Defect SummaryOn certain minivans, the driver's air bag may become disabled due to a failure of the clockspring, which is located in the hub of the steering wheel.
Consequence SummaryThis condition will manifest itself through illumination of the air bag warning lamp, and could eventually result in a driver's air bag open circuit, if the part is not replaced in a reasonable amount of time.
Corrective SummaryDealers will replace the clockspring assembly on all covered vehicles with 70,000 miles or less. for those vehicles with more than 70,000 miles, daimlerchrysler will offer an extended lifetime warranty under which it will replace the clockspring at no charge if it fails. daimlerchrysler will also reimburse owners who have paid to have the clockspring replaced on their vehicles. the recall began on october 12, 2004. owners should contact daimlerchrysler at 1-800-853-1403.

 The driver air bag clockspring can develop an open-circuit condition resulting in nonfunctional driver-side frontal air bag, horn, cruise control (if equipped), and/or steering wheel radio control (if equipped).in its october 5, 2004 letter to nhtsa, daimlerchrysler stated that it will conduct a safety recall and replace the clockspring assembly on all my 1998.5-2000 daimlerchrysler minivans, built between march 1998 and august 2000, with 70,000 miles or less.it will also provide a lifetime warranty for this component on my 1998.5-2000 minivans, regardless of mileage.the details of the corrective action are described in daimlerchrysler's letter (see recall no. 04v-480).the agency believes that further expenditure of agency resources does not appear to be warranted.the closing of this investigation does not constitute a finding by nhtsa that no safety-related defect exists with respect to those vehicles covered only by the lifetime warranty.the agency will take further action if warranted by the circumstances.see page 2 for additional information.

 Dt*: the contact stated while driving 30mph, the airbag warning light illuminated without any prior warning. afterwards, the dash panel clock, radio, and heating defroster stopped working. the contact parked the vehicle and attempted to turn the engine off. the key would not release from the ignition and the engine continued running. after multiple attempts, the contact removed the battery cables from the battery and reattached them. the engine stopped running, but the clock and radio illuminated indicating normal function. although the key remained in the ignition, the vehicle was not seen by a dealer.

 Dt: the consumer stated that 1999 plymouth voyager was recalled. under 04v480000 and chrysler # d17 concerning clock spring faikure. the dealership that the consumer spoke with said that they would not repair the recall for free because the vehicle was over 70,000 miles. the owner's recall letter stated that if the clock spring failsedthat the dealership will replace the clock spring at no charge regardless of the mileage. the owners vehicle the air bag light did not go off. the dealership was contacted about a month ago. also, when consumer received the recall letter he not contacted chrysler at this point, but had plans to do that. consumer was concerned that the air bag may fail if the van was in an accident. *ak

 Dt: caller stated that this was a clock spring recall repair. when dealer repaired the clock spring the steering wheel was not centered but was at the 10 o'clock position. the dealer left the steering wheel scratched, greasy and with black lines and marks on it. it took the dealer three hours to conplete the repairs although the recall letter stated it would only take 45 minutes. dealer could not find the recall letter that caller gave them.*ak

 Recall #04 v 48 000/air bag clock spring: vehicle had the recall repairs done. within a week the consumer states, that the dashboard gauges stop operating, the air bag light illuminate again and the cruise control / horn become inoperative . the dealer was notified. the dealer wants to charge the consumer for a diagnostic check and possible charges for additional repairs. *jb

 Defective clockspring that would light up airbag light on dash but, only when turning to the left. this condition, i was told by the dealer, disabled my airbag. the dealer left it up to me to decide if i want to replace this defective part or, drive the vehicle without the protection of the airbag. chrysler customer assistance only recommended i have vehicle serviced. writes stacie perry, senior staff representative daimler chrysler customer assistance center; additionally, daimler chrysler recommends that you have the repair performed at your local daimler chrysler dealership. when i responded to the daimler chrysler customer assistance center with the question; ...it is safe to drive with the potential of not having my airbag deploy in the event of an accident. is that correct? their response was, again, if something is malfunctioning on your vehicle, daimler chrysler strongly recommends that you have it repaired. this language, in my opinion, is not strong enough for me to fork over 231.00 dollars for a repair that should not be necessary. the owners manual states that the airbag is designed to be maintenance free. considering the fact that previous model year vehicles exhibited the same problem, i would suggest that chrysler has a known problem. *nlm

 I own a 1999 plymouth voyager. recently, our airbag light would come on intermittently while driving. also, the horn would work intermittently as well. we have a friend that owns a 1998 voyager and she told us that she had the same problem, and it was caused by a defective clock spring. she had her van repaired at no charge by the chrysler dealership, as they had had so many complaints and incidents of this part failing that they actually extended the warranty of the clock spring on the 1998 model to a lifetime warranty. when we took our 1999 voyager in for repair, we were also told that our clock spring was not working. however, the warranty was not being extended for the 1999 models, so the repair cost us $198.00. we were told to keep our reciept in case chrysler ever issued a recall or changed the status of the parts warranty in the future, so we could get a refund. of course, i feel there is very little chance of that ever happening. my main complaint is that if chrysler know that this part is defective, why they are not recalling the parts instead of waiting until there are so many complaints that they secretly extend the warranty, which gets them out of the normal notification procedures they have to do during recalls. this is a clear case of knowing a problem exists but doing nothing about it.

 I purchased a used 1999 plymouth voyager. when i took it to a dealer in carlsbad, ca. bob baker, i asked about two problems i have with it. the horn doesn't honk, and the air bay light stays on all the time. i was told they'd be fixed free. when they called regarding other repairs, they said the items wouldn't be fixed free, that my particular 1999 plymouth voyager wasn't included in a recall. i objected and also found the repair costs expensive for me, and i was told to go ahead and pay to have it fixed, that there will be a recall coming up and when it does i can show the receipts and get a refund. why are some 1999 included and others not, when they have the same problems others are fixed for under recall? also the low fuel bell rings after you fill the tank until the tank level gets down to about 3/4 tank. ( it does ring when the fuel is low, too). i want my horn fixed, it's an important safety feature. also the light service engine soon came on, and i just had a tune up, etc. i took the vehicle in to a repair shop because the dealership costs so much and it cost me $58.00 to find out that the gas cap wasn't sealing properly. the new cap i bought is imprinted with information about it having to be placed on properly. this new cap i believe is imprinted this way because of a problem that came up. i am disgusted and broke after having to pay for such a diagnosis and then 15.65 for the new cap. *jb

 Dt: the owner was involved in a crash and the air bags did not deploy. this was the second time that this vehicle had a complaint filed on the air bags not deploying. the owner was involved in another crash with the same vehicle and the air bags did not deploy at that time either. the owner was stopped in traffic and another vehicle hit the owner from behind. neither front air bags deployed from the vehicle when impacted. owner has had an investigator from odi come investigate the first incident. the owner would like for another investigator to check the second incident. there was a recall on the air bags in october 25, 2004. owner's vehicle was in the repair when the odi investigator reviewed the complaint. the car was totaled on this last crash. the owner has a police report. there were no injuries reported. the dealer's information was unavailable at this time to the consumer.*ak
