| 2007 toyota highlander. consumer writes in regards to the government having a stipulated definition and specific requirements before any automobile can be classified as a certified pre- owned vehicle *tgw the consumer stated the left front tire split open down the tread, due to the tire being dry rotted. when the consumer turned on the windshield wipers, the driver's side wiper blade flew off the vehicle. *jb | |||
