 In a letter dated august 30, 2012, the north carolina consumers council (nccc) petitioned the national highway traffic safety administration (nhtsa) to initiate a defect investigation of alleged electronic throttle body failures resulting in engine stall or surge while driving in model year (my) 2005 through 2012 ford escape vehicles.on october 2, 2012 the office of defects investigation (odi) opened a defect petition dp12-006 to evaluate whether to grant or deny the petition. the petition is hereby granted on certain model years.the nccc letter cites two complaints of stall while driving in my 2009 ford escape vehicles that were diagnosed as failed throttle bodies with diagnostic trouble codes (dtc) p2111, throttle body stuck open, and p2112, throttle body stuck closed. the petitioner indicates that the owners of both vehicles reported experiencing repeated incidents of stalling and engine surging.according to ford, escape non-hybrid vehicles are equipped with electronic throttle body (etb) assemblies beginning with my 2009.vehicles manufactured between june 22, 2009 and october 15, 2009 may contain contaminated printed circuit boards (pcb) with plating variations. plating variations could lead to a lack of continuity in the throttle position sensor circuit where p2111 and/or other dtcs would be generated and stored.ford and its electronic throttle body supplier, delphi, modified the pcb manufacturing process and issued a technical service bulletin (tsb) 09-23-5.vehicles produced after october 15, 2009 incorporated etbs manufactured with a pcb process that resolved this condition.odi's analysis identified a total of 123 unique reports indicating allegations of reduced motive power or vehicle stall.depending on the condition of throttle control system malfunction, a driver may experience varying levels of reduced engine performance associated with three limp home modes.in two limp modes, reduced engine performance may maintain vehicle speeds above 20mph while the third is a limited limp home mode with engine speeds limited to approximately 900 rpm. allegations of stall appear to be related to the limited limp home mode.vehicles are not likely to unexpectedly stall as a result of this condition, but drivers may characterize the reduced functionality as a stall, even though their vehicle may still has motive capability.allegations of vehicle surge appear to be related to limp home mode operation.complaints alleging surge are most likely related to engine rpm fluctuations at low vehicle speeds or idle as the control system engages to prevent engine stall.in limited limp mode, rough-idle conditions may exist while the control system attempts to modulate engine rpms once the vehicle reaches a reduced speed to maintain approximately 900 rpm.separately, odi received 59 complaints alleging incidents of engine stall while driving in model year (my) 2010-2011 ford fusion vehicles.approximately 60 percent (36) of the incidents occurred at speeds of 40 miles per hour or more.eighty percent of complaints (47) were received beginning march 2012 and 14 complaints reported that the throttle body was replaced or dtcs associated with limp home modes. additionally, ford issued tsb 10-21-6 addressing dtcs associated with idle speed drops and limited limp home mode.the complaints show an apparent increasing trend.a preliminary evaluation has been opened to assess the scope, frequency and potential safety consequences associated with the alleged defect.see additional information for the voqs associated with the opening of this investigation.

 While operating the vehicle under normal conditions the vehicle would stall out and lose power resulting in rapid decrease in speed and create unsafe driving situations. car would still be running but pressing the gas would not result in acceleration. turning vehicle off and restarting again would sometimes remedy problem but problem increased in frequency and severity, even happening to my wife while driving the vehicle on the highway at speeds in excess of 60+ mph traveling through bridge/tunnel system in local area.

 Purchased this car used in july 2012. is a 2010 and had low miles on it. dealer claimed vehicle was a lease and was turned in. after driving the car several days, it stalled at stop sign, no engine light appeared. after re-starting, it drove fine. several weeks later, vehicle again stalled at stop sign. no engine light. vehicle was brought to dealer where the throttle body was replaced. several days later, vehicle again stalled at stop light. this has been going on for over 9 months. it may not stall for several weeks. dealer kept the car for one week, with a mechanic driving it as it was hooked up to portable diagnostic machine. it never stalled, nor did it show any engine lights. dealer claims they cannot fix it if they do not see any indicators on diagnostic machine. it is no longer under warranty and if i want to continue to pursue this, i have to pay for each trip. certainly, someone must have an idea of what is causing this as this seems to be a safety issue. i am expecting to be rear-ended any time now.

 Tl- the contact owns a 2010 mercury milan. the contact stated that while driving 20 mph, the vehicle stalled without warning. the contact pulled the vehicle over and restarted. the vehicle was taken to the dealer for inspection and they stated that throttle body needed to be replaced. the vehicle was not repaired. the manufacturer was made aware of the failure who did not offer any assistance since the vehicle was not included in any recalls and referred him to nhtsa. the failure mileage was 55,000. the vin was unavailable. pmb

 2010 mercury milan engine suddenly died on an urban interstate with similar symptoms of running out of fuel, and has died multiple times since. wrench light illuminated as engine died, but no check engine light or codes appear for diagnosis. must shut off engine, then able to restart engine. engine dies randomly and is not affected by moisture, temp, or time driven. condition is hazardous anytime acceleration and control are critical. website entries indicate this is a widespread problem. took into ford dealer once for diagnosis and dealer replaced air filter, did not fix problem. throttle body suspected culprit, but no diagnostic codes appear. *tr

 I would like to know why nobody has done anything about this throttle body problem. if you look online and you will see how many complaints there are about the same problem. i would like this to be on the recall list so all of the ones that own this car will not have to pay anywhere from 300-500 to get it fixed. this is a safety problem i was driving on i295 going about 6mph and i lost all throttle control , i'm in the far left lane and had no where to go so i'm coasting to the right shoulder and all most got hit 4 times. i would say this is a really important safety problem. i read about 35 of the same problems online and i haven't seen anyone from your company or ford comment on this are they waiting for someone to get killed before anything gets done to fix this. i will be calling monday morning to see what you or ford will do about this problem if nothin is done i will contact a lawyer and the news media. we were almost killed and something needs to get done at fords cost not the people who thought they had a safe car. *tr

 The problem started almost a year ago but did not seem to occur all the time. from take off, the car would stall and then re-engage with gusto. up until the other day the car lost all power but was idling. i was able to move to the shoulder of the roadway, attempted to listen to what i heard and thought it was a bad gas issue and noticed the wrench and engine lights were on. i turned the vehicle off and then restarted to have full gas pedal response but the engine light stayed on. i proceeded down the road to the interstate but decided to get some fuel (3/8 of a tank existed) and some fuel additive. the car stopped and started without avail, as i entered the interstate 30 ramp the vehicle lost all power again. i pulled to the shoulder and repeated the previous restart. i called landers ford in benton, ar and told them the issue and would be bringing the car into the facility. not wanting to get back onto the interstate and possibly causing a wreck or traffic blockage, i drove using the outer road, the issue occurred at least twice while en-route. this is a continuing problem as my google search revealed and could be a major highway safety issue for someone living within the major areas of america. i have contacted ford, the attorney general, and the bbb. the electronic throttle body is not something that should need replacement with newer vehicles and must be a known issue because it is listed as not covered under the vehicle warranty! *tr

 I was driving down the interstate a couple of weekends ago and all of a sudden my cruise control shut off and i had no throttle response. i pulled over and the engine sputtered very badly. after turning the engine on and off, i made it to my destination. when i was coming back on sunday, this preceded to happen two more times to me. once when i was in the middle lane of a heavy traffic location. i couldn't accelerate or do anything besides break and avoid an accident, which was very close. i am lucky that no one got hurt but it became very evident that there was something wrong with the throttle in this car. after researching it more, i starting reading some of these same complaints, and the ford mechanic i took it to even said this isn't the first or even the second time he has heard of this failing on the 2010 milan. he claimed that was due to the electronic throttle bottle and believed it was from a defective unit on most units (good to know the problem except it wasn't covered under warranty, not recalled, and cost me $500). after hearing this, there is no way that this can not be recalled and fixed on every milan that has this same unit with the same serial number. i don't know if any accidents have occurred directly from this problem but i was close to one that definitely would have cost some people some lives. i am sure if this is a defective unit it will definitely cause one soon. *tr

 I was first in line at a red light on a 2-lane highway. when the light turned green, i accelerated and halfway through the intersection the car lurched and lost power. the car didn't die but there was no response in the gas pedal and a wrench symbol appeared in the dash. i made it through the intersection and to the shoulder at idle speed (with a line of cars behind me). i put the car in park and turned it off for a minute. it restarted ok, the wrench was gone and the car ran fine. i considered it a fluke until a week later when the same thing happened, except that i was traveling at 70 mph in the inside lane of the same highway. luckily there was room to change lanes while decelerating and i pulled to the shoulder. again, it restarted fine after i turned it off, and the wrench was gone. i took the car for service at a ford dealer because losing power in traffic is a very dangerous situation and who knows when and where it might happen again. the tech found a problem with the throttle body and replaced it at a cost of about $350 parts/labor. of course, we are just outside of the warranty period at 41,000 miles.

 2.car (hybrid) loses power. this is the only occurrence. the car was started and driven down hill to an intersection. when turning right the car suddenly and without any warning lost power. several attempts to accelerate failed and the car came to a stop. i looked at the dash and the hev screen. i saw that the battery was fully charged (maximum limit), wrench waring lamp was on and the hev screen showed only the electric motor was on (hi lighted). i turned the ignition key off then on, and the car returned to normal operation. at this point the hev screen showed the engine, motor and battery hi lighted. should this happen while entering a freeway, a serious accident could have occurred.
