Defect SummaryOn certain minivans, the driver's air bag may become disabled due to a failure of the clockspring, which is located in the hub of the steering wheel.
Consequence SummaryThis condition will manifest itself through illumination of the air bag warning lamp, and could eventually result in a driver's air bag open circuit, if the part is not replaced in a reasonable amount of time.
Corrective SummaryDealers will replace the clockspring assembly on all covered vehicles with 70,000 miles or less. for those vehicles with more than 70,000 miles, daimlerchrysler will offer an extended lifetime warranty under which it will replace the clockspring at no charge if it fails. daimlerchrysler will also reimburse owners who have paid to have the clockspring replaced on their vehicles. the recall began on october 12, 2004. owners should contact daimlerchrysler at 1-800-853-1403.

 The driver air bag clockspring can develop an open-circuit condition resulting in nonfunctional driver-side frontal air bag, horn, cruise control (if equipped), and/or steering wheel radio control (if equipped).in its october 5, 2004 letter to nhtsa, daimlerchrysler stated that it will conduct a safety recall and replace the clockspring assembly on all my 1998.5-2000 daimlerchrysler minivans, built between march 1998 and august 2000, with 70,000 miles or less.it will also provide a lifetime warranty for this component on my 1998.5-2000 minivans, regardless of mileage.the details of the corrective action are described in daimlerchrysler's letter (see recall no. 04v-480).the agency believes that further expenditure of agency resources does not appear to be warranted.the closing of this investigation does not constitute a finding by nhtsa that no safety-related defect exists with respect to those vehicles covered only by the lifetime warranty.the agency will take further action if warranted by the circumstances.see page 2 for additional information.

 Air bag light stays on and has since first purchased, horn has not worked for about 8 months, cruise control quit working 3 months ago. reading other complaints it appears there was a recall stating the problem is with the column clock spring. if i could receive a recall for the manufacturer to just provide a replacement column clock spring my nephew would place it on the van.

 Tl-the contact owns a 1999 plymouth grand voyager. while driving at approximately 10 mph the air bag service light illuminated on the dashboard briefly before turning off. this failure recurred intermittently. the contact received a recall notice associated with nhtsa campaign id number 955344 and took the vehicle to an authorized dealer where she was informed they could not service the vehicle because it was out of warranty. the failure continues to recur and the air bag service light remains illuminated at all times. the contact also stated that the horn does not operate and she was involved in an accident when the vehicle was originally purchased in which the air bags did not deploy. the failure mileage was unknown and the current mileage was 125,000. sm.

 The consumer received a recall notice # 04v480000. the consumer took the vehicle to get it serviced. when leaving the dealer, she noticed the airbag light was still on. the dealer could not determine the problem and told her to schedule an appointment. the dealer told the consumer the inspection would be free of charge. but when scheduling the appointment, she was told that it would be a fee. *jb

 Driving home from minnesota to tennessee the horn and cruise contol stopped responding (clockspring failed) without a horn the vehicle will not allow the driver to alert others to avoid accidents. vehicle has been parked until i can afford repairs. *ak

 Please note an error on my part entering data into odi #10073098: in the description, replace /pwr. steering failure with cruise control failure. i incorrectly typed 'pwr. steering' in probably because i was so enraged that i had to pay the dealer one day's pay to fix their (christler's) problem that is an obvious defect and should not be my responsibility. is the $240.00 i paid to them the penalty the average consumer must pay to account for their engineering defects and ignorance? or is the real penalty the potential loss of my or one of my family member's lives for driving defective junk? . *ak

 (1) normal operation of vehicle led to failure(s) [ i count each time the airbag light comes on when it is not supposed to as a separate failure-my count is approximate]. (2) the clock spring assembly in my minivan operates intermittently and thus my airbag (so i'm told) and horn also operate intermittently. i've had some close calls becase the horn does not work; thankfully i've not needed the airbag to deploy. (3) i learned today, to the cost of a diagnostic charge, that the dealer and manufacturer are unwilling to repair under recall b24 as my chrysler voyager is a 1999 model. *ak

 Airbag light constant illumination, along with horn/pwr. steering failure. this is the same defect that was recalled in earlier year models (plymouth grand voyager) through 1998, however mine is a 1999 and although exhibets same failure/defect, is not covered. this is reported to be a defect related to an open circuit clockspring. see also nhtsa action # rq04001, odi investigation ea01-007, safety recall # 02v-293, technical service bulletin # 0801102, and technical svce. bulletin #0801001, there has not yet been an accident or incident, however it is unacceptable that such a defect exists and that the manufacturer is aware of it, however will not do anything about it. this is clearly a major safety defect and is not the fault of the operator, nor is it a maintenance issue.

 Horn started beeping by itself, then stayed on continuously. dealer said it was a defective airbag assembly. i called chrysler to complain and they agreed to pay all but $150 of the $607 bill. i don't know if this is part of the clockspring assembly problems or not. we have not noticed any problem with the airbag light or cruise control. *ak

 I recently purchased a 1999 plymouth grand voyager. immediately i noticed the airbag warning light going on and off while driving, and after searching your site, i've discovered that quite a lot of people are having the same problem. as this issue is still not a manufacturer recall yet for this year model, how do i remedy this problem? *jb

 Head gasket was found to be leaking coolant. dealership estimated 900.00 plus the cost of parts. my husband then decided to buy the kit from them for 109.00 and proceed to repair it himself. after sitting for 9 days it is almost finished. this van only has 67,000 miles. the clock spring was also replaced earlier in the year as it stopped working causing the airbag light to stay on, the horn not to work, and the cruise control not to work.*ak

 1999 plymouth chrysler grand voyager defective clock spring. there was a recall for vans up to year 1998, but for some reason the 1999 vans haven't been recalled because of the clockspring. this may cause a malfunction of the airbag and the horn doesn't work.*ak

 Please note the following recall:inivan recall b24, clockspring / warranty extension his recall involves dodge caravan/grand caravan, plymouth voyager/grand voyager and chrysler town & country minivan's produced by daimlerchrysler from 1996 - 1998. the clockspring assembly that connects the steering wheel mounted electrical components to the electrical system, on the minivans, may lose the electrical connection to those components. this could cause the driver's airbag, horn and/or speed control system (if equipped) to be inoperative. an inoperative driver's airbag will not deploy and can result in increased injury to the driver in a frontal crash. a failed clockspring will cause the airbag warning light, on the minivan's instrument panel to illuminate intermittently while you are driving. if this occurs, contact your dealer immediately to have the airbag system inspected. if your dealer determines that the clockspring has failed, it will be replaced without charge to you. document id: nogcd123353 the problem is in the 1999 model year as well. i inquired about this with the manufacturer but was basicly told too bad i find it hard to belive that the exact same problem found in a 1998 model could not exist in a 1999 model.*ak

 This is my third attempt at getting this matter reported! i have called twice before (around 7/17 and again around 8/7) but have yet to receive the form(s) i need to sign! according to your site my report is the first step in getting this very definite safety related defect fixed. i have no air bags that work, as far as i know, no horn (definitely), and no cruise control. i know it is probably the clockspring, but cannot afford to have it fixed!*ak

 Consumer states that the airbag light came on and stayed on all day. consumer had the vehicle diagnosed by a dealership and they had to replace the clock springs in the air bags, if springs were not replaced it would of caused the air bag to malfunction.*jb

 The air bag light lit up, and shortly afterwards, the cruise control and horn stopped working. the dealer advisor called me and said that the clock spring would have to be replaced. a couple hours later, he called me and informed me that the wires in the airbag had overheated and the entire air bag assembly would now have to be replaced. the company reimbursed me last month for the clock spring, which they said was recalled. however, i feel that i should also be reimbursed for the airbag assembly, since it was connected to the clockspring. this is a major safety issue that has affected many other consumers with this same vehicle. the dealer advisor gave us the clock spring as we requested, but said that they could not give us the air bag, since it needed to be sent to chrysler for failure analysis.*ak

 My vehicle has the same issue noted in recall#02v293000 which is the clock spring failure causing the air bag light to remain illuminated, the horn/air bag and cruise control to be unoperable. the chrysler dealer will not fix under warranty as the recall is for plymouth grand voyager up to model year 1998. i do not understand why the recall does not extend to the 1999 models as the same issue is apparent as reported by several consumers on this site and i'm sure it has not been reported by even more. i consider this a serious safety issue that should be taken seriously by chrysler and recalled regardless of year/mileage.*ak

 1999 plymouth grand voyager se - airbag light came on at 72000 miles. i found that daimler-chrysler had a safety recall on 1996-1998 plymouth vans because the clockspring was not installed properly in the steering column. causing the airbag to become inoperable, the horn and cruise control to also stop working. i found on a plymouth forum that many other 1999 van owners have had the same problems. when i called chrysler, they said the recall did not cover the 1999 van and that they would not extend the safety recall. *la

 My wife and i own a 1999 plymouth voyager minivan. we have had several failures that cause us concern about the manufacturer's quality control during production of this vehicle. most recently, the airbag warning light began to come on for no apparent reason while we were driving normally. most of the time, it would go back off, but sometimes it would stay on until the vehicle ignition was turned off. on april 27, 2004, we had to have the clockspring replaced on this vehicle to correct this problem. the cost of this repair was $180.96. the person in the service department in the chrysler dealership that performed the repair told me that this part has failed on many of these type minivans. given the large number of failures of this part, it is my opinion that it should have been replaced under an extended warranty by the manufacturer.

 I have a 1999 plymouth grand voyager that is experiencing a problem with the clockswitch (horn, cruise control not working, airbag light on). i called the recall line with chrysler and they said my van was not covered on the recall. only 1996-1998. i noticed when the investigation was taking place all vehicles from 1996-2000 were being looked at. i think chrysler should fix the problem with my clockswitch for free because this is a safety defect. *ak
