and cars coming at us were flashing their lights. i slowed down and was able to pull over to a side street. sat there trying to determine why the lights were out. turned the switch from the on position to the automatic position and the lights came back on. we drove all the way home on back roads to avoid getting on the interstate, not knowing if the lights would go out or not. read the manual to see if we had missed anything and then got on the internet and saw the hundreds of people having the same thing happen to them. i will contact the dealer and see about fixing it but from what i have read, the light control module is bad and so are the replacements. i am hopeful that there is a newer improved model that is now being used. thank god we were not on the highway or we could have been killed. this is a serious problem.

 While driving down the interstate my headlights cut off. my parking lights remained on. the only way to see the road was to hold the high beam switch. this is the fourth time that this has happened in the last 2 weeks. there is no pattern of occurrence. i investigated on the internet and there are multiple reports of this happening throughout the country. the headlight module seems to be the problem.

 As i was driving the headlights went completely off, switched to manual, worked for a few minutes, then went off again. tried turning car off and back on, no lights, had to hold dimmer switch forward to get lights. this has happened numerous times since the first one. now not even holding the dimmer switch forward always works. today we were stopped because tail lights were out (driver was holding dimmer switch forward). tail lights also flicker at times when headlight goes out and control panel flickers too. we have gone to local independent repair service and are having difficulty getting control module due to large back order. so what are we to do in the meantime? this is extremely dangerous to those in the car and others on the road. i understand recalls are when there is a dangerous situation, and this definitely qualifies! so we now own a car that we can't drive whenever headlights are needed, which is very limiting. so far i have not been able to get hold of ford directly to complain about this. we are not the original owners, but that should not matter on such a serious issue! this complaint is about a 2005 grand marquis. *tr

 This is the second time the lcm has, without warning, failed. the first time, while driving along us1 after dark, all lights - headlights, tail lights, and dashboard light - went off!! there were no street lights and cars could not see us from behind and we could not see where we were going! we were terrified. our lives were at stake as we anxiously and extremely slowly made our way home. the repair was outrageously costly. and, of course, we were restricted to driving only in sunny daylight hours as lights are required when raining. now, this has happened again. the car has been taken to the local ford dealer. however, although the part has been ordered for over 10 days, there is no word as to when it will be available and we are about to take a four-day trip! we have contacted the ford motor co. about this problem, both by phone and by email, and all they can say is that it needs to be fixed. excuse me! this is a life and death issue!!! we could have been killed on the highway due to a faulty lcm! in all our years we have never had this happen with any other car. we have read in several blogs that there are defective modules being used - yes, from ford motor co.! does there need to be a highway death due to this defect before ford will acknowledge this problem and replace this part at their expense?? *tr

 While driving after dark the headlights and dashboard lights went dark. while attempting to restore the lights, they came back on. within ten miles, this event occurred two more times. i went to my local mercury dealer who told me that the module that controlled the headlights and dashboard lights was not available. he also told me that his ordering system also showed him that there were almost 600 of these parts were on back-order. he also told me that one of the components of the module was unavailable and that there was no anticipated date when the module might be available. he also told me that 2005 was the only model year that this part would fit and that the 2004 or 2006 similar parts would not work in the 2005 model year. he also told me that if the part were available that it would cost almost $600 dollars not installed. this part also fits the 2005 ford crown victoria but no other makes or models. this leads me to believe that ford re-engineered this model for the 2005 model and discovered that it was a faulty design and redesigned it for the 2006 model and failed to report the problem to anyone. they have used up all of whatever inventory of these parts they ever manufactured and appear to have no plans to make any more. i have shopped most of florida's junk yards and have not been able to locate any 2005 mercury or ford cars from which to obtain a used part. before daylight this morning while driving my wife to the doctor, the headlights and dash lights went out once again and came back on after about a mile. this is a serious safety issue. i believe that your agency should not only require ford to develop an immediate fix for this problem, but should require ford to supply this part at no cost to the affected owners since it is pretty clear that they were aware of the problem and tried to hide it from the public and the government. *tr

 At approximately 11:00 pm on 3/24/12, i suddenly lost my headlights as i was driving south through north carolina on interstate-95. i pulled into a rest area, and after a few minutes, my headlights came back on when i restarted the car. i drove for a few more hours without further incident. at approximately 8:00 pm on 3/25/12, i lost my headlights again while driving through florida. fortunately, i was only a few miles away from my motel when the incident occurred. the next morning, 3/26/12, i took my car to an independently-owned garage, and the mechanic diagnosed the problem as a defective light control module. he was able to obtain a new module from a nearby ford dealership and successfully install the module into my car. there is no question the light control module was defective because the mechanic was unable to restore my headlights by first trying to replace the headlight switch or the headlight dimmer switch. what's more, he was unable to get the defective light control module to respond to an external computer command. the repair cost $816.77. i was concerned that i suddenly lost my headlights while driving on a busy interstate highway, but even more concerned when i heard a parts specialist at the ford dealership that provided my new replacement light control module claim his dealership was replacing an average of three of these modules weekly on ford crown victoria patrol cars being driven by local police. the idea of policeman losing their healights during high speed pursuits at night made me very concerned. my concern was heightened when i started investigating the matter on the internet and read many stories similar to mine. a number of these stories suggested that ford has known about these defective light control modules for quite some time and that a recall has long been in order. thank you for your attention to this serious matter.

 Lighting control module relay intermitten: after reading other peoples incident reports i thank god for getting my family through our involvement with this head light failure situation. we were out of town and got into our car and no headlights! this is a problem that needs to be concidered a high priority risk but unfortunately not until a major death related situation will get this resolved. but with the head lights being in the front of the car and a crash will destroy the evidence. i write this so my family and lawyers will be in the loop about this situation. thank you ford for taking this seriously. knowing this i sure hope when i sell my ford murcury that i am not held liable with the manufacturer. we are still coping with the issue. we try to get off the roads by dark.

 I was driving down the raod at 70 mph and the headlights blinked off, all the lites went off, headlites, tailites, all. i turned the headlite switch on and off and nothing. i slowed and down and began to pull of the interstate and the lites blinked back on again. this occurred 3 more times on the way into work. i notified ford, no assistance and the dealer replaced the lighting control module, stated they had seen a few of them. i saw a chrysler had a problem and thought i should report mine. i notified ford this was a safety item and they should issue a recall.

 While driving my car at in the very early morning both headlights failed on a curvy downhill road. i switched the headlight switch from the automatic position to the manual on position, but the headlights did not come back on. i pushed the high beam switch forward to the high beam postion but this failed to turn on the high beams. i pulled the the high beam switch back to the high beam flash position which did illuminate the high beams. i held the switch back in this position (to the displeasure of approaching drivers) until i found a safe place to pull over. i cycled the headlight switch numerous times with no effect. the light did finally come back on their own for a short time, but them went off again. this happened several times unti they finally did some back on for a lengthly period of time. the next day the same situation occured. at all times the other lights (dash, parking, etc) continued to operate. very dangerous.

 While driving at night, my wife put on the left turn signal and the headlights immediately failed, creating a dangerous situation. she frantically fiddled with various light controls until finally discovering that by manually holding the flash to pass high beam lever, it brought the headlights on allowing her to make it home. the headlights were checked by the ford dealer on august 5, 2011. tests revealed no cause but the mechanic suspected the light control module. he advised further driving, which i did that same evening only to experience repeated headlight failure when using either turn signal or activating the high beams. then i discovered a number of internet postings in which drivers experienced the same problem with grand marquis' or ford crown victorias made in the 2000's. then i found a website which stated that the original light control module had a major problem involving a bad circuit that is the definitive cause of the problem. the local ford dealer acknowledged awareness of the problem (even citing several crown victoria police interceptors that required lcm replacement), but because ford has not issued a recall, they wanted over $1,000 for diagnosis, part, and labor. a website also noted that ford recently completely revised the lcm with an internal redesign by ford engineers so that the new lcms will never fail. the website also noted that some dealers continue to sell the old defective lcm which will only fail again. my opinion: besides not wanting to pay an exhorbitant amount to replace one component of a vehicle's light system, it appears ford is fully aware of a potentially deadly defect affecting many thousands of grand marquis' and crown victorias currently in use, but has not issued a recall. this potentially deadly defect must be addressed! it is entirely possible fatal accidents have already occurred but were misattributed.

 Lighting control module failed. fortunately, i was not driving in traffic or on the freeway as many of the complaints i found on the internet. this is a serious defect and a recall should be issued as this issue occurs normally between 50,000 and 100,000 miles. the problem is so large that junk yard operators told me that all the wrecked 2005 models have been stripped of this item. this is the first complaint i have ever registered because it is such a serious safety issue and must be addressed before traffic deaths occur or have occurred. thank you for your prompt assistance in the crucial matter. p.s. a ford dealer told me they sell many of these items and are aware of the problem.

 I own a 2005 mercury grand marquis, while driving, the headlights will go out without warning. all other outside lights stay on and passing lights work.i have researched this and found all sources say it is a failed lcm, light control module. i have not found a safety recall for this problem, but have found several complaints. of all the complaints on this particular vehicle, failed headlights is number one. this should be a safety recall. owners should not be required to pay to have a safety issue like this repaired. i have contacted ford and mercury dealers concerning this, and have been told there are no recalls on this vehicle. this problem keeps happening more often and makes it nearly impossible to drive the car at night. you can use the passing lights, but that is very dangerous, because it blinds other drivers.

 Was driving on frreway at night when lights turned off pulled over on side of the freeway switch the lights on off for about 3 min then they turned on. since then it has been a very life threatning situation when driving at night lights turn off more freaquenty ready to sue ford for not takeing responsobility and issuing a national recall for this deffect. i was told by a close friend that works for a mercury dealer that it is the lighting control module and that all police vehicles with this problem had them replaced.

 The headlights will turn off intermittantly. always at night. this happens when the light switch is in the auto and manual positions. when the lights turn off , putting the light switch to either auto or manual on, does not turn the headlights back on. only, after waiting for 20, 30, 40 or more seconds will the lights come on when operating the light switch. the has happened when the car is parked and while driving (city streets, freeway). this cycle of turning off and on has occurred when getting onto a freeway and repeats at intervals for 30 minutes or more. the problem was only observed by the ford dealer technician when he could drive the auto home at night for two consecitive nights. it was determined that a lighting control module was at fault. the part number is 5w7z-13c788-ac. the old part is not available.

 We have a 2005 mercury grand marquis with automatic headlamps. while driving on sep 18,2010 in the evening i noticed dash light were on but it did not appear to have headlamps on. i tried manual switching and still no headlights. i was able to continue home when i found out high beams worked. 1 st trip to dealer was possible loose pin. lost headlights on the way home from dealer. brought car back and headlights started working again. dealer just called and said headlight module was bad and has to be replaced. one week wait because dealer said it is unusual. checked on line and found a couple of hundred complaints of same exact problem and remedy. $750.00 plus. could have been disastrous later in evening on the interstate at 70 mph. i am requesting old part from dealer thank you

 8/27/10 chicago-illinois 2005 grand marquis - headlights go off when driving. you hear a click and sometimes they come back on and sometimes they don't. extremely dangerous to be driving down the road in the dark and to have your headlights go out. the ford dealership advised me that it was the lighting control module that was bad. they charged me $143.75 to tell me this, then they wanted another $930.00 to replace it. even though i have an extended warranty, i was advised that this particular module is not covered. i am now only driving this vehicle in the day time.

 On the evening march 18,2010 i started my car..it was dark. i proceeded for about 1/2 mile at which time i entered the enterstate i87.ii was driiviing for 5-10 minutes when all of a sudden the headlightsi went out.i was in the middle lane,with cars passing on both sides. i managed to slow down and move to the shoulder.scary wasn't the word. i tried turning the headlight switch off/on.nothing happened while ii was working the switch, the lights came on..lights on, i started driving. within 10 miles, the same thing happened. the lights went out. on off for the next 20 miles..home>>>>ii figured out that i could have lights if i held the flaser bar on bright. oncoming traffic didn',t like the brights, but i had lights..temporary.. so the problem continues when driving in the dark. there seems to be no pattern..the lights will go out..then, hold the flasher bar for lights..i went on the internet and found 100's of other s with the similar problem. i called ford and they are not doing nothing. what a serious incident looking to happen ...

 Information redacted pursuant to the freedom of information act (foia), 5 u.s.c. 552(b)(6) i would like to report a serious safety issue with my 2005 mercury marquis. the headlights go off after a few minutes. they will not come back on for at least 30 minutes. this is when the light switch is turned on. the other lights stay on (parking and taillights), but the headlights go off. i did a google search on this situation today, and learned that this is occurring on several year models of mercury grand marquis and ford victorias. the problem is described on the internet as a faulty circuit board in the lcm (light control module). i took my mercury to a ford/mercury dealer today for a diagnostic test, which confirmed: diag pin test isolated to erratic relay internal to lcm modu to replace this part, i was quoted almost $800 by the dealer, installed (part price is $511). i called ford/mercury customer service today, 800-241-3673, and learned that there have been no recalls (tel. call ref. [xxx]). the ford representative gave me your website. this is a very serious problem, to be driving and have headlights suddenly go off, and remain off. it started approximately feb. 15 and continues to present. *tr

 While driving the headlights go off without warning and will not come back on. this happens every time the vehicle is driven. according to what i have researched on the internet there are thousands of people with the same problem. if you replace the defective part, the replacement parts goes bad as well. these parts are very expensive and ford is aware of the problem . i contacted them but they will do nothing about it. this is a major safety issue when driving on the highways and interstates. it has even happened on the police vehicles. evidently you have already investigated this problem and closed your investigation. i hope people don't have to die before something is done to protect consumers. i wouldn't want that on my conscience. maybe you should consider reopening this investigation. i am not sure everyone has reported this problem. *tr
