Defect Summary	These vehicles could have been produced with an improperly adjusted secondary hood latch. this does not conform to the requirements of fmvss no. 113, hood latch system.
Consequence Summary	Consequence of non-compliance: if the secondary latch is not properly engaged and the primary hood latch was also not engaged, the hood latch was also not engaged, the hood could open unexpectedly. if this were to occur while the vehicle is in motion, the hood can contact the windshield reducing the vision of the driver and increasing the risk of a vehicle accident.
Corrective Summary	Dealers will adjust the secondary hood latch.

	On a 3000 cross country trip the car accelerates uncontrollably while turning the a/c off, giving it more horsepower. i originally thought it was a cruise control problem until i discovered that the car will idle beteen 3000 and 4000 rpm when this condition exists. i have seen it accelerte through 80mph. turning the car off then recranking it causes the problem to go away temporarily. the local cadillac dealer has refused to repair it or even diagonse the problem. i have called the cadillac national customer service and they have also refused to help me get the needed repairs. no one but a cadillac dealer can service these cars. they very rudely suggested that i junk the car. this is the first problem that i have had in the past 110,000 miles. the car has 180,000 miles and is in excellent shape other than this problem. while i was in the cadillac service check-in area, the engine accelerated wildly out of control and caused the radiator to burst while the mechanic was checking it into the shop. they repaired the radiator then demanded that i drive the car away without the uncontrolled acceleration problem being repaired, grossly neglecting the dangers inherent to myself and others in doing so. *ak

	My 1996 cadillac deville concourse has developed a defect whereas it will accelerate on it's own, shutting down the a/c for more horsepower while it does it. i have seen it accelerate through 80 mph once. the condition goes away temporaily when the engine is shut off and recranked, returning at unpredictable intervals. my local cadillac dealer refused to repair the problem, giving me a go away and never come back speech advising me strongly to junk the car (it's in almost perfect condition otherwise). i think i may have a 'smoking gun' car for those people who have killed, maimed, destroyed property with cars that accelerate by themselves. the dealer had the car overnight and claimed to have made no frepairs, but it has not repeated this since i got it back today. it was a chronic conditioin three days ago near the end of a 3000 mile trip. cadiullac has extraordinary resposibilities and liabilities here for refusing to repair the car as they have made it impossible for anyone else to repair cadillac cars, and this car is a loaded gun. i have learned to stop it by taking it out of gear, at which time, if the condition is present, the engine idles between 3000 and 4000 rpm. they have admitted to me that it is in the electronic engine controls, but steadfastly refused to be specific about it. iu thought it very strange that they would so pointedly try to make an anti-cadillac person out of me with their rudeness about my problem, and their refusal to perform repairs. they have always loved to take my money before.*ak
