 Pe05-041 was opened on july, 26, 2005, based on 136 consumer complaints to odi alleging throttle control malfunctions in the subject vehicles.odi has now received 591 complaints of etm failures which allege symptoms with potential safety related consequences.these include allegations of engine stall, vehicle surging forward without accelerator input, vehicle hesitation upon acceleration and sudden and unexpected transition into reduced performance operation (limp mode).volvo submitted over 2,900 complaints concerning the etm in the subject vehicles during pe05-041.odi's preliminary analysis of a sample the volvo complaints identified approximately 55 percent with one or more of the symptoms described above.odi is continuing its assessment of the information contained in the volvo complaints. in november 2005, to resolve an investigation by the california air resources board, volvo announced that it would extend the warranty coverage to 10 years / 200,000 miles for the etm in approximately 356,000 model year 1999 through 2002 passenger cars sold in the united states and canada.under volvo's policy, vehicles that experience etm failures will receive a variety of repairs including etm cleaning, reprogramming the engine control module and/or replacement of the etm. this investigation has been upgraded to an engineering analysis (ea05-021) to continue to assess the safety consequences of etm failures in the subject vehicles.

 2001 volvo s60. attorney writes on behalf of consumer in regards to problems with vehicle as described in nhtsa action number pe05-041*tgw the vehicle was taken to the dealer regarding the recall. however, the vehicle was not exhibiting the characteristics at the time. the dealer claimed their diagnostic test did not indicate anything wrong with the etm, but there could have been something wrong with an outside temperature sensor, which they suggested might be a part of the problem. the consumer was charged $103 for the diagnostic test, and they indicated it would cost $270 to replace the sensor. the consumer declined the repairs. the consumer took the vehicle to a repair facility and they replaced both temperature sensors. following the replacement of the sensors, the technician reported the vehicle exhibited symptoms of surging, idle fluctuating and loss of power. clearly, the sensors were not the problem. the consumer is seeking reimbursement for the diagnostic test.*jb

 2001 volvo s60 - gas leak from above the fuel tank. strong gas odor, discovered fuel dripping down side of tank under vehicle on passenger's side. drove for at least 2 weeks or more before i figured out it was my car that creating that gas smell at lights (only noticed when window was down). until vehicle began leaking a lot of gas and odor was over powering. was told volvo's extended warranty would not cover the defective fuel pump because the extended warranty was only for 10 years or 150,000 miles. had vehicle repaired at my expense. one day after repair an even worse gas leak appeared under vehicle on driver's side above rear gas tank. not resolved as of date of complaint. puddle of gas under vehicle. gas odor strong really afraid to drive it back to the mechanic. additional complaint: intermittent lurching or surging of same volvo s60 at low speeds shortly after starting. it lunges forward and then pulls back with no depressing of accelerator. it is a manual transmission so the lurching is very alarming considering no additional depression of the accelerator is happening when it randomly lunges forward. usually stops lunging after 10 minutes of driving. *tr

 While stopping at a traffic light, i noticed all the warning lights on the lower right side of the instrument panel came on and immediately went off, no other indications. while waiting at the light, everything appeared normal. when the light changed to green, i pushed on the gas pedal to pull away and nothing happened. the car would not accelerate at all. no lights were on. i pushed to gas pedal to the floor and back up and then half way down, absolutely nothing worked. it would not go any faster than idle. no increase in rpm's at all, no matter what position the gas pedal was in. i'm in the fast lane at rush hour and could only go about 4 miles per hour. i managed to work my way over the side of the road and pull into a parking lot. i stopped and put the car into park. i heard a click as if a relay was reset. i then put the car into reverse and it seemed to work. i put it in drive again and everything appeared to work okay after that. i took it to turner volvo, here in sacramento, ca and they said they couldn't duplicate the problem and there weren't any codes in the computer so there was nothing they could do. this was an extremely dangerous situation and could have caused a very serious accident, made worse by the fact that my 5 year old niece was with me at the time this happened. we could have been killed and turner volvo says there's nothing they can do. well turner, thanks for nothing and for taking our lives so lightly. maybe someday a member of your family will be involved in an accident caused by this problem and then we'll see what you think. this is an ongoing problem with volvo's and needs to be taking care of by the manufacturer not the people who trusted you enough to buy your cars. *tr

 I own a volvo s60 and have experienced an electronic throttle module failure. as the volvo dealer has told me. oh yeah, we keep those in stock. manufacturing flaw. they are burning out like crazy. the repair is going to cost me $900 usd and i am absolutely livid. some research has yielded that an excess of 200,000 vehicles could be affected and so far tens of thousands have been diagnosed and cleaned, or replaced. my vehicle has received the software upgrade 'recall', but clearly to no avail. my car has only 60,000 miles on it and has to have a faulty manufactured part replaced. i bought volvo for the reliability and service and thus far, have received neither. this is a serious problem that results in excessive and sudden stalling in traffic, open road, and parked conditions. as a direct result of this defect, i was almost sandwiched and no doubt would have been seriously injured, if not killed, by two tractor trailers on a merge on route 295. i'm afraid that volvo and the us government is awaiting fatalities or ford's sale to a foreign competitor (bmw) before issuing the recall. this is dirty pool and i am requesting this association to make a once good company remember their roots in safety and responsibility. thank you for your time. *tr

 I have approximately 80,000 miles on my vehicle and on intermittent occasions i had experienced problems with idle fluctuation and slight erratic acceleration and power behavior. on another occasion i was entering the freeway and as i accelerated into position on the freeway the car felt slow to respond and sluggish, then i received an urgent engine service required message on my dash display. as soon i had the chance i pulled over to check engine vitals, oil, coolant etc, everything was good and i hadn't noticed any serious drivability issues but reluctant to travel at highway speeds on the freeway. i inquired with the volvo dealer at my next service which coincided with this most recent issue. it was explained to me that the fault code indicated problems with the electronic throttle module/system (etm/ets), and that i could either have it cleaned which would be a temporary fix, or replaced which would cost over $1000.00. the service rep checked to see if there were any recalls for my vehicle and there were none that applied to my vehicle and as far as technical service bulletins were concerned there were two that applied but even though, my vehicle still would not qualify under any extended warranty because my vehicle was purchased in europe and shipped it back to the u.s. what is that? i thought all volvo's inevitably come from the same place. what sets my vehicle apart from any other, its still u.s. spec and its still a volvo and we are all experiencing the same problems it appears. after doing some research on the internet, i have learned that this is a common problem effecting several model vehicles ranging from years 1999-2002 and is a potentially life-threatening problem under certain circumstances and which volvo has refused to recognize and refuses to issue a recall on the problem part that is not mechanical and in my opinion does not qualify as normal wear and tear. *jb

 At 53,000 miles (february 2006) my check engine light, service transmission light and urgent service warning lights came on at the same time. however, i was i not experiencing any noticeable drivability issues. (with the exception of some slightly rough gear shifting - but i didn't think much of it). the dealer told me that the fault code was related to my transmission and that i need a software upgrade to my tcm (transmission control module). if the fault code returned after the upgrade, my transmission would have to be replaced. and that most likely (99.9%) the software upgrade would correct the problem. in addition, i had to pay $340 for the software upgrade because i was 6 months / 3,000 miles out of warranty and software issues where not covered by the extended warranty (3rd party - easycare -[via ford]). a few weeks later (3/5/06), the check engine comes on again and the drivability deteriorates rapidly on my trip home from work. high rpm's - little power - abrupt shifting. fortunately, i was close to home (within 1 mile). it felt like the transmission fell apart. i brought it to the dealer (3/8/06), after two days of 'testing', i'm told the etm was replaced at no charge and to come pick up the car. i picked it up and could not leave the dealer driveway. they apologized profusely and said the etm was replaced but noticed that there is still a problem. after a few days of troubleshooting by the dealer, i was informed that the car needed a new transmission (and i had to pay an additional $200 for extended warranty co-pay). *nm

 Dt*: the contact stated while trying to accelerate to highway speeds, the vehicle stalled three times. the vehicle was traveling 30-40 mph each time. the vehicle was pulled over; the battery was disconnected, and then reconnected. the vehicle restarted after the computer reset. also, the vehicle would accelerate when the accelerator pedal had been released. the vehicle was taken to the dealership and the ecm module was replaced. there have been no further problems.

 Speed control problem. my 2001 volvo s60 lost power last night, while i was in the fast lane driving 70 mph on interstate 5! i rapidly lost speed and by some miracle was able to weave through traffic to the roadside. the engine continued to run but it was as if the gas pedal was not connected to the engine. i managed to proceed at fast idle speed to an off ramp and found a parking lot, where i shut off the engine. i contacted the company i bought the car from and they suggested that i try to re-start the engine, which i did and the problem had corrected itself. i have scheduled my volvo for service. the irony is that my wife has a 2001 volvo xc station wagon and the same problem occurred with her vehicle last september. the volvo dealer corrected the problem by replacing an ecm and re-programming it. the problem with her volvo xc hasn't re-occurred. the real concern is that in both instances, we were traveling on an interstate freeway at high speed when the problem occurred and only by pure luck didn't cause an accident!!*jb

 2001 volvo s60 2.4t with 88,000 miles and record of regular maintenance began sputter and show a performance reduced message, causing the engine to stop accelerating and slow down to a crawl. this happened once on a major street, and then again on the interstate. both times i was able to get out of traffic quickly, thankfully preventing any potential incidents. the mechanic, who has it now, indicated the computer recognized a throttle problem, but nothing from there. various outlets mentioned a problem with the electronic throttle mechanism, that was not being publicly reported by volvo.*ak

 (1) at around 6:30am, saturday, january 7, 2006, i was driving in san francisco going downhill. once i hit the bottom of the hill, i began taking a left turn. (2) in the process of conducting my left turn, my car completely stalled and all power steering was lost. had there been parked cars on the road that morning, i would have directly hit them due to the lack of power steering as i slammed on my brakes to stop from hitting the sidewalk. immediately, the reduced performance light came on and fortunately, after 10 minutes of leaving my car in the middle of the road because it would not start, i was able to start it again and drive it back to my home. (3) i took the car to royal motors, 1525 howard street, san francisco, ca and they informed me that there had been an extended warranty associated with the etm failure. however, volvo had instructed them to first attempt to clean the etm and see if there are any failures after cleaning. i told the representative that if this happens again, i may not be in san francisco as i commute on the freeway to work in palo alto each day. they said this is the only way to have volvo pay for the etm failure. so, i simply said okay and received my car back the next day. *nm

 Throttle control module of my 2001 volvo s60 failed. the vehicle would go from a normal driving condition (road load, approx. 45 mph) to a reduced speed of a max. 20 - 25 mph. after trail and error, i learned that after 5 to 6 engine restarts, i could get the vehicle to drive normal, without the reduced power. but over time the vehicle would go back into the same reduced power mode. *jb

 Dt: the contact stated his vehicle hesitated and surged. right before the vehicle hesitated or surged it lost power. it started as an intermittent problem but is now occurring daily. the rate of speed does not seem to be a factor. however, it does often occur between 40 and 50 mph. but, it has occurred at lower speeds. the vehicle stalled twice. the first time the vehicle would not restart and was towed into the dealership. the dealer cleaned the electric control (etm), and this solved the problem for one week. the second time the vehicle stalled the contact turned the ignition off and waited twenty minutes. the vehicle immediately restarted, and he was able to drive the vehicle home. the vehicle is currently in the dealership awaiting diagnostic testing and repairs. the dealer has been in contact with the manufacturer. they are discussing replacing the etm and other procedures to fix the problem. *ak

 I was on a long trip back home on 11/29/05 when i noticed my 2001 volvo started surging after about 20 minutes of this it showed me a check engine light and a message appeared saying performance reduced . the car was basically shutting down. i was doing 75 mph at the time and had to pull over to the shoulder from the left lane 4 lanes over to the right. this was a little scary doing 75 mph. i sat on the shoulder for about 2 minutes and tried restarting the car. i seemed fine so i continued on. the same thing happened 2 more times on the trip home. the following monday 11/1/05 i brought the car to a ramsey volvo to have it looked at. they told me the etm needed to be replaced. i had them replace it. the problem i have is that it seems as if this is very common among volvo's with the etm and it is quite dangerous when they fail. if as many fail as i see on the internet i feel volvo should recall the etm and fix it.*jb

 I own a 2001 volvo s60 with a little over 18,000 miles on the vehicle. on 10-19-2005, i was stopped at an intersection waiting for the left lane turn signal. when the signal turned green, i proceeded into the intersection and noticed that my car started to lose power even though my foot was on the accelerator throttle. i applied more pressure to the accelerator throttle, but the vehicle continued to lose speed, then all of a sudden the vehicle lurched forward as if to kick in and the acceleration resumed. it was alarming, because if i had been on a freeway or had been in a situation whereby i had to pass a slow driver on a two lane highway, i could have been in some serious trouble. again, my car has very low mileage for a 2001 vehicle. i would appreciate being included in any investigation that may uncover a possible defect in the vehicle regarding this matter. thank you for your time and consideration. sincerely, terry w. morris. *nm

 I was driving on a busy highway, and making a left turn across traffic. when i depressed the gas pedal, the car could not accelerate above about five miles per hour. the computer on the car read reduced performance and i narrowly missed being in an accident as limped across the highway. the car required a new throttle, and the download of activation software. the cost for this repair was $736.56. when i had this problem, the mechanic told me of numerous past problems with the throttle on this model and a pending class action law suit against volvo. i wrote to the volvo corporation to tell them of this problem, and then learned that nhtsa was investigating this very problem. they apparently won't do anything to remedy this unless forced to. i thought it important to go on record with numerous other owners that have experienced this same defect. it sounds like a number of other people have narrowly avoided serious accidents. please take care of this so someone is not injured or killed. this problem came out of nowhere, and certainly put me in a dangerous situation. *nm

 Dt: while driving on highway the owner noticed a message came up which read performance reduced. the owner was traveling about 55-60 mph when the car lost power and wouldn't go over 30 mph . he then exit off the and the vehicle experienced a significant loss of power at a stop light. the idle was rough, and as the owner attempted to go through the light, the car wouldn't go over 10 mph. then the owner put the flashers on and exited onto to the shoulder. the owner shut the car off because he couldn't continue on the road at that low speed. the owner sat there for about a minute, and was able to make it to work only about 1/2 mile away the message was still showing. then as owner was driving the message changed to engine failure. the owner read the article about nhtsa investigation pe05041. the owner called the dealership and reported the loss of power. the owner has not had it repaired because the dealership was not aware of what could be causing the problem. an employee of a local dealership advised owner of the electronic throttle body problem. the owner has not contacted the manufacturer yet.*ak *jb

 On jan. 26, 2005, my car came to a complete stop. i restarted the car and couldn't get it to drive over 10 mph. i had it towed to the dealer at their insistence. $790.43 later, i had my throttle body replaced on my 2001 volvo s60 at my expense because it was beyond warranty. the dealer would do nothing for me since it was out of warranty. i feel that a 3 1/2 year old car should not have had this great a repair or expense. i think this is a recall item and would like to be part of your study that is now opened as of july 26th. please contact me for further information. *nm
