 Pe05-041 was opened on july, 26, 2005, based on 136 consumer complaints to odi alleging throttle control malfunctions in the subject vehicles.odi has now received 591 complaints of etm failures which allege symptoms with potential safety related consequences.these include allegations of engine stall, vehicle surging forward without accelerator input, vehicle hesitation upon acceleration and sudden and unexpected transition into reduced performance operation (limp mode).volvo submitted over 2,900 complaints concerning the etm in the subject vehicles during pe05-041.odi's preliminary analysis of a sample the volvo complaints identified approximately 55 percent with one or more of the symptoms described above.odi is continuing its assessment of the information contained in the volvo complaints. in november 2005, to resolve an investigation by the california air resources board, volvo announced that it would extend the warranty coverage to 10 years / 200,000 miles for the etm in approximately 356,000 model year 1999 through 2002 passenger cars sold in the united states and canada.under volvo's policy, vehicles that experience etm failures will receive a variety of repairs including etm cleaning, reprogramming the engine control module and/or replacement of the etm. this investigation has been upgraded to an engineering analysis (ea05-021) to continue to assess the safety consequences of etm failures in the subject vehicles.

 While driving our 2000 volvo v70 xc, the throttle began acting strange, requiring us to press much more than usual on the throttle to avoid the engine cutting out, while pulling out into traffic. the car was taken to the dealer, who diagnosed a faulty electronic throttle module, and i was told it would be covered under an extended warranty. the part was ordered, and in early january 2010, i returned to the dealer for installation. the car has been getting worse, and we have come very close to having an accident due to the faulty design. when the car was brought to the dealer for the warranty repair, they informed me that the car was 'warranty excluded', and would not be covered, due to the status of the title. my research has indicated that this is an extremely common problem, which there was a recall to recalibrate the throttle, but no recall to address the actual failure. this seems odd that volvo would not honor the spirit of the recall. *tr

 Tl* the contact owns a 2000 volvo xc70. while driving 55 mph the vehicle stalled without warning. the vehicle was towed to a local repair facility. the contact had received recall notice #06v441000(vehicle speed control). the manufacturer advised him that the vehicle had to be taken to an authorized dealer for repairs. however the nearest volvo dealer was three hours away and he has to pay for towing. the current and failure mileages were 60,500.

 Purchased car in dec 2006. within few months, began to notice the car would lose speed on highway and drop to a speed anywhere between 60-80km/hr. black smoke rolled out exhaust. took car to dealership (where previous owners maintained car). several filters, seals, replaced. few months later the same problem continued. returned to dealership and told car needed catalytic converter. after being told the cost, dealership called back to say under emissions warranty. $1200 part was covered but i paid labor/other parts. dealer was asked on both occasions to complete service due. failed to complete these as requested. problems continued. this time the dealership told me that ets was gone causing the car to go into limp mode. repairs done at a cost of all $2600.00. less than a year, same problem occurred. the oil light came on (though there was oil in the car). the car was towed two hours back home . when i took the car to a different independent garage they (like two others before) told me to volvo. went back to volvo but not before i had to pull over and be towed again. the engine began smoking, the car shook violently, the oil light (which volvo had less than two weeks before said was fine) came on...the report back from volvo is that the ets is gone again but also that the engine required replacing ($6000 job). this was more than two months ago and my car still sits at volvo waiting for resolve. i strongly believe the ongoing issues are directly related to the need for a new engine and that volvo was negligent in their responsibility (repeatedly) to make the necessary repairs. not only am i out the $20 000.00 to purchase the car only two years ago, i am out about $6000 for repairs already completed and am now being told it will be another $6000 to fix this problem. *tr

 Tl*the contact owns a 2000 volvo v70xc. while driving between 20-30 mph, the vehicle lost power and the check engine warning light illuminated intermittently. the failure occurred intermittently during acceleration. the dealer replaced the gas cap, but the failure continued. the failure began after the vehicle was serviced for nhtsa campaign id number 06v441000 (vehicle speed control). the failure mileage was 74,000 and current mileage was 79,000.

 Dt*: the contact stated while driving at various speeds while depressing the accelerator pedal the vehicle would not exceed 10 mph. on other occasions the vehicle would surge forward without warning. the vehicle was driven to the dealer who replaced the electronic throttle module.

 The ets (electronic throttle system) light came on repeatedly over a period of two weeks. on two occasions, on the highway, the car lost power totally when the light illuminated. the dealer said the car needs a new electronic throttle module (etm), which will cost about $1,500. this car has 85,000 miles, virtually all of which were highway miles as it is used to commute from ma to ct. a search of the web indicated that this sensor--the etm--was defective in 1999 and 2000 volvos. in july 2001, volvo issued a tech bulletin stating that problems occurred only when the owner made many short trips. further, the tech bulletins said the etm could be cleaned (but not replaced) if the car still was under the original warranty. this car has 85,000 and has always been serviced by a volvo dealer. *nm

 The first failure occurred in aug. 2004, fortunately i do not drive very far, because the car slowed as if it was stalling and then ran sluggish followed by the check engine light. at the time i was alone with my two children who were 20 months and 1 month old and thank god it was a side street because there was no acceleration. as i was on the way to home, the ets light came on. i called the mechanic who looked at it but the codes he came up with had to be fixed by a volvo dealership mechanic. the price tag for the first fix $1100. the etm was replaced software downloaded and brake pedal sensor was replaced. the mileage at the time 68574. today luckily i had not even left my driveway, i started my car that all to familiar sputter and the etm light is on again not even 10,000 miles later. *jb

 I have a 2000 volvo v70xc cross country. i had a problem with the electronic throttle module ( throttle body) according to many owners with 98-00 v70, c70, s70, they also have had the same problem. these parts aren't suppose to break ,they are part of the accelerator. my car stopped in the middle of the expressway due the the throttle body. it cost me a lot of money close to a $1000. instead of recalling these parts volvo has not, resulting in many failures, and is very costly. i do not want me and my family to b esubjected to that, next time we could possibly be dead. it has been on the news. volvo agreed to extend the warranty, but the part is still defective, and should be redesigned, and put in all the cars that have the old throttle body. volvo is suppose to be about saferty , seems to me they care more about themselves and there pockets instead of the customers and there families. *ak

 Vehicle required a new electronic throttle body despite being only six years old and having only 56,410 miles. vehicle was initially mildly hesitating and jerking, then worsened to the point where we were concerned for our safety. we had no choice but to go to the dealer and spend $1,078.93 to replace the part. (kbb values vehicle at $14,365, so this repair cost approx. 7.5% of the value of the vehicle!) worse yet, the part was replaced with the exact same part, not a newer/re-engineered one less likely to fail. we have saved the part if anybody wants to look at it. this is not why we bought a volvo. *nm

 On 7 december 2005, while driving vehicle north on i-94 in massachusetts at a speed of 65 mph, suddenly the engine hesitated and lost power. etc light on dashboard illuminated. i was able to take evasive action and pulled over to the side of the highway. went to the local volvo dealer in south deerfield mass. to have the car examined. dealer stated that they cleaned the etm and cleared fault codes. drove the car back home (upper marlboro,md) on the evening of 8 december. along the route home the car repeatedly hesitated. on 9 december, on andrews afb, etc light illuminated and car immediately lost power and stalled. car restarted. on south osborne rd in upper marlboro while driving at 40 mph, car lost power with no warning again. i had to literally drive the vehicle off the road to avoid being rear ended by approaching traffic. car is at martens volvo in bethesda, md. the etm is scheduled to be replaced. dealer in massachusetts and maryland state that the etms in this model car is defective. *jb

 My 2000 xc v70 volvo began 'choking' and then stalling one day. i was able to restart the car and get to my destination. incident date noted below is when the initial problem occurred. however the stalling occurred repeatedly over the next few days, resulting in replacing the throttle, which i now found out is under investigation for possible defect and volvo knows about it, yet fails to warn it's customers!! the replacement of the throttle was over $1000. *jb

 The electronic throttle module (etm) failed twice on 2000 volvo v70xc. the first time it was still under warranty, the second was about 17, 000 miles after the first. both times it failed while driving on highway at high speed. both times engine stalled in traffic. both times managed to get to shoulder, restarted, and got home with car alternately surging and stalling the whole way. both times had preschool age twins in the car, and didn't feel it safe to stop on the shoulder to wait for help. also, would have had a difficult time getting them home safety in their car seats. then, had car towed to dealer for repairs. *ak

 My volvo 2000 v70xc stalled in the middle lane of the interstate last night due to a faulty electronic throttle module. fortunately, i was able to restart the car and move out of traffic but not after several screeching close calls. it is very disappointing to find out that this is a well known design robustness issue that volvo has chosen not to address. i have replaced the faulty unit at a cost of $985.00 dollars but their is no guarantee that it will not reoccur. nhtsa needs to direct volvo/ford to replace/reimburse all emt units in the effected 1999 to 2002 volvo's to prevent any future personal injuries or deaths. in addition, volvo needs to redesign a retro-fit for the aforementioned model years to eliminate this problem. *jb

 (1) no warning at all before this failure happened. (2) while driving around town, car suddenly fails to rev above 1000 rpm even when gas is floored. car will not go above 10 mph, and it takes a couple minutes to get there, so it is not safe to drive. tries to stall. ets dash light comes on. (3) etm part replaced and reprogramming performed, had to be only at a dealer, was without car for 2 days. i don't have the old part. *jb

 The automobile in question is a 2000 volvo xc70. i am the original owner. at 97,731 miles the ets failed. at the time i made a complaint to both the dealer and to volvo of america as it did not seem to me this part should fail at this mileage and at the cost of $1,050.58. since this time, i have had to replace the anti-lock brake system box and the catalytic converter at the cost of $2,900 (111,000 miles). again i contacted volvo of america. both times i called the response was too bad. i am writing to you as i have heard that there is a possible recall of the ets and wanted to let you know of my experience with the ets failure. *nm

 Ets light coming on - immediate loss of power. very dangerous at 70 mph in 3-4 lanes of heavy traffic. i put my emergency blinkers on and tried to safely get off the highway. i turned the car off and back on, the light went away and i proceeded to drive to the dealership. enroute, it happened again just as i was pulling to a stop at a red light. i turned the car off and back on, it did not help this time - an ambulance came up behind me. i was in a panic trying to get the auto out of the way. luckily the left lane was open and they were able to blow past me, but they did honk as they passed letting me know they were upset that i did not move. i am picking up the car tomorrow from the dealership with a new etm. but i have poked around on various volvo forums and found this issue to be pretty prevalent. the repair is very expensive (around $1000 to the consumer) and the break down situation potentially very dangerous. *jb

 Five years ago, we bought a new 2000 volvo v70-xc. it currently has 39,600 miles on it. starting in about 2003, the car began experiencing repeated engine malfunctions -- rough idle, jerky acceleration, stalling and, most alarmingly, sudden loss of power while moving. i once lost power on a traffic circle, which was truly terrifying -- especially since the main reason we purchased the car was the safety of our two small children. we have repeatedly had the car in the shop (martens service center on river road). initially, we were told the car was clogged with carbon and that the problem was essentially our fault for not driving it on the highway more often. now that we are past the warranty, we have been paying for repairs -- though on our most recent visit in sept 2005, when i mentioned the nhtsa investigation, martens replaced the etm for free. i think this is a defective and dangerous vehicle and it should have been recalled a long time ago. earlier in the car's history, we experienced a range of electrical malfunctions involving the turn signals, which failed for no apparent reason. because those problems occurred during the warranty period, we did not have to pay to have them repaired -- but the danger and hassle factors were still significant. *nm

 During last thanksgiving break, my husband and i drove our 2000 volvo xc from new mexico home to fort collins, co. the morning of our departure, the ets (electronic throttle module) light came on, then went out. on the way home, the care shuddered and lurched, and lost power with acceleration. it took us 6 hours to travel 125 miles from colorado springs to fort collins, and we were trying to beat a snow storm. we literally limped home. it was terrifying. we took the car to our local volvo dealer, and the diagnosed it as a failed electronic throttle module. it cost about $854 to replace it. it was not warranty work, and the dealer said nothing about this being a common problem volvo was already aware of -- even when we asked. i now understand volvo has known about this problem for more than five years and has done nothing about it. i am also aware that some volvo dealers have been paying the cost to replace the units. we were not so lucky. virginia mohr-callahan, fort collins, co. *nm

 Dt: the consumer was having a problem with 2000 volvo v70 xc losing power and then surging while driving 20-25 mph. the consumer did not make it up a hill . the loss of power even occurred when the car was slowing to stop and turning. this happened twice. then, it was surging and smoking, and surging with no smoking, the car was wobbly and sluggish. dealer replaced the following parts; spark plugs, coils, thermostat, and the filters. other parts have been flushed, this included fuel injectors and ignition. the car has been at the dealer once, a certified volvo specialist once, and at pep boys once. the consumer had to pay $1300.00 to figure out what was wrong with the car. the car has had 2 diagnostic tests done. no one knew what was wrong with the car. the engine light came on, and was turned off. the consumer contacted the manufacturer, and they pretended that they did not know anything. the consumer had all the necessary documentation. however, at this point, no one knew what was wrong with the car. *ak

 Throttle body failure on my 200v70xc. the unit has been replaced twice.#1@77000miles, #2@115000. this is very serious. i drive a busy highway to and from work. the faliure occurences on some occassions have been frightening in an effort to get out of oncoming cars ways. i have been commuting with my 22 month old for his entire life. affordability and timing affects the opportunty when the time arises to get the problem fixed. this is a very costly issue. therefore several failures happended in both occassions prior to getting fixed. the most recent time took two additional trips and the replacement of an accellarator pedal to clear the code and stop the ets failures for now.*ak

 Dt: the consumer owens a 2000 volvo v70 xc and at 30,000 miles had to replace the throttle. would try to accelerate and the car would not go, and then stalled. had electrical problems. while on the freeway the car started shaking uncontrollably. the throttle was replaced, and the repairman told the consumer that they would have to replace the throttle again because it was defective. since the car was fixed there was some hesitation . the consumer took the car to a volvo specialist to have the repairs done. the consumer has not contacted the manufacturer. *ak

 1. our 2000 volvo v70 cross country se with just 67,000 miles on the odometer had surging when under constant throttle on the road. this was followed shortly by having severe throttle response such as having the car abruptly slowed from 55 mph to 10 mph at a constant throttle. my wife, coming home from work late at night, had to drive at a very unsafe 10 mph on a major road. this could have caused an accident had there been heavier traffic. luckily there was not much traffic, and she could pull over to let faster cars pass. 2. the v70 had a etm warning light lit up intermittently on the dashboard during the surging period as well constantly when she had to drive home at 10 mph with the accelerator pedal floored. 3. darling volvo in bangor maine indicated that the cause was the electronic throttle module and associated parts which were failing and needed replacement. 4. darlings volvo estimated the cost to be over $1000 for the repair, parts and labor. we were told that this part can not just be repaired but must be replaced with a new part. another volvo dealer, goodwins volvo in topsham maine said the repair was also about $1000. darlings volvo said that volvo would not assist in the repair, even though i told them that i had read on the internet that this was a problem that was occurring with volvos of this model year to a great extent. 5. after paying for the entire cost of the repair ($1050.48) i was told when i picked up the car that this problem will probably reoccur as the throttle body has design problems that will cause the problem once again. even though so far the car is working fine, knowing that the problem is going to happen again (more $), makes us discouraged about keeping this vehicle as it has cost us too much already for this needless repair that volvo should have taken care of. it does not lend itself to trust any more, especially for a car with only 67,000 miles on it. *nm

 During highway driving, the car began to surge and buck. i was unable to maintain a consistent speed. i pulled off the highway and turned off the ignition and restarted. same problem resumed with ets (electronic throttle system) dash warning light illuminated. currently i am unable to accurately control the throttle via foot pedal. i have just visited the borton volvo dealership and the service manager informed me that this is a common problem affecting volvos 1999-2001 requiring replacement of etcs ( electronic throttle control system) module at $1000.00+. *jb

 In january of 2005 i noticed surging while at highway speeds. brought vehicle to volvo of pleasanton dealer to have this investigating. no problems were found. no obdii errors. in april, 2005 i brought the car in again and asked for a mechanic to drive with me so that i could ensure he was detecting the surging. he did. i was told that the electronic throttle module was failing and that it needed to be replaced. i was told that i could not have the part as it was a warranty item. on-line, i found hundreds of reports of these parts failing. i am now concerned that while volvo replaced my etm, they did so with the exact same design... hence i must assume that in another 45,000 miles the part will fail again. this part should be recalled and a new design must be instituted. *nm

 In the summer of 2003 my wife's 2000 volvo v70 xc suffered a failure of the electronic throttle control system. i was driving at the time and the engine power decreased abruptly causing the vehicle to slow down. fortunately, there was little or no traffic in the vicinity of the failure so that i was able to pull off the road. i turned off the car and then restarted it. it worked well enough to get me back home. i got quotes to fix the system and was told at the time that it would cost around $1000 to replace the part. the car had about 80k miles when this occurred. i didn't need the car to be in service and so waited until the summer of 2004 to have it repaired. i was also pretty upset at the attitude of the volvo people who told me that the part was out of warranty (which it really wasn't since it is part of the emissions systems and therefore must last at least 80k in ct and that if i could afford to repair the car i shouldn't have bought it. the cost for the repair was around $1200. this failure, in my opinion, causes an unsafe condition. i can only imagine what the outcome would have been had i been driving in heavier traffic. the car would have suddenly died and if i were in the passing lane, there would no way to get to the roadside. no telling what would have happened. also, this part should last for the life of the car. i have never heard of a mechanical throttle system ever failing. the mechanical systems will give ample warning before failing so that corrective action can be taken before it becomes hazardous. this condition came on so suddenly it was unsafe. *nm

 Throttle control module had to be replaced due to check engine light coming on and the car stopped several times on the highway and i finally called aaa to tow me from bedford ky which is approximately 46 miles to louisville ky where i live and where i purchased the car. the dealer charged me $403.88 which was suppose to be half of the cost. this was done 7/6/04 and i purchased the car 1/3/04. *nm

 2000 volvo v70 xc. proceeding up on-ramp and accelerating to highway speed. vehicle suddenly stopped accelerating and ets (electronic throttle system) light came on. vehicle continued at approx 20 mph but would go no faster. i exited at the next off-ramp (about 1 mile) pulled into a lot, shut the vehicle down and then restarted, in accordance with the owners manual. the ets light cleared and vehicle operated properly. the next morning, driving to work , the same thing happened. i drove to my building at about 20 mph, then called a tow truck to take my vehicle to the dealer. they told me the ets system needed to be replaced due to a critical fault in the system. repairs totaled $914.00. *nm

 Volvo dealer-serviced 2000 volvo v70xc with @60k miles occasionally refused to start. dealership flashes chips. 6 months later, at 67k, eletronic throttle system warning light illuminates repeatedly during 1500 mile journey causing volvo to surge & vary speed continuously. problem reoccurs occassionally during next week before volvo v70xc can be dealer serviced - planned trip cancelled due to questionable status of volvo reliability. volvo dealer service department admits eventually engine would just quit stranding occupant. since out-of-warranty, owner pays $1200 replacement of faulty electronic throttle module. owner obtains old part but no longer trusts volvo with wife & child as replacement throttle body same with no better guarantee against failure.

 My son's 2000 volvo 70 xc failed due to a failied electronic throttle module (etm). as a retired engineer i wanted to know why. i have found that it is a common complaint for the 1999, 2000 and 2001 series 60,70 and 80 models at the time of failure the car first exhibits hesitation, surging and erattic idle. at failure it goes into a limp- home mode of 20 miles per hour or stalls. from your web site i have found 101 cases listed for this failure. i have performed failure analysis on 5 units and have identified the problem. it is the wearing out of the throttle position sensor potentiomenter. volvo has consistantly kept the dealers and customers in the dark and blamed the problem on a dirty throttle bore and other erroneous causes. other than the cost of repairs, about $1000, is the realization that the replacement part is of the same design and it too will fail, one correspondent reporting 3 failures of the same type. the failure appears to be accelerated by heat, thus northern tier states have fewer failures than southern states. there are about 860,000 cars world wide with over 250,000 in the us. i estimate that more than 80% will fail, one or moer times, within 100,000 miles. to date no one has been injureid or killed that we know of but stalling on a busy freeway is a dangerous situation. i can send you my reports or you can pick them up off of the internet. i also have failed parts for your examination. please have an investigator contact me. with a direct e-mail address for the investigator i can send my data. don willson, 970 266-9797, donwillson@comcast.net

 Etm module failed on the freeway and i had to make an emergency stop on the freeway at night. after several minutes the car was able to startup again. when i took the car in for repair, they did not tell me that this was a common problem with this model of volvo and i ended up paying $128 dollars for bogus troubleshooting and no problem found. then less than 4 days later, the car died again, but this time i was lucky and it died on a side street. i looked up the problem on the internet and found quite a few articles of people who had a similar problem. upon driving my car into the dealership, it died and i had to coast the car down 3 hillside blocks and into the dealership. another $50 dollars was charged to me for doing the warranty work and the total cost to replace the throttle module was $723.67. i am very lucky to have an extended warranty on this vehicle, but for anyone that does not, they are being totally screwed by volvo and its dealers because they have not stepped up and replaced this potentially dangerous module that can leave you stranded. it also appears that the particular dealership that i took my car to, made troubleshooting money on me even though nobody would touch my questions regarding the problem when i showed them 3 pages of articles that i found on the web regarding the particular problem and user groups that talked about complaining to volvo.*ak

 Approaching a red light on slight incline, car stalled and ets light and check engine lights came on. advised my service station that throttle system failed. car maybe driven but there can be safety issues, as the car loses power without warning, which is clearly a hazard in crossing intersections or mergering into traffic and there are also emission related issues with gas mileage and exhaust system. to date, car has been looked at by two service stations, doughtery's automative nad stillman volvo. i have been advised that the failure of the throttle system in volvo model years 1998 to 2001 has become a fairly common problem. i have contacted volvo via telephone and an authorized volvo dealer to see if volvo has a program in place to correct a clearly defective part on cars out of warranty. volvo was unwilling to work with me. the only solution to the defective throttle system is to replace it with a new system. therefore, i will be paying out of pocket approximately $900.00 for a new throttle system, a part that should certainly last the life of a car. *ak

 Cross country; as vehicle was coming to a stop at about 5 mph, applied brakes, and engine started racing. the consumer kept applying the brakes, but vehicle accelerated, and rear ended another vehicle. the engine remained racing. the vehicle that was rear ended had been pushed into the vehicle in front. the consumer then tried to shift to neutral but ended up in reverse instead. the vehicle spun 180 degrees in reverse, then hit a grove of trees and come to a stop. the brakes were applied the entire time. damage to the vehicle was unknown at this time. *ak *scc *nlm
