 Pe05-041 was opened on july, 26, 2005, based on 136 consumer complaints to odi alleging throttle control malfunctions in the subject vehicles.odi has now received 591 complaints of etm failures which allege symptoms with potential safety related consequences.these include allegations of engine stall, vehicle surging forward without accelerator input, vehicle hesitation upon acceleration and sudden and unexpected transition into reduced performance operation (limp mode).volvo submitted over 2,900 complaints concerning the etm in the subject vehicles during pe05-041.odi's preliminary analysis of a sample the volvo complaints identified approximately 55 percent with one or more of the symptoms described above.odi is continuing its assessment of the information contained in the volvo complaints. in november 2005, to resolve an investigation by the california air resources board, volvo announced that it would extend the warranty coverage to 10 years / 200,000 miles for the etm in approximately 356,000 model year 1999 through 2002 passenger cars sold in the united states and canada.under volvo's policy, vehicles that experience etm failures will receive a variety of repairs including etm cleaning, reprogramming the engine control module and/or replacement of the etm. this investigation has been upgraded to an engineering analysis (ea05-021) to continue to assess the safety consequences of etm failures in the subject vehicles.

 As i was driving home the car started running very rough and was not able to get it above 25 mph. it also started to lunge forward sporadically and it seemed like it was going to stall at any moment. i contacted volvo directly and they called it limp home mode and that's exactly what it was, horrable!!. i consider myself lucky that my children were not with me. apparently volvo recognizes the problem but are no longer fixing this ongoing problem. volvo estimated that the fix would be on the low end $900.00 up to about $1400.00. volvo is not taking anymore responsibility and now it's up to the consumer to absorb the cost. *tr

 Back in june of 2008 - on start up my 99 volvo v70 - would rough idle, rev to 4000 and would not exceed 20 mph. the idle sounded like sneakers in a dryer. i took the car to my garage and was quoted $2000.00 to replace the etm - i was told by my garage that the etm may still be under warranty. after speaking with volvo usa - i was advised that this part was under warranty and i should bring to the nearest volvo dealership. i did. boston volvo village - did a software update and after that reported no issues with the etm - they claimed cracked vacuum hoses were the problems. they replaced the hoses and return the car. the car broke down a day later - rev to 4000, rough idle, won't go over 20 mph - sneakers in washing machine sound. i brought the car back to boston volvo village - this time they told me that i had an bad accelerator pedal - which was replace cost was $225.00. the car broke down a third time - this time on a busy highway - i was able to pull off - but if not for some excellent driving by others on the road there would had been a 3 car pile up. boston volvo village towed the car back to their garage. one of their employees admitted to me that the emt was the problem - but that volvo makes it impossible to replace the etm. *tr

 I have a 99 volvo v70 t5, on july 3rd of 2006 we had the vehicle in as the etm light was on, the dealer upgraded the software of the etm at no cost, now a year later the vehicle is undrivable. it surges at low idle causing the vehicle to jump forward, it consistently stalls out and now is beginning to surge while driving down the road at any rpm. i feel that this is a extreme hazard and i am no longer able to drive the vehicle. *tr

 The idle on my car was rough, and after a mechanic failed to turn up the cause i found a reason on a volvo forum on the web. the problem was a dirty throttle butterfly valve. i cleaned it in accordance to the volvo service bulletin. five thousand miles later i am driving my car in stop and go traffic and the car starts sputtering, racing, and the engine is generally behaving poorly. i found that i could even out the idle and keep the car from stalling in traffic by keeping my right foot depressing the accelerator at all times, and using my left foot for the brake. i was not in any accidents, but almost got rear ended at least once. *nm

 I own a 99 volvo v70 wagon, purchased used. vehicle has developed drivablility problems relating to the etm, (electronic throttle module) and will suddenly stop or cut out while driving, often resulting in a very dangerous situation, especially on the highway. dealer says that this is a very common problem with this year volvo and estimates cost to repair at $800-$1200 but also notes that problem often returns because replaced parts often fail also. this is a problem that is affecting large numbers of volvo cars, and it needs to be addressed by nhtsa!*jb

 The throttle on our 1999 volvo v70 has failed. the problem was noticed by unusual throttle behavior on the freeway at 60 - 70 miles per hour. after this behavior had occurred several times over a period of months, the ets light came on indicating a throttle problem. the problem caused an unusual feeling to driving the car as if there were some resistance or impediment to the engine running properly. the ets warning light came on the date below listed as incident date, but the problem was occurring over a few month period before that date. the ets light did not stay on, but there is clearly a problem with the throttle. i took the car to the dealer, lee volvo in wellesley, ma and was told the throttle needed to be replaced. this is worrisome, because the manual says to turn the car off and back on when the ets light comes on, but the ets light will not consistently indicate a problem, when the throttle is defective as ours is. we own a 2000 volvo s70, which i understand may have the same throttle, and that you are considering a recall for volvo throttles. it is expensive to replace the throttle $1,000+, and dangerous as it is a problem which may arise at 70 miles an hour with no warning. *nm

 I've had numerous electronic problems with my volvo v70 since i bought it in 1998. the vehicle has been brought back to the volvo repair dealer for many repairs (i have organized documents of all the repair orders) clearly identified as lost of power while driving. mostly on small roads and only once on an interstate. originally started under warranty, i was told that the same problem was not covered outside of warranty when i spoke with the president of volvo north america's secretary. i have had many parts replaced trying to correct the situation including two electronic throttle control units (totaling three if you include the one that came with the car). loss of power, stalling at traffic lights, hesitation when pressing on accelerator, an other comments are all documented in the volvo repair shop repair orders. the problems continued until throughout my ownership of the car. i finally gave up and sold it june 05. the repairs that volvo did to my v70 would work for a while and then the lights would soon come back on. i'd put up with it for a while until the car started to become to dangerous to drive (hesitation) and then i'd bring it in for repair. volvo tried different solutions and told me that the computer codes indicated different repairs, but to me it was always the same symptoms. i would be glad to share the entire book of repair orders over the 7 years (and 167,000 miles) that i owned the car. again they were always done at a certified volvo dealership. *jb

 Dt: the contact stated basically the warning light was coming on in the latter part of 2003. it happened several times. he took the vehicle to the dealer, and the dealer told him that he could have it cleaned, but the warning light could still come on. he would eventually have to replaced the electronic throttle module (etm). the contact had it replaced in 2-04, and just found out about the problem with the valves. he called the dealer stating he would like his money back from volvo. because the car was not under warranty at the time he had the etm replaced, and because the mileage was 64,495, they could not reimburse him. the caller was not the original owner. *ak

 The volvo began to sporadically lose power and stall. i called the volvo dealer and made an appointment after it stalled while cornering and my wife had almost lost control of the vehicle. on 9/23/04 the vehicle was towed to volvo. they checked for codes, battery cables, fuel and ignition and battery and found nothing wrong. they replaced a relay. total cost was $173.15. the problem was still present and i had the vehicle towed back in on 11/16/04. they then diagnosed the problem as a faulty throttle unit. they replaced it and performed a software reload. the cost of that service was $ 1077.14. the vehicle has not stalled since. *nm

 Vehicle speed control. 1st failure occurred when i was driving my 9 year old daughter and 6 year old neighbor. traffic was heavy and the surge almost caused me to rear end the car in front of me. lack of power with normal acceleration which leads to more pressure to the accelerator leading to an eventual dangerous surge. very noticeable at a dead start, but does occur at different speeds. explained by dealership that etm needs replacing. replacement cost will be $800-$1200. *nm

 1999 volvo v70 wagon. mass registration 9418pg my 16 year old daughter driving with her mother in the above described 1999 volvo on rt 3 southbound between milton & marshfield massachusetts, when the ets light came on and the vehicle began to shake and stall. my wife having experienced this before instructed my daughter to pull over onto the shoulder of the road and restart the car. my wife & i paid south shore volvo of norwell massachusetts $1100 to replace this ets or etm system january of this year. we have also had spent $800. on two oxygen sensors that south shore volvo initially diagnosed as the problem. we have further spent an additional $125. on an ignition switch which has been causing all of the dashboard light to continuously light and go out, now the speedometer and mileage meter have begun to fail.. south shore volvo has refused to correct the problems, they will not even return our calls. california has filed a class action lawsuit in an attempt to get some relief for it's citizens. i am going to attempt to join theirs, would prefer some appreciate some assistance. thank you vincent p stancato. ps, 20 year volvo owner, i drive a 1991 volvo 245, used to like these cars. *nm

 I have had two 1999 volvo 70-series. one a v70 wagon, and the other a s70 sedan. both had a failure of the electronic throttle module (etm). the etm on the v70 failed at 61,091 miles. the s70 failed at 101,312 miles for me, but since we bought the car used at about 98,000 miles, i do not know if it failed before. the v70 was exhibiting symtoms and was replaced under warranty when i brought it in for service. the s70 however failed on the road in traffic with my daughter driving, while i was also in the car. it was replaced by volvo, but cost me as there was no warranty.

 While driving at highway speed 65-70 mph car suddenly jumped forward then slowed and stalled while driving on hwy. luckily i was able to pull to the side of the road without a problem. after a few minutes the car restarted and would drive but was surging just like before it stalled. i quickly drove the car home and parked. the problem has not yet been corrected but was quoted $1000 to replace the electronic throttle module by dealer (wilde volvo in brookfield, wi). the same dealer also told me that they replace an average of three of the electronic throttle modules every week. that seems like a defective part if they change 3 a week at 1,000 each and the stalling could cause a serious accident. *nm

 During the month of march, 2005, i was driving my 1999 volvo v70 on the interstate at 65 miles per hour when the car jerked several times and slowed to 10 miles per hour; not accelerating pass that speed. i exited the interstate and drove home at the speed of 10 miles per hour or less. to prevent the car from stopping at red lights, i placed the car in park and pressed the accelerator to keep the car from stopping. i had the car towed to volvo south atlanta and it was determined that the throttle body had to be replaced at a cost of $905.44. the parts were disposed of but i have a receipt for the throttle body, gasket and etm reload. *nm

 1999 volvo v70r awd, 56958 miles 1. no noticeable events leading up to near crash except for when using cruise control vehicle had a tendency to not hold steady speed. it seemed to want to hunt above and below set speed in order to maintain set speed. 2. stopped at a stop sign waiting to cross a busy highway, started to proceed when clear and vehicle hesitated for 2 or 4 seconds and then regained normal acceleration. nearly hit broadside because of hesitation of engine. within 20 miles etm light went on and car went into limp-in mode. vehicle required several minutes to accelerate to 30 mph and would not exceed that speed. i was 130 miles from home and was required to haul it back on a flat bed because it is an awd. 3. replaced throttle body #8644347, software #9438298-3 2518 and gasket #8636753 to correct problem. cost was approximately $1200 not including towing. yes the old part is available for your inspection. *nm

 Dt: 1999 volvo v70 station wagon glt. the vehicle suddenly lost power and speed. consumer was just driving and it started losing power. when putting pressure on the gas pedal it started bucking. when consumer first contacted the dealer he told him that if consumer left vehicle sitting for a while it would start back. dealership claimed it was the electronic throttle control module. this part was replaced on 4-1-05, and later failed on 7-29-05. the dealership replaced it again at no charge. there have been some other electrical problems. consumer had not picked up the vehicle from the dealership as of yet. before these incidents occurred the cruise control quit working, the electronic throttle system light and engine warning light came on. *ak

 My 1999 volvo v70 stalled in traffic causing me to lose power steering. luckily traffic was moving slowly because of an accident and i was able to pull the car over and restart it after several tries. i took it in for service and they cleaned fuel deposits off the throttle, but informed me this was a common problem with this model and if the problem persists, i would have to take it to a dealer for a $1,600 dollar repair of throttle control. *nm

 Ets and check engine light appeared and car refuses to accelerate and idles rough. this can occur at start up and then while driving the car. it was diagnosed as a bad throttle body and/or electronic control module. this is a common occurrence in this generation of volvo.*ak

 The ets (relating to throttle control module) keeps coming on during acceleration followed by very sluggish performance of vehicle. previous times upon light up, i've taken this to the dealer and both times they state nothing was wrong and reset the system. this should have been replaced during the warranty period. i'm afraid that there could be a major accident soon due to this problem.*ak

 Abs brake, check engine light, transmission lights all came on. third time in 11 months. first service was a soft ware patch. hardware replaced last week and same problem happened again. manufacturer unwilling to assist with problem. dt

 I was on highiway 5 in san diego. i set the cruise control at 65mph. when i approached a congested area, i manually pushed the cruise control switch to the off position. with the cruise control in the off position i continued driving through the congested area. as i was leaving the congested area, i decided this would be an ideal time to push the cruise control switch into the on position, in preparation for driving at the higher allowed 65mph speed limit. while travelling at 30mph i pushed the cruise control switch into the on position. as the car was new to me, i did not recognize that there is no clear detent signifying the on position. unknowningly i 'overpushed' the switch from the off position, pass the on position, into the resume position (thinking that this ought to be the on position). i removed my finger from the switch and immediately the car began accelerating (i later came to realize it was accelerating to 65mph, the setting prior to the switch being turned off). my complaint is that when i pushed the switch into the off positon, all prior cruise control settings should have been eradicated (as it does in my gm truck and previous cars i drove). a driver, as i did, not knowing that the cruise control memory does not clear when the switch is pushed into the off position, could experience an uncontrolled acceleration and a resulting collision when the switch is pushed beyond the on position. an individual, as i, having driven a gm vehicle with factory installed cruise control control is used to having the off position separating the resume and on positions so that the operator must select a distinct, exclusive motion for off on and resume. *ak

 While operating the subject vehicle, a volvo 1999 model v70r awd, and attempting a left hand turn through traffic under a green light, the throttle control system failed. as the oncoming traffic cleared sufficiently for a safe left hand turn, the accelerator pedal was depressed to execute the left turn but the engine and vehicle did not respond. the vehicle only idled forward into approaching traffic. the vehicle had to be turned off and restarted in order to get the throttle to respond. in my opinion, this failure is equivalent to the throttle cable snapping on a four year old vehicle with only 60,000 miles. if the rate of incidence of occurrence is somehow represented by the number of complaints evident on the world wide web, then this is a common occurrence. it is likely that property and people have been hurt by this throttle failure and this problem should be corrected by a recall. *jb
