Defect SummaryOn certain passenger vehicles equipped with electronic column lock systems (ecl), when the ignition switch is turned to lock, the ecl system prevents turning of the steering system. when the vehicle is started, the ecl unlocks the steering system. the vehicle is designed so that if the column fails to unlock when the vehicle is started and the customer tries to drive, the fuel supply will be shut off so that the vehicle cannot move when the vehicle cannot be steered. if voltage at the powertrain control module is low or interrupted, however, the fuel shut off may not occur and the vehicle can be accelerated while the steering system is locked. also when the control system shows that the ecl is unlocked and the vehicle is being driven, the lock pin location can vary. depending on the location of the lock plate relative to the switch transition point, there could then be contact between the lock plate and pin causing the steering to lock while driving .
Consequence SummaryIf this occurs, a crash could occur without warning.
Corrective SummaryOn vehicles equipped with an automatic transmission, the dealer will disable the steering column lock by removing the column lock plate. when the ignition key is removed, the transmission shifter will lock but the steering column will not lock. on vehicles equipped with a manual transmission, the dealer will reprogram the powertrain control module, perform a dimensional check of the column lock and, if necessary, replace the lock plate. the steering column on these vehicles will continue to lock when the key is removed. owner notification to owners of 1997 vehicles equipped with automatic transmissions began on april 26, 2004. owners of 1998 through 2004 vehicles (except 1997-1998 manual transmission vehicles) will be notified beginning on august 2, 2004. the remaining owners (1997-1998 manual transmission vehicles) will be notified later in 2004, when parts are available. owners should contact chevrolet at 1-800-630-2438.

 Tl-the contact owns a 1999 chevrolet corvette. the contact stated that the steering seized while driving 35 mph. the failure would recur sporadically and often when the vehicle was first started. the vehicle was taken to the dealer on numerous occasion where they replaced the steering relay and the actuator. the vehicle was scheduled to be towed to the dealer for repairs. the contact referenced nhtsa campaign id number: 04v060000 (steering: column locking: anti-theft device). the vehicle was repaired under the recall but because of the recurrence of the failure each the contact was held liable for repair costs. the manufacturer was notified of the failure who advised the contact that they repaired the vehicle previously under the recall campaign and they would not repair under the recall any further. the failure mileage was 6,731 and the current mileage was 15,000. kmj

 I want to report a recurring problem with chevy corvettes 97-04 model years.the steering column lock on these cars malfunctions and renders your car immobilized. my 1999 model with 46000 miles has been through 2 recalls in 2001 and 2004 and locked up again this past saturday. i had the car towed to a gm dealer and according to chevy i have to pay for the repairs. what is the use of a recall if it doesn't solve the problem. it is also a safety issue. can you imagine driving at interstate highway speeds and your steering wheel locks up and you have no control? this problem happens to all corvettes in these years but it is more prevalent with manual transmissions. chevrolet needs to fix at their expense this serious defect before someone gets killed if they haven't already. this is a major inconvenience, expense and safety issue for corvette owners. chevrolet should have corrected this problem 2 recalls ago.

 I was leaving my home for work. a warning light on the dash stated steering column lock failure. the engine cut off and the column locked. thankfully this happened at 20-25mph. the car had to be towed to the dealer where they determined that the steering column lock actuator had shorted. this actuator, according to gm records, had previously been replaced under a safety recall. they charged me over $500 to replace the actuator this time. at speed a steering column lock actuator failure could be deadly.

 I would like to know how to place a complaint about gm. they have had a recall on y corvette where the steering column would lock up and fuel shuts off. they refuse to pay for the repair . my car is at the dealer and the service manager even said its related to the recall . i think this should be reported asap. many other corvette owners are affected by this defect and gm refuses to pay and claims that the cars is out of warrant this is a 1999 corvette. a recall is a recall and it should be fixed free of charge to the consumer. please advise on how to proceed and further report gm for this abuse. *tr

 Service column lock was recalled and fixed in 2006 but service column lock occurred again. this has been an ongoing problem well documented and gm has no fix for it it appears there are several fixes out there at the cost of the consumer which is not appropriate that gm refuses to properly troubleshoot this problem which is even occurring after the required ntsb recall repair is made. *tr

 I experienced the steering column on my 1999 corvette lock up while i was driving it. i was only in a restaurant parking lot and was able to stop and call for help. i called my local repair facility and they had informed me that i must have my car towed in for the necessary repairs. upon arriving at the repair facility, they informed me that a recall had been issued to remedy this issue. they check my vehicle identification number and quickly realized that the recall had already been performed on my car. they had to replace the parts once again and i was charged almost $700 for the repair. i asked why i needed to pay for the recall and they said i was paying for it because the recall had already been performed. i researched the exact recall pertaining to this particular incident (04v0600000) and discovered something that should not have been able to happen if the recall was performed as intended. the vehicle was supposed to be reconfigured as to disable it from being driven while the steering column was locked up. on the models equipped with an automatic transmission, the lock was removed from the steering column and a lock was installed on the shifter so it could not be removed from the park position. this was also intended to keep the anti-theft feature. on models equipped with manual transmissions, the lock on the steering column could not be removed because this was the only anti-theft device. instead the fuel to the engine was supposed to be interrupted if the steering column locked up. on my vehicle, i was able to drive my car into a parking spot at the restaurant. i was not able to steer the vehicle because of the steering column being locked up. i called the general motors reimbursement department and told them what happened and they said my claim was denied because the vehicle was out of warranty. from what i understand, mileage or warranty does not apply to safety recalls. please advise. *tr

 Backing out of driveway in my 1999 corvette, steering column locked causing me to go over a curb. warning light came on dash board. i had car towed to nearest chevy dealer where they proceeded to change the steering column lock motor. they told me that a recall (#04006b on feb/2004)on this car was performed and it was no longer covered under warranty. when i inquired as to a second posted recall #04006c) service mgr told me he knew nothing about second recall. they charged me $579.79 to repair and did not follow the guide lines stated in the second recall, where as the column lock assembly is to be rendered inoperative. i feel i was taken advantage of and chevrolet refuses to reimburse me and disable the lock assembly. talking to other people on line, this problem has returned on many vehicles after recall was performed. i am weary of driving my car because i never know if and when my steering column will lock causing an accident or possible loss of life. gm must be forced to do the right thing here and i want my money back. *tr

 I attempted to drive my 1999 chevrolet corvette and the vehicle steering column locked up. i investigated the issue and found recall notification ea02031. however after notifying the my local dealer paradice chevrolet temecula ca of the issue they researched my vin and to my surprise the recall service had already been performed on my vehicle in 2005 i am deeply concerned that the matter was not resolved properly and there my still be an issue the manufacturer has not uncovered. please advise?

 Consumer has problem with the steering wheel. the vehicle is unsafe to drive. dealer indicated there is not recall on this issue. *nm the steering wheel retracted towards the dashboard intermittently while driving or sitting still. the consumer could not manually retract the steering wheel. the wheel had to retract itself which usually occurred when the vehicle was turned off. the problem was diagnosed as a seat module but the dealer refused to correct the problem. *nm

 I have a 1999 corvette coupe. i was driving on folsom blvd. (at watt avenue) in sacramento, ca during rush-hour traffic (4:50 p.m.). i pulled out into traffic and my car went completely dead. luckily, no one rear-ended me. i was able to re-start my car but the steering wheel would not turn and a steering column locked message on my computer read out instructed me to wait 10 seconds then remove the key. so i complied. i then again started my car, but the steering column locked message came on and my steering column was, indeed, locked. luckily, my steering wheel was aimed in a straight line and i could drive forward out of the busy intersection where i stopped in front of a gas station. i called folsom chevrolet's service dept. and they advised i would need to have my vehicle towed into their shop. this problem could have easily ended up in a terrible accident had i not been in stop-and-go traffice. can you imagine what would've happened if i was on the freeway doing 65-70 mph? ref. in ea02-031 *cjs

 Steering column locked up for the 3rd time since i've had the car (5 mos). on two ocassions it eventually released on its own. the gm recall bulletin 04006c, electronic column lock, was refused by bobby murray chevrolet in raleigh, nc, unless i agreed to pay $90/hr for diagnostics. they state i have already had a recall performed (an older recall, not 04006c according to the vis service date), so there's nothing they can do without payment. i contacted gm and they disagree with the dealership's assesment, and to this date have not responded to gm's inquiries.it appears to me to be all about the money and that they could care less about the safety issues involved. according to nhtsa and gm, the vehicle should not have been released back to me without the recall performed. at no cost!

 From reading this site the steering column lock issue with the c5 corvette is a very common one (mine is no different) but i did not have any real problems until the recall was completed last year. since then the vehicle has been back to the dealership 5 times. the history also shows an additional 4 problems prior to purchasing this vehicle (18,000 miles) and it was in fact a manufacturers buy back because of this reason. the dealership has been working with chevrolet in trying to correct the problem without success and i have been told the car has been fixed this time (after more than 2 weeks at the dealership) but i have severe doubts this is the case. the idea of being stranded in southeast houston at night is a very frighten thought. *jb

 Upon returning to my vehicle, the steering column was locked, and the driver information center displayed a message saying service steering lock. i initially brough my vehicle to tom jumper chevrolet in roswell, georgia. the service advisor claimed it was a defective battery and offered to change my battery for the meager sum of $357.00. having no confidence whatsoever that his diagnosis was proper, i removed my vehicle from his premises and transferred it to nalley, chevrolet in atlanta. it turned out that the steering column lock actuator had failed, and had also blown fuses in the cic computer. the repair cost was $450.78. given the steering column lock actuator is the subject of nhtsa action number ea02031, i do not feel it was appropriate for gm to charge me for the repair given the widespread nature of the problem.*ak

 The steering wheel would lock after leaving the vehicle idling for a period of three to five minutes. when placing the key in the ignition, the warning indicator suggested taking the key out and try again in ten seconds. the dealer made some repairs to the steering column, but the problem still occurred. *ak other problems are as followed: the right window leaked water where the top meets the windshield(badly), the rear differential area leaked fluid when sat overnight, there was a rattling noise underneath the vehicle due to the transmission cooler liners being misadjusted, there was a rattle in the engine when accelerated up a hill or when taking off, the driver door leaked when it rained and scrapes when rolled down, there was a grinding in the rear end when backed up or when it's cold, the right door glass rattled while the vehicle was in motion, and the wipers were inoperative. the convertible top was replaced. *scc the fog lamp was replaced and the spoiler was loose. *jb

 1999 chevrolet corvette coupe steering column lock problems: twice in two years the first time it happened, i followed all proceedures shared by fellow corvette owners and the manual, i had to repeat this procedure several times before it would unlock. i then took the car into the dealer, they replaced the steering column lock system but told me that there was no offical recall on this. one year later, same thing happened again, i tried and tried to get the steering column to unlock. it would not, called the dealership, they wanted the car to be towed in. they told me that since they had already replaced the system, they would not replace it again. (by the way the car was still under gm extended warranty.) i did not have the car towed right away, but later that day i tried all of the same procedures again, without success. i went onto the internet to a corvette website/discussion board and researched if others had the same problem and answers/ideas tried. locating several postings suggesting to pull a specific fuse, wait 1 minute, then re-installed the fuse. by disconnecting this fuse, the computer brain would reset itself concerning this task and the pin should unlock when the ignition key was re-inserted. i tried this, several times, over and over without success. finally out of frustration i resorted to shake the steering wheel hard back and forthuntil the pin would release. after a minute of shaking... the pin did let loose and the steering column unlocked. the next day i took the car into the dealer and insisted that they replace the steering column lock system again, even though they told me a day earlier that they wouldn't do that, they did change it when i confronted them. it does not appear to me that gm has not addresssed this problem or acknowledge it as being a problem. well i am here to say that it is, this is why i am filing this compaint. ref. in ea02-031 *cjs
